Adjourn Posted 11/15/2018 MEMORANDUM TO: Medina City Council FROM: Scott Johnson, City Administrator DATE OF REPORT: October 22, 2018 DATE OF MEETING: November 20, 2018 SUBJECT: November 20, 2018 - Work Session Work Session 6:00 PM Brockton Lane Project Discussion Public Works Director Steve Scherer and Planning Director Dusty Finke will present an update on the Brockton Lane project. The background memo is included with the packet. Celebration Day Funding Discussion Finance Director Erin Barnhart will provide an update on funding for Celebration Day in 2019. At the October 16, 2018 City Council meeting the City Council received an update from two Celebration Day Board Members. The board members provided concerns about funding the event and the difficulty with fundraising. The City Council directed staff to bring the issue forward at the November 20th Work Session for discussion on options. The 2019 preliminary budget was set on September 4, 2018. The preliminary budget cannot be increased once it is set in September. The 2019 preliminary budget allocated $4,000 for Celebration Day based on an earlier discussion by the City Council to provide the basic items for the event and to continue to fundraise for the fireworks (approximately $5,000 per year for fireworks). Staff discussed viable options to come up with $6,000 in additional funds for 2019 Celebration Day. Medina will receive a one-time fee of $65,000 for conduit bond funding. Staff recommends that $6,000 of this fee go to pay the remainder of the 2019 Celebration Day expense. The City Council could then allocate the remaining $6,000 per year starting with the 2020 City Budget. Staff recommends the remaining $59,000 from the fee be allocated to the Park Replacement fund instead of the $30,000 that was originally recommended from the City’s general reserves. Staff is requesting discussion and direction from the City Council. MEMORANDUM TO: City Council, through City Administrator Scott Johnson FROM: Steve Scherer, Public Works Director DATE: November 14, 2018 MEETING: November 20, 2018 SUBJECT: Brockton Lane North Street Improvement Project BACKGROUND: Reconstruction of Brockton Lane between Medina Road and Hamel Road, a border street between Plymouth and Medina, is proposed to be constructed in 2019. This project was accelerated based on feedback from both city councils. This reconstruction project will upgrade and urbanize this segment of roadway, and it will also include the necessary pedestrian accommodations. In September the council entered into a joint powers agreement through the City of Plymouth for engineering services with Bolton & Menk. We were directed to move forward with the feasibility report. CURRENTLY Staff has been working with Bolton & Menk on preliminary plans for the project and moving towards the final design stage. Staff wanted to update the council on our progress and request formal authorization for the feasibility report if the City is going to assess any of the costs of the project to property owners. Staff and Bolton & Menk will be present at the meeting to give a presentation on the project. The project team is planning to hold an open house on Wednesday, December 5 for Medina and Plymouth residents. The attached invitation/project newsletter has been sent out to residents in the area. BUDGET IMPACT: The Brockton Lane Reconstruction costs have been updated in the 2019 CIP. The original rough cost estimate for the complete project is $2.2 million. • The street portion is expected to be split at 50% with the City of Plymouth. Lennar is responsible for the cost of constructing turn lanes and repaving adjacent to the Enclave at Brockton, which will contribute towards Medina’s share of the cost. • Sewer reconstruction is estimated at $100,000. According to the City’s assessment policy, 50% of this cost would be assessed to the users on the north end. • Water is estimated at $130,000. This project would upgrade the watermain from 8- inches to 12-inches and is an expansion of the trunk main to the City’s wellfield in Hamel Legion Park to provide improved system supply. Staff is recommending that costs not be assessed to adjacent owners for that reason. • The trail is up for some negotiations where we are doubling up trails from Basswood north. I would suggest we split the portion to the south of Basswood to Medina Rd at 50% and Plymouth pays 100% north of Basswood. It is important to note that Plymouth will be responsible to plow, maintain and rehabilitate this trail in the future, which is a great benefit for Medina. This project has been included in the 2019 CIP. More accurate numbers will be available when the feasibility report is complete. Funding would be considered from a combination of utility Page 2 of 2 funds, MSA, park dedication, bonding, possible assessments, and the road fund along with road improvement contributions from Lennar. COUNCIL ACTION Staff recommends that the Council adopt the resolution ordering the feasibility report for the Brockton Lane North Street Improvement Project on the consent agenda at the regular council meeting. This project will include full reconstruction of the street and converting it from a rural to an urban design to accommodate recent growth, as well as the addition of a trail, turn lanes, utility, and drainage improvements. Construction is scheduled to occur during the summer of 2019. Upcoming Open House Interested residents and business representatives are encouraged to attend a public open house on Wednesday, December 5. The Open House will be held at the Hamel Community Building (3200 Mill Dr) from 4:30-6:30 p.m. This will be an opportunity for the public to learn more about the proposed project, what to expect, and offer feedback. Schedule The project team is currently completing the preliminary design phase of the project. The team will then move into the final design phase following the open house in December, which will last throughout this winter. Bidding is anticipated to take place in March, and construction is expected to begin in May. Construction is expected to conclude in October 2019. Traffic Impacts Construction will be completed in two stages— Medina Road to 44th Ave/Basswood Rd, and 44th Ave/Basswood Rd, to Hamel Road. Stages will be closed to traffic when they are being constructed, but access will be allowed to residents along the project area.
