Annual Quintile, Sales, and New Construction Reviews
Each year, one fifth of the properties in the city are reviewed and the records are updated. For the 2019
assessment we viewed all single family homes in the area North of Highway 55 and East of Arrowhead
Drive. The viewing, reviewing, and statistical analysis of all sales that sold between October 1, 2017 and
September 30, 2018 in the City of Medina were made.
The real estate market in Medina was very stable during 2018. Older, un-updated homes on acreage are
still decreasing slightly in value. There still is increased competition from new homes with modern layouts
and features being built in Southern Corcoran and Northern Medina. Affordable homes (under $300,000)
are increasing at a larger percentage than more expensive homes.
Other attachments included with this memo include a copy of the Medina page from the Hennepin County
Assessor’s report and a sales book generated from the new Hennepin County Vision assessment system
which we are required to use. The sales book lists lakeshore sales first and then non-lake sales by story
height.

This year the rates of Green Acres and Ag Preserve Parcels increased approximately 1% . The Minnesota
Department of Revenue agricultural values are used throughout the State and they are based on purely
agricultural sales from Southwestern Minnesota. Tillable land is valued at $6,700/ac, pasture and woods
are valued at $2,700/ac and wetlands remain at $1,000/ac. The rates on the deferred Green Acres and non-
Green Acre farmland remained level.
The Hennepin County Assessor’s Office conducted a complete review of all agricultural, Green Acres and
Ag Preserve properties this year. This review resulted in some marginal use properties being from
agricultural class and Green Acres.

The Local Board of Appeal and Equalization Process
Medina value notices were mailed March 4, 2019. Taxpayers with value or classification concerns should
contact the assessor’s office. During the initial conversation the property owner may discuss their concerns
and review sales information with an appraiser. The majority of the callers are satisfied after a conversation
with an appraiser. If additional attention is necessary the appraiser will review the property.
The board has the authority to increase, decrease, or take no action on individual valuations. The total
reduction must not reduce the cities aggregate assessment by more than one percent or none of the
adjustments will be allowed. The board cannot increase or decrease by a percentage to all of the
assessments in the district by class. If the board chooses to reconvene, it must do so within 20 days (from
the meeting call to order.)
In order for the taxpayer to appeal to the County Board they must first appeal to the Local Board either in
person or in writing. The County Board of Appeal and Equalization will begin meeting on June 17, 2019.
All requests for appointments at the County Board must be received by May 22, 2019. To make an
appointment, taxpayers should call 612-348-7050.
Definitions
Minnesota law requires that the assessor value property at market value. Market value is defined by the
Minnesota Department of Revenue as:
“ ‘Market value’ means the usual selling price at the place where the property to which the term
is applied shall be at the time of assessment; being the price which could be obtained at a private
sale or an auction sale, if it is determined by the assessor that the price from the auction sale
represents an arm's-length transaction. The price obtained at a forced sale shall not be
considered.”
Under current law there is no limit to the amount that the market value of a property can be increased any
year and the assessor is required to value properties on January 2nd at full market value.
Classification: Classification is the use of a property as defined by state law. The most common
classifications are apartment, double bungalow, triplex, commercial, industrial, farm, residential and
residential lakeshore. Homestead is also a classification.

My name is Chaid Schwarz and my wife, Jessica and I purchased the property at 1425 County Rd.
24, Medina, MN 55356 in the May of 2018. Prior to the purchase, 2 acres was split off the 9.54
acre property and our purchase was completed on the remaining 7.54 acre parcel which included
the original farmhouse.
On February 12, 2019 I called and talked to the City Assessor, Rolf Erickson. In our conversation,
he reduced the 2019 tax value on our 7.54 acre property due to the 2 acre property division but he
was unable to change the base property tax assessment for 2019, it had already been set the
previous year. In our discussion he had just completed the reassessed value of the 7.54 acre
property for the 2020 tax year. In doing so, he was able to reflect an updated market value of
$400,000. I would like the appeal the current 2019 property tax assessment which, according to Mr.
Erickson it is to be set at $538,000. He is unable to change this without our appeal. I believe the
2019 valuation should closely reflect the 2020 assessment of $400,000.
Rolf had suggested that I that I write a letter explaining that we had talked and that this might be
able to be resolved prior to the April 3, Board of Appeals meeting. I have not yet received my 2019
Notice of Valuation statement. Upon receipt, I can send that along if it is needed. The assessments
below are based on Hennepin County public property parcel data (enclosed). The adjusted 2019
and reassessed 2020 values are based on my phone conversation with Rolf.
The annual tax assessment for the property are as follows:
2018 (9.54 acre) - $662,000
2019 (9.54 acre) - $658,000
(adjusted 7.54 acre) - $538,000 - appealing to reflect a $400,000 assessment
2020 (7.54 acre) - $400,000

Appeals Must Be Substantiated by Facts
Appeals must be based on facts. The property owner must present supporting evidence to convince the
board that the current year valuation or classification is incorrect. The supporting evidence can be
presented either in person, through a letter or through an authorized representative.
The property owner should describe the property, how the property is used, as well as its current condition.
Photos can be very helpful in illustrating the condition of the property. The property owner should review
the assessor's data on the property to make sure that it is correct. The property owner should also review
recent property sales in the area. At the assessor's office, the property owner can review Certificates of
Real Estate Value (CRVs) for properties in the area. Other evidence such as a recent appraisal may also be
helpful information to present.
The property owner should keep in mind that taxes are not the issue. The board should not consider
arguments based on the ability of the taxpayer to pay, services received for taxes paid or tax equalization.
Given the broad spectrum of tax capacity rates, tax classifications and state credit programs that apply to
various properties throughout the jurisdiction, tax comparisons are misleading. To strengthen their appeal,
property owners should present evidence about the property's value or classification, not how much they
are paying in taxes.
Property in Minnesota is classified according to its actual use, such as commercial, agricultural, or
residential homestead, not zoning. Property owners disputing the classification need to present information
that proves how they use the property. For example, a property is classified as residential. The property
owner believes that his/her property is eligible for the agricultural classification and appeals to the local
board. For the board to change the classification to agricultural, the owner must prove that the property is
used agriculturally and meet the statutory requirements of the agricultural class.

Appeals Must Be Substantiated by Facts
Appeals must be based on facts. The property owner must present supporting evidence to convince the
board that the current year valuation or classification is incorrect. The supporting evidence can be
presented either in person, through a letter or through an authorized representative.
The property owner should describe the property, how the property is used, as well as its current condition.
Photos can be very helpful in illustrating the condition of the property. The property owner should review
the assessor's data on the property to make sure that it is correct. The property owner should also review
recent property sales in the area. At the assessor's office, the property owner can review Certificates of
Real Estate Value (CRVs) for properties in the area. Other evidence such as a recent appraisal may also be
helpful information to present.
The property owner should keep in mind that taxes are not the issue. The board should not consider
arguments based on the ability of the taxpayer to pay, services received for taxes paid or tax equalization.
Given the broad spectrum of tax capacity rates, tax classifications and state credit programs that apply to
various properties throughout the jurisdiction, tax comparisons are misleading. To strengthen their appeal,
property owners should present evidence about the property's value or classification, not how much they
are paying in taxes.
Property in Minnesota is classified according to its actual use, such as commercial, agricultural, or
residential homestead, not zoning. Property owners disputing the classification need to present information
that proves how they use the property. For example, a property is classified as residential. The property
owner believes that his/her property is eligible for the agricultural classification and appeals to the local
board. For the board to change the classification to agricultural, the owner must prove that the property is
used agriculturally and meet the statutory requirements of the agricultural class.
