Background Information
As a small city, Medina does not have the means to establish our own recreational
programs for residents like larger communities. Because of this, we rely on non-profit
associations such as the Hamel Athletic Club and Orono baseball to provide youth
programing for our residents. Medina residents have also been able to take advantage of
youth tennis camps in the summer months at Hamel Legion Park with Agre Tennis since
2009. The city and residents value these programs, and the programs are made possible
when we can provide reasonable rental rates. In the past, these rates were not part of our
fee schedule, so whenever organized groups wanted to rent our facilities, we brought
individual contracts to the City Council for approval. A few years ago, we added fees for
organized groups to rent our facilities, so staff could process these rentals
administratively without going to the City Council.
Tennis Court Fees
Since Medina does not have a parks and recreation department, we do not have the means
to rent our ball fields and tennis courts out on an individual/hourly basis. Therefore,
specific language was included in the 2019 fee schedule clarifying that the tennis courts
are available free of charge to residents on a first come, first serve basis; organized
recreational groups may reserve the tennis courts with advanced approval, based on
availability per the fee schedule. The fees were meant to cover staff time coordinating the
reservations and future maintenance for the facilities. Staff realized the $2 per hour per
court fee was too low but did not want to increase the fee too high to make our youth
programing not feasible. The attached research was done on tennis court rental fees and
staff felt the $6 per court per hour fee that Golden Valley charges was still reasonable,
but not too high to make the program not feasible. Staff feels that the recently created $20
fee is too high for group recreational programing. The city also does not have the
resources to rent the courts on an hourly basis to individuals, so increasing the fee to $20
per hour will not increase city revenue; it will lower revenue with less or no group
rentals. In 2018, the Agre Tennis program paid the City of Medina $558 in rent to offer
tennis lessons to our residents. If we increase this fee from $2 to $6, we will receive
$1,674 in rent in 2019. If we increase the fee to $20, we will no longer have a youth
tennis program and receive $0 in revenue in 2019. Attached is additional information
from Carrie and Steve Agre showing the value of their tennis program. They have also
included ten letters of support from Medina residents that participate in their program.

Recommendation
Adjust tennis court rental fee back to $6 per court per hour. This could be done through a
fee schedule amendment, which involves an ordinance adoption, or we could leave the
fee “as is” in the fee schedule, but enter into a separate tennis court rental/recreational
programing agreement with Agre Tennis and establish the fee at $6 per court per hour.
Baseball Rental Fees
Staff does not recommend any changes to the 2019 baseball rental fees as adopted in the
fee schedule but would like to clarify the field house bathroom cleaning fee as there was
questions from City Council during the December 18th meeting. The City charges groups
$70 per day to reserve the men’s and women’s bathroom at the field house. The City pays
our cleaners $35 per day to clean the bathrooms at this facility, which means we are
making $35 each time the bathrooms are reserved. This revenue is used for staff time
coordinating the rental and restocking bathroom products such as toilet paper and hand
soap.

Information from Steve and Carrie Agre on Tennis Program in Medina
1. We take 10 students per 1.5 hour class ranging in ages from 5yrs old through
adults. That is a 1 to 5 instructor to student ratio. We have waiting lists for most
of our classes. We have over 165 slots and fill them each summer with
approximately 100 kids per summer. Last year over 35 kids and adults from
Medina participated in our lessons, a number that has been increasing every year
and a number that we hope continues to grow.
2. Carrie and Steve:
○ Licensed teachers-elementary, special ed, early childhood and coaching
○ Collegiate level play and continue to stay active in many leagues
○ Taught approximately 1000 kids and adults on the Hamel courts
3. Rates
○ 2018 - $65 for 6 hours of instruction
○ Wayzata rates were $85 for the same times, with no make-up day for rain
outs - (taught by high school tennis players)

Letters from Residents
We have enrolled our kids in Agre Tennis since 2016.
During the last three years, our children (Madeline 15, William 13) have been at that in-between age, where
they are too old for summer daycare, but not old enough to drive themselves to activities. Also, as a family
with both parents working full time (I work in downtown MPLS, my husband in Plymouth), we have
struggled to find activities around our neighborhood, The Enclave, that didn't require us to miss work to
transport or kids to/from the activity.
What we have found absolutely invaluable about the Agre Tennis classes is that it has provided an opportunity
for our kids to become responsible and self-sufficient. For the last three years, they have been responsible for
riding their bikes to Hamel Park from our home and arriving on-time with all of their gear. Additionally, it
has provided them 2 hours a day away from electronics, outside in beautiful Hamel Park, and under the
supervision of great instructors. It has given our children confidence and increased their maturity greatly.
Just last summer, they called me at work and asked if they could bike together to Oak Eatery to go out to
lunch together on one of the rare days that they didn't have Agre Tennis---something I don't think would have
happened if it weren't for their experience with Agre Tennis.
I've often told my husband that it almost feels like a bygone time, where you envision that kids rode their
bike during summer break to meet friends for a pickup game of baseball. There is no doubt that Agre Tennis
adds to the small town feel of Medina.
According to the Medina City Vision:

It is my opinion that with the aforementioned vision, there is no doubt that Medina should support programs
like Agre Tennis!

