Lot Line Rearrangement City Council Meeting
MEMORANDUM
TO: Mayor Mitchell and Members of the City Council
FROM: Dusty Finke, Planning Director; through City Administrator Scott Johnson
DATE: April 11, 2018
MEETING: April 17, 2018 City Council
SUBJ: John Reiser Trust and Estate of Philip Reiser – Lot Line Rearrangement –
1425 County Road 24 and PID 23-118-23-32-0001
Review Deadline
Complete Application Received: March 26, 2018
60-day Review Deadline: May 24, 2018
Summary of Request
The John H. Reiser Trust and Estate of Philip W. Reiser have requested a lot line rearrangement
between two parcels at 1425 County Road 24 and the vacant property to the south.
Each parcel is approximately 10 acres in area and the applicants propose to transfer 2 acres from
1425 County Road 24 parcel to the southern parcel. The owners of the southern parcel have
indicated that they may then request a subdivision of the larger southern parcel in the future.
The property at 1425 County Road 24 contains a home and two sheds. The homesite is
surrounded by a grove of trees and there are coniferous trees planted in the western portion of the
site. The southern portion of the property is farmed. The southern parcel is tilled farmland.
An aerial of the properties is at the top of the following page, with the location of the proposed
lot line highlighted. The subject sites and much of the surrounding property is zoned Rural
Residential. Woodridge Church is located across County Road 24 and is zoned Rural
Public/Semi-Public.
Analysis
Both parcels, as proposed to be rearranged, exceed the minimum dimensional standards of the
RR zoning district. Following is a summary of the proposed lot and the minimum dimensional
standards of the RR zoning district:
RR Req. Northern Lot Southern Lot
Lot Area (gross) N/A 8.13 acres 12.15 acres
Lot Size 5 acre suitable 6.52 acres suitable 10.24 acres
Lot Width 300 feet 665 feet 665 feet
Lot Depth 200 feet 535 feet 795 feet
Front Setback 50 feet 87 feet N/A
Rear Setback 50 feet 230 feet N/A

Agenda Item # 8A
John Reiser Trust/Estate of Philip Reiser Page 2 of 3 April 17, 2018
Lot Line Rearrangement City Council Meeting
The subdivision ordinance contains the following review criteria, which are more relevant for
subdivisions (rather than a rearrangement):
“In the case of all subdivisions, the City shall deny approval of a preliminary or final plat if one
or a combination of the following finding are made:
(a) That the proposed subdivision is in conflict with the general and specific plans of the city,
or that the proposed subdivision is premature, as defined in Section 820.28.
(b) That the physical characteristics of this site, including but not limited to topography,
vegetation, soils, susceptibility to flooding, water storage, drainage and retention, are
such that the site is not suitable for the type of development or use contemplated.
(c) That the site is not physically suitable for the proposed density of development or does
not meet minimum lot size standards.
(d) That the design of the subdivision or the proposed improvements are likely to cause
substantial environmental damage.
(e) That the design of the subdivision or the type of improvements are likely to cause serious
public health problems.
(f) That the design of the subdivision or the type of improvements will conflict with public or
private streets, easements or right-of-way.”
John Reiser Trust/Estate of Philip Reiser Page 3 of 3 April 17, 2018
Lot Line Rearrangement City Council Meeting
The proposed lots appear to meet the dimensional standards of the zoning code. The applicant
has submitted borings showing that a primary and secondary septic site could be located on the
1425 County Road 24 property. Because the property is proposed to be reduced in size, staff
sought verification that two septic sites could still be located on the property.
Staff does not believe the proposed rearrangement raises any concerns described in the criteria,
and recommends approval subject to the following conditions:
1) A deed transferring the two acres shall be recorded in conjunction with effectuating the
lot line rearrangement and the Owners shall abide by the recommendations of the City
Attorney related to recording procedures and title documentation.
2) The Owners shall file necessary documents with Hennepin County to effectuate the lot
line rearrangement within 180 days or the approval granted herein shall become null and
void, unless an extension is granted by the City Council.
3) The Applicant shall pay to the City a fee in the amount sufficient to pay for all costs
associated with the review of the lot line rearrangement.
If the Council concurs that the lot rearrangement meets relevant ordinance requirements, the
following motion would be in order:
Move to adopt the resolution granting lot line rearrangement approval between 1425
County Road 24 and property immediately to the south.

