REGULAR MEETING
March 22, 2016
The Moab City Council held its Regular Meeting on the above date in the
Council Chambers at the Moab City Center, located at 217 East Center
Street, Moab, Utah.
Mayor David Sakrison called the Pre -Council Workshop to order at 6:00
PM. In attendance were Councilmembers Heila Ershadi, Rani Derasary,
Kyle Bailey, Tawny Knuteson-Boyd and Kalen Jones. Also in attendance
were City Manager Rebecca Davidson, City Treasurer Jennie Ross,
Planning Director Jeff Reinhart, City Engineer Phillip Bowman and
Administrative Assistant Carmella Galley.
A Presentation of Utah Department Of Transportation's US 191 Corridor
Preservation Study was given by Vern Keesler of Parametrix Cosultants.
Mayor Sakrison called a thirty (30) minute recess at 6:25 pm, in order
for Councilmembers and others in attendance to vote in the Utah State
Caucus.
Mayor Sakrison called the Regular City Council Meeting to order at 7:00
PM and led the pledge of allegiance. Six (6) members of the audience
and media were present.
Councilmember Derasary moved to approve the Minutes of the
February 23, 2016 Council Meeting, with corrections. Councilmember
Knuteson-Boyd seconded the motion. The motion carried 5-0 aye, with
Councilmembers Bailey, Ershadi, Jones, Knuteson-Boyd and Derasary
voting aye.
There were no Citizens to Be Heard.
Councilmember Bailey moved to approve a Special Business Event
License and Special Use of Swanny City Park for Red Rock Relay on May
14, 2016. Councilmember Ershadi seconded the motion. The motion
carried 5-0 aye, with Councilmembers Bailey, Ershadi, Jones, Knuteson-
Boyd and Derasary voting aye.

Councilmember Bailey moved to approve a Private Property Vendor
Permit for Tina Marie Meyer, d.b.a. Red Rock Sno Company to Conduct
a Hawiian Shaved Ice Business, Located at 83 South Main Street from
March 23 — September 23, 2016. Councilmember Ershadi seconded the
motion. The motion carried 5-0 aye, with Councilmembers Bailey,
Ershadi, Jones, Knuteson-Boyd and Derasary voting aye.
Councilmember Bailey moved to approve a Performance Permit
Application for Jeff Gutierrez — The Fiery Furnace Marching Band — to
Conduct Performances at Various Locations on April 9, May 14, June 11,
July 9, August 13, September 10, October 8, and November 12, 2016 to
coincide with Moab Art Walk. Councilmember Ershadi seconded the
motion. The motion carried 5-0 aye, with Councilmembers Bailey,
Ershadi, Jones, Knuteson-Boyd and Derasary voting aye.
Councilmember Bailey moved to approve a Performance Permit
Application for Elizabeth G. Jimenez Ross to Conduct Professional Fire
Dance Performances on April 9, May 14, June 11, July 9, August 13,
September 10, October 8, November 12 and December 10, 2016 to
coincide with Moab Art Walk at the MARC 111 East 100 North and from
April to December 2016 on Saturday Evenings at the Moab Backyard
Theater at 56 West 100 South. Councilmember Ershadi seconded the
motion. The motion carried 5-0 aye, with Councilmembers Bailey,
Ershadi, Jones, Knuteson-Boyd and Derasary voting aye.
Councilmember Bailey moved to approve Proposed Resolution #08-
2016, A Resolution of the Governing Body of the City of Moab
Authorizing Delinquent, Terminated Utility Accounts to be written off of
the accounting system in the amount of $1782.52. Councilmember
Derasary seconded the motion. The motion carried 5-0 aye, with
Councilmembers Bailey, Ershadi, Jones, Knuteson-Boyd and Derasary
voting aye.
City Engineer Bowman presented the First Reading of the Proposed
Corridor Agreement with UDOT. Discussion followed. The Agreement
will be on the April 12, 2016 Council Meeting Agenda as an Action Item.

