the proposed Water Department Budget.
The council decided and the Mayor announced that the next Budget Hearing
would be held on Tuesday September 7, 1982.
On motion of Mr. Taplin, seconded by Miss Gray and voted the meeting
was adjourned at 6:40 P.M.

BUDGET HEARING
September 7, 1982

The council of Bal Harbour Village held a Budget Hearing at 5:00 P.M.
Tuesday, September 7, 1982.
Present: Messrs. Printup, Taplin and Miss Gray
Absent: Messrs. Beatty and Sherman
Also present were Fred Maley, Village Manager and Mary Wetterer, Village
Clerk.
The council discussed the proposed water rate increase. Mr. Maley said
he would like to see a cash reserve in the water department of $100,000 in
case of a major water line break and the rising cost of bulk water. After
further discussion it was moved by Mr. Taplin, seconded by Miss Gray and voted
to reduce the proposed water rate to 92(,/1000 gallons vs the proposed 95(,/1000
gallons.
The council reviewed the General Fund Budget. Mr. Maley said that the
Police Union had rejected the 8% salary increase offer, which the Union
bargaining agent had previously negotiated. He said this would have meant
a $19,905 starting salary. He said both North Bay Village and Bay Harbor
Islands had starting salaries higher than this. He said he preferred not to
recommend anything to the council at this time and asked them to consider the
matter and decide at the next budget hearing.
The council then reviewed the Sewer Department and Department of Tour-
ism budgets.
On motion of Miss Gray, seconded by Mr. Taplin and voted the proposed
1982 -83 Budgets were approved.
On motion of Mr. Taplin, seconded by Miss Gray and voted the council
adopted a tentative millage of 3.50 mills.
The final budget hearing was set for 5:00 P.M., Monday September 13, 1982.

The second budget hearing for the 1982 -83 Operating Budgets for Bal
Harbour Village was held at 5:00 P.M., Monday September 13, 1982.
Present were: Miss Gray and Messrs. Taplin and Printup
Absent were Messrs. Beatty and Sherman
Also present were Mr. Maley, Village Manager and Miss Carver, Deputy
Village Clerk.
Mr. Maley explained that the Police Benevolent Association did not
accept the 8% raise as originally presented to them. After discussion, it
was moved by Miss Gray, seconded by Mr. Taplin and voted, that an across -
the -board additional 2% raise be granted to all Bal Harbour employees.
The General Fund Budget was discussed and passed.
A motion was made by Mr. Taplin, seconded by Miss Gray and voted that
the 1982 -83 millage rate be set at 3.50 mills.
The Water department budget was discussed and approved.
The Sewer Department budget was discussed and approved.
The Tourism Department budget was discussed. It was decided that the
two proposed capital projects be included in the budget under "Improvements
other than Buildings ", with their implimentation to be determined at a later
date. The budget was then approved.
The Ordinance for passage of the General Fund Budget was read by title
only by the Deputy Village Clerk. On motion of Mr. Taplin, seconded by Miss
Gray, and voted, the ordinance was passed on first reading.
The Ordinance for passage of the Water Department Budget was read by title
only by the Deputy Village Clerk. On motion of Mr. Taplin, seconded by Miss
Gray, and voted, the Ordinance was passed on first reading.
The Ordinance for passage of the Sewer Department budget was read by
title only by the Deputy Village Clerk. On motion of Miss Gray, seconded by
Mr. Taplin, and voted the Ordinance was passed on first reading.