SUBJ: City of Loretto Comprehensive Plan Update Review
Background
Communities are provided up to six months to review and comment on Comprehensive Plan
updates of other affected jurisdictions prior to submission to the Comprehensive Plan.
Medina received Loretto’s Comprehensive Plan Update on March 20, 2018. Loretto’s plan is
available for review at: http://www.ci.loretto.mn.us/index.asp?SEC=A4890F68-3832-4231-
804F-EF821AB3480F&Type=B_BASIC
Following is a summary of aspects of Loretto’s Plan which staff has identified as potentially of
interest to the City Council. Staff has also prepared draft comments, which are attached. Staff
will update as necessary following Council review.
Summary
Loretto is almost entirely developed, and forecasts to grow by 50 people (20 households) by
2040. Half of this growth is projected by 2030 and the remainder from 2030-2040. Loretto
projects its growth predominantly in approximately 5 acres of property proposed to be
redeveloped as Mixed Use in the area of Count y Road 19 and Railway Street. This area is
forecasted to be 60% residential and 40% commercial at a density of 5-15 units/acre. There are
also two 1.5 acre parcels which could be subdivided into single-family lots. Loretto’s proposed
Land Use Plan can be found at the top of the following page.
Some of the primary objectives of Loretto’s plan is to maintain its small-town feel and to
concentrate on improving property maintenance and seek potential improvements to some
distressed properties within the City.
One of the primary implications of Loretto’s plans on the City of Medina is Loretto’s planned
connection to the regional wastewater by 2020. This connection is proposed through the tri-city
sewer system which is operated by Medina. The cities have been working with the Metropolitan
Council for several years to achieve this connection without impacting the existing cities on the
system. The connection is of paramount importance to Loretto’s sanitary sewer and surface
water management plans.
Loretto has identified the reduction of inflow and infiltration into the sanitary sewer system as
one of its goals, which will be important to Medina to minimize the impact of peak flows into the
tri-city system.
Agenda Item # 8B
Loretto Comp Plan Update Page 2 of 2 April 17, 2018
Review City Council Meeting
Loretto identified the following objective in its transportation goals: “Proactively monitor the
City of Medina’s transportation planning efforts such that increased traffic volumes will not
result on County Roads 19 and 11 in Loretto.” The area of Medina around Loretto is identified
as “Future Development Area” which may be considered for development in a future planning
cycle (potentially after 2040). If development were to occur, it would clearly increase traffic
volumes on county roads in Loretto.
Council Action Requested
Staff seeks feedback on the attached draft comment letter to be sent to the City of Loretto. Staff
will incorporate any feedback and route the comments when complete.

Draft Letter to the City of Loretto
April 19, 2018
City of Loretto
Attn: Mary Schneider, City Clerk
PO Box 207 sent via email: mschneider@ci.loretto.mn.us
Loretto, MN 55357
Dear Mary:
Thank you for considering the following comments on your draft 2040 Comprehensive Plan
update which we received on March 20, 2018.
General
As Loretto noted when reviewing Medina’s draft 2040 Plan update, the area of Medina around
Loretto has been identified as “Future Development Area,” which may be considered for
development with municipal sewer and water in future planning processes, currently anticipated
after 2040.
One of Loretto’s Transportation objectives is: “Proactively monitor the City of Medina’s
transportation planning efforts such that increased traffic volumes will not result on County
Roads 19 and 11 in Loretto.” While development is not anticipated within the timeframe
covered by this Plan update, it is a potential in the longer-term future. Such development, if it
occurs, will inevitably result in increased traffic volumes on arterial roadways which are
intended for such purposes.
Sanitary Sewer
x Loretto intends to connect to the regional wastewater system through Medina, in
anticipation of a regional interceptor being extended to service Loretto in the future.
Medina will continue to work with Loretto to accommodate this connection for the short-
term in a way which does not negatively affect Medina’s system or increase costs for
Medina’s users.
x Loretto identifies reducing inflow and infiltration (I&I) through a continuation of current
I & I programs. Monitoring and preventing excessive I&I will be of utmost importance
to ensure the interim shared sanitary system will function for each community. As you
know, Medina has submitted our Plan to the Metropolitan Council for review. The
Metropolitan Council is expecting a fairly detailed description of community I&I plans.