In Mayor and Council Reports Councilmember Derasary reported that
she had attended an ASAP meeting on March 9, 2016. She stated that
she received data from the University of Nevada, Reno, at that meeting,
concerning some industries that may be compatible with Moab.
Councilmember Derasary mentioned that she had also attended the
Lions Park Opening and that it was very nice.
Councilmember Derasary stated that while attending the League of
Women Voters meeting, Councilmember Derasary learned there is a
need for Court Advocates.
Councilmember Derasary gave compliments to Megan Stewart and Liz
Holland of the MARC, from the Plein Air Board. Also mentioned by
Councilmember Derasary were compliments to the Moab City Police
Department, who had been called twice and responded twice to people
parking on the sidewalk.
Councilmember Derasary complimented the Moab City Planning and
Zoning Department for information she received from a resident that the
Planning and Zoning Department are checking on local rentals to make
sure they are not overnight rentals. Councilmember Derasary stated that
the resident mentioned that they had to sign their lease in order for the
owner to prove they were a long term rental.
Councilmember Ershadi reported that she had also attended the ASAP
meeting.
Councilmember Ershadi mentioned that she had spoken to the Chamber
of Commerce about the Fourth of July Festivities formerly held at
Swanny Park. Councilmember Ershadi stated that the Chamber of
Commerce informed her that they are too busy to coordinate the event
any longer.
Councilmember Ershadi stated that she had heard from many residents
last year that they missed the event at the park.

REPORTS
Councilmember Knuteson-Boyd reported that she had attended the Joint
City Council/Planning Commission Meeting as well as the Infrastructure
Tour.
Councilmember Jones informed everyone that "Throttle Down In Town"
yard signs will be available this week and that if anyone would like one
they can go to the seesmoab.com website to request one.
Councilmember Jones also mentioned that pamphlets will be coming
soon to be placed in hotel rooms, to inform visitors of the "Throttle
Down In Town" program.
Councilmember Bailey stated that he attended the Joint City
Council/Planning Commission Meeting as well as the Infrastructure Tour
and other workshops.
Mayor Sakrison informed everyone that the Legislature had adjourned
for this year.
Mayor Sakrison also reported that at the Utah League of Cities and
Towns upcoming convention on April 6th through the 8th, 2016, in St.
George, Overnight Rentals will be discussed.
In Reading of Correspondence Mayor Sakrison read a transcript of a
voicemail from a Michael Beal. Mayor Sakrison stated that Mr. Beal
called to compliment Terry Lewis and the staff at MRAC for all they do
for him as he adjusts to becoming wheelchair bound.
Under Administrative Report, City Manager Davidson gave a written
report.
A Report on City/County Cooperation was not given.
Councilmember Derasary moved to pay the bills against the City of
Moab in the amount of $504,443.57. Councilmember Knuteson-Boyd
seconded the motion. The motion carried 5-0 aye, with
Councilmembers Bailey, Ershadi, Jones, Knuteson-Boyd and Derasary
voting aye.

COOPERATION
APPROVAL OF BILLS
Councilmember Knuteson-Boyd moved to enter an Executive Session at
7:30 pm for the purpose of the Character, Professional Competence or
Physical or Mental Health of an Individual. Councilmember Derasary
seconded the motion. The motion carried 5-0 aye, with Councilmembers
Bailey, Ershadi, Jones, Knuteson-Boyd and Derasary voting aye. An
Executive Session was entered at 7:33 pm after a three minute break.
Councilmember Derasary moved to close the Executive Session at 8:15
PM. Councilmember Bailey seconded the motion. The motion carried 5-
0 aye, with Councilmembers Bailey, Ershadi, Jones, Knuteson-Boyd and
Derasary voting aye.
Councilmember Derasary moved to adjourn the meeting.

Derasary voting aye. The meeting was adjourned at 8:20 PM.