Trails
Loretto includes Medina’s 2010-2030 Trail Plan as an exhibit within its own plan. This is
helpful information, and Medina would recommend that Loretto consider incorporating
Medina’s 2040 plan (enclosed for reference)
Thank you again for your consideration of these comments. Best of luck as you continue with
your review process. If you have any questions, please do not hesitate to contact me at
dusty.finke@medinamn.gov or 763-473-8846.
Sincerely,
Dusty Finke, AICP

concept plan related to the potential subdivision of four existing parcels totaling approximately 25
acres into six lots. Two of the existing parcels are served by City sewer and included within the
urban service area but all of the property is zoned rural residential. The applicants are requested that
the City consider rezoning the two parcels served by city sewer to Suburban Residential, allowing

tentatively at the May 15 meeting.
E)Maxxon Site Plan Review – 900-920 Hamel Road – Maxxon has requested a site plan review for a
4,854 square foot addition between the two existing buildings on their property. The applicant
proposes to convert existing bituminous to pervious surfacing because no more hardcover can be
added as a result of the Elm Creek Shoreland Overlay District. The Planning Commission reviewed
at the January 18 meeting and recommended approval. The Council granted approval on February
20. Staff will work with the applicant on conditions of approval before construction begins.
F)School Lake Nature Preserve CD-PUD – Wally and Bridget Marx have requested final plat

City Council has adopted resolutions approving these projects, and staff is assisting the applicants
with the conditions of approval in order to complete the projects.
J)Hamel Road Thirty Two, Hamel Haven subdivisions –These subdivisions have received final
approval. Staff is working with the applicants on the conditions of approval before the plats are
recorded
Other Projects
A)Comprehensive Plan – Met Council staff has verbally indicated that the City’s 2020-2040 Plan
Update is now complete for review. It appears that their deadline to act on the plan is July 7, 2018.
Met Council staff continues to raise questions related to the staging of high density residential
property. Staff intends to set up a meeting between two City Council members, Metropolitan
Council Member Katie Rodriguez and relevant committee chairs and relevant staff from both groups
to try to find a mutually agreeable way forward.
B)Business Forum and Tours –Staff has summarized the feedback received during the Strengths and
Challenges activity, and the information is attached for Council information. Staff has also noted a
couple of opportunities to address some of the challenges noted.
C)City of Loretto Comprehensive Plan Update –The City received its first Comp Plan update for
review from a neighboring community. A summary of Loretto’s plan update is provided for Council
review in the April 17 packet, along with a draft comment letter. If Council members have any
comment to add to the letter, please bring up for discussion at the April 17 meeting and staff will
incorporate.
D)LED Lighting – staff has prepared the study and recommendations related to LED lighting. The
information was presented for a Public Hearing at the Planning Commission at the April 10 meeting.
The Planning Commission recommended a couple of adjustments and recommended adoption of the
ordinance. Staff intends to present to the City Council on May 1.
E)Stormwater Ordinance and Design Guide –staff met with Engineering staff to discuss the scope and
workplan for reviewing the City’s stormwater regulations to conform with the City’s surface water
management plan and current practices. Staff is tentatively planning a discussion at the May 15
Council Worksession.
F)Mixed Residential zoning district – staff has begun researching options for implementing the mixed
residential zoning district. Staff intends to coordinate outreach for involvement of affected property
owners in May or June with the intent of preparing an ordinance for the June of July Planning
Commission meeting.
G)Sanitary Sewer Inflow Ordinance –staff has created a rough draft of an ordinance related to
enforcement of prohibited connections to the sanitary sewer system for review. Staff anticipates
presenting the ordinance to the Council in May or June.
H)Long Lake Subwatershed Partnership Carp Study and Removal – staff continues to work with the
cities of Long Lake and Orono, the Minnehaha Creek Watershed, and the Long Lake Waters
Association on preparing to conduct a carp study and potential carp removal in Long Lake. The City
Council included $10,000 in the CIP for this project, which is the same amount being proposed by
most of the other partners for the project. Staff has indicated Medina's general support for the study
(with a much reduced scope from the grant requested in 2017) and a subsequent removal if the
population justifies so. Staff expects a memorandum of understanding on the project for Council
approval at the May 1 meeting with the consultant (WSB) hoping to begin work immediately after.

Strengths/Challenges Exercise City Council Meeting
STRENGTHS CHALLENGES
Comments from Council and Staff Group:
x Beautiful city x Lack of affordable housing
x Fiscally responsible (future planning)x Lack of public transit
x Qualified staff – staff succession
planned
x Geographically large, small population (may
increase cost of providing
service/infrastructure)
x Cooperative Council x Small city – challenge to meet all expectations
x Council’s confidence in staff x Difficult to attract business – density/location
x Strong volunteers (fire, community
groups, commissions)
x Community identity (4 schools, 4 fire
departments, Highway 55 split)
x Finding volunteers
Key Takeaways
Each group of business representatives spoke about how they believed it was easy to work with
City Hall on issues which may arise, and positive feedback was provided about city police and
services. This was very encouraging feedback and should be celebrated by Council and staff.
Some participates noted difficulty in recruiting employees and securing customers because of the
relatively low population in the City and adjoining areas.
Staff identified the following actions which may address a few of the challenges noted:
1. Improve Developer’s Handbook – staff will review the “Developer’s Handbook,” which
describes the City’s processes and expectation for the development process. Staff will
attempt to add additional detail and clarify.
2. Sewer/Water Infrastructure Funding Analysis – The City Council has previously
established a goal to review the infrastructure needs identified in the Comprehensive Plan
and to review the connection fee structure based on expected costs and potential
development to fund the improvements. This may result in an adjustment to connection
fees, which may be higher or lower.

RE:Department Updates
New Portable Radios
Our new portable radios have arrived at Hennepin County Sheriff’s Radio. We are meeting
on April 12th to set the new code plugs which will give us access to all the different radio
channels in the State. I would expect the radios to be in use by the first of May. We will
need to have our mobile radios reprogramed with the new code plugs.
Working with Wayzata Schools
As part of our preparedness for active shooters, we are working with Wayzata Schools to
ensure all our officers have access to their buildings. We will be training the officers on the
layout of the different school buildings in the district. This will occur throughout this year.
Department Shoot
On April 11th we held our first department shoot at the Delano Range. We are
implementing the new use of force standards put into place by the Minnesota Peace Officer
Training and Standard Board, (POST) that came out in January of this year.
Emergency Management Training for Corcoran
On April 12th I will be assisting Corcoran Police in putting on an introductory class on
emergency management for their elected officials. The class is a two-hour work session that
covers the Mayor and Council Members’ responsibilities during an emergency and disaster.
Later in the year I plan on doing the same class for our City Council.
Minnesota Chief’s Executive Training Institute (ETI)
I will be attending the 2018 ETI conference in Duluth from April 22
nd through April 24th.
Cops and Coffee
Our next Cops and Coffee will be on April 24th at 4:00 p.m. at Oak Eatery, hosted by
Officer Andrew Scharf. If you get a chance, stop by and enjoy a cup of coffee.
Safety Training Officer Class
We are hosting two training officer safety classes at our facility on April 18
th and April 30th.
We will have over 30 police and firefighters attend the class that is sponsored by the League
of Minnesota. The class is to teach training officers on the correct way to conduct
MEMORANDUM
emergency training in a safe manner. The attendees are from the entire Lake Minnetonka
Area.
Patrol by Sergeant Nelson
Patrol Activities
For the dates of March 27 to April 10, 2018, our officers issued 43 citations and 89
warnings for various traffic infractions. There was a total of seven traffic accidents, seven
medicals and five alarms.
Starting April 9th our agency, along with others throughout the state, will be actively
enforcing the distracted driving laws. Officers will be working with other agencies from
April 9-22. On April 17th agencies starting from I-394 coming out of downtown to the
Minnesota / South Dakota border will be actively enforcing the distracted driving laws to
honor Officer Bill Matthews from the Wayzata Police Department who lost his life last year
by a distracted/intoxicated driver. The state is going to name Highway 12 as the Bill
Matthews Highway.
With the wintry weather, truck enforcement is still going strong. Several violators have
been located as officers are making a concerted effort in keeping our roads free from
overweight vehicles.
Over the past two weeks, we have seen an upswing in theft from autos mainly on the west
and southern end of the city. In all reported cases, the vehicles were all left unlocked. In one
case a victim reported having a handgun stolen from his vehicle. These are all crimes of
opportunity and can be avoided if vehicles are locked.
In the past two weeks, we have also seen an upswing in theft of mail. This generally occurs
when citizens pay bills and put the outgoing mail in their mailbox. The red flag is put up and
this is a good indicator to criminals that there is outgoing mail and generally will have bill
related material and checks inside. This crime too can be altered by putting your outgoing
mail into a big locked blue box. I would also classify this as a crime of opportunity.
On March 30, 2018, Officer Converse took a residential burglary report. While the
homeowner was away due to the house being under construction, unknown persons entered
the residence and stole over 27K worth of coins. The case has been forwarded to
Investigations.
On April 2, 2018, Officer Converse responded to Target for a shoplifter that was in custody.
The shoplifter was cooperative and received a citation for theft and was trespassed from the
business.
On March 30, 2018, Officers Gregory and McKinley were dispatched to take a burglary
report. Homeowners noticed that things were missing from their residence and after
watching their internal cameras noticed that in the middle of the night two individuals
entered the residence through an unlocked garage door and stolen purses and backpacks
from the kitchen area. This occurred the same night as several thefts from autos in the same
area. Again, this was a crime of opportunity as the garage door was left open along with the
house door. The case was forwarded to Investigations.
Investigations by Investigator Kevin Boecker
Investigating residential burglary where a large amount of US coins were taken. Subpoenas
were sent out for phone records for two persons of interest in the case. Investigation is
ongoing.
Received a report from Hennepin County Child Protection in regards to an incident that was
reported to them. The reported incident did not detail any alleged abuse and Hennepin
County Child Protection closed their case as unfounded. A copy of the report was
documented but no further investigation is to be completed.
Several mail theft incidents have been reported recently where outgoing checks were stolen
out of homeowners’ mailboxes. The checks were then “washed”, forged, and then cashed or
attempted to be cashed at banks. A warning to Medina residents about mailing checks from
home mailboxes was posted on our Facebook page.
Continue to assist with weight restriction enforcement on city roadways in between cases.
Several additional violations have been located and appropriate enforcement action was
taken.
There are currently nine (9) cases assigned to Investigations.
MEMORANDUM
TO: City Council, through City Administrator Scott Johnson
FROM: Steve Scherer, Public Works Director
DATE: April 9, 2018
MEETING: April 17, 2018
SUBJECT: Public Works Update
STREETS
x Developers are getting antsy about weight restrictions, but I still think it is going to be a
while since the weather is not cooperating. For the past week the frost has been going
down instead of out.
x I am currently setting up a meeting with the City of Plymouth to discuss the Brockton
Lane Feasibility Report. Cost splits and who is going to do the report itself.
x Public works will begin crack sealing as soon as weather permits. We try to fill the cracks
with sealer prior to them closing back up with warm weather on its way.
x I will begin working on feasibility reports for Hickory Drive off County Road 24 and
Buckskin Road. I have swapped Buckskin Road and Highcrest Drive this year. Highcrest
Drive seems to be in fair shape and should make it a few more years before it needs
paving.
x I have had several complaints on the condition of Deer Hill Road. This would be the old
portion of the road. The resident is requesting the City act on upgrading the street to a
paved surface. I agreed to send a letter to property owners to see what the consensus of
the property owners is along that road.
WATER/SEWER/STORMWATER
x Public Works will be doing a lane closer on Highway 55 to work on some valves at the
intersection of Highway 55/Arrowhead Drive. We are going to try to get an extension
on the valves to make them operational in the event of another watermain break on
Highway 55. We are hoping this will work because the cost of digging is very
expensive.
x The water tower project will resume when the weather permits. The rest of the project is
expected to take four weeks to complete. We put an insert into the utility bill sent out in
April to inform the residents. I will also be notifying all emergency services prior to the
start of the project. We will be draining the tower and running on the pressure
transducer.
x I will be giving a slide presentation during the April 17th meeting on drinking water
resources and irrigation re-use.
x Public works has been working with WSB to review all the GIS data in the new system.
As you can imagine, there are a lot of corrections but we are moving in the right
direction.
PARKS/TRAILS
x PW is considering options for more garbage cans in the Legion Park near the playground.
A resident asked us to look into it.
x We are still plowing trails in April. This is a little unusual so late in the season.
MISCELLANEOUS
x The applications for the Seasonal Maintenance Worker were due back on April 9
th.We
will be scheduling interviews once we have gone through the applications and have rated
them. We only received three applications.