Hi,
My daughter Nicole has been taking tennis lessons with Agre Tennis since
2015. It was brought to my attention that the City of Medina plans to raise
rates 100%. This makes it unaffordable if rates are passed onto their
customers. The location is convenient for us because my daughter can
walk to lessons. If rates go up, she will no longer be able to attend
lessons.
Please reconsider the increase so that others can enjoy these wonderful
coaches and lessons!

Steve and Carrie Agre and Agre Tennis are the reason my four children
love tennis. We have been attending the summer camp for what will be
the sixth year this summer. Lessons with Agre Tennis are the one
affordable activity we do as a family and is absolutely a highlight of
summer. Steve and Carrie have had a profound effect on my children in
that in addition to the learning the mechanics of tennis, they also learn
teamwork, respect, and self-confidence amongst other things when
working with Steve and Carrie. I, myself, have participated in the adult
lessons and learned tennis at the age of 39! We appreciate very much
what Steve and Carrie offer their tennis program!

Dear Agre Tennis-
We were distressed to hear your rates may rise due to increased fees.
After the boys were in your summer programs and I myself picked up the sport once
we moved to Medina, we're connected to families we didn't know. We now see them
at school and the boys talk about your camp and how they are 'tennis players'.
I've got 4 kids that I hope to send through your tennis programs, not to mention
coming myself when the family schedule permits. The more cost there is will limit
what we can do as a family, I hope that this won't negatively impact where you will
be and whether you can continue.
You're a great community asset and I am quite happy to have found you, hopefully
you remain accessible to families like mine.

We have been taking tennis lessons from Steve and Carrie Agre for 5 or 6 years.
Their lessons are great for Medina; quality, affordable instruction, fun for kids, and
close by in our community. Both of our children have taken lessons from the Agres
and participate in the program for multiple weeks during the summer. My husband
and I have also taken advantage of the opportunity to take adult lessons. The whole
family agrees that not only do we improve our tennis skills, but we have fun while
enjoying the amenities of our town and the beautiful Minnesota summer. We love
that Medina offers high quality, fun tennis instruction at a great value.

Dear Medina City Council Members,
We are residents of Medina, and have three young and active children. Our daughter
loves tennis and has taken lessons with Agre Tennis at the Hamel courts for about 4 years
now and absolutely loves it. We will no longer be able to continue if there is an extreme
rate hike for the lease of the Hamel courts. We would look to other, more affordable
lessons in other nearby cities. Please do not raise the rates on the lease of the Hamel
courts as affordable tennis lessons are a benefit to the residents of Medina, especially the
children. We would love to continue lessons with Agre right here in our very own Hamel.

Please allow Carrie and Steve Agre to continue teaching tennis lessons at Hamel
Park tennis courts at an affordable rate. Their tennis lessons are educational, fun
AND affordable, which plays a major factor in whether we are able to sign up our
kids for activities each summer.
Our daughter , along with a group of neighbor girls, look forward to tennis camps
with them every summer there. We love that the girls are able to walk to class each
day. These lessons at Hamel Park are a huge benefit to our kids.

Thank you for providing quality tennis lessons at affordable rates to the residents of
Medina. My husband and I loved the fact that my son and I were able to bike to his
tennis lessons last summer. It was one of the many benefits of living here. My son,
Zachary, is loving tennis, and an added bonus is that he and my husband have been
able to bond over this great sport. He is so excited to play tennis at Hamel Park.

My name is Nicole Karp and myself along with my husband and 3 daughters reside in Medina.
My 2 oldest daughters have been taking tennis lessons with Agre tennis since 2015 at Hamel
park. My youngest daughter just started her first lessons last summer and I know will continue
with them for quite a few more years. Two of the main reasons we started with Agre tennis was
due to location and cost. My daughters are able to access Hamel park from our house through
walking paths that lead them directly to the tennis courts. It has been so convenient for us to
ride our bikes, scooters or just walk over for the lessons.
We also feel that the cost of the lessons has been so affordable and that has allowed us to have
all 3 of our daughters attend and sometimes for multiple sessions. If the cost is raised, we may
not be able to continue to with lessons there. Tennis lessons with Steve and Carrie are always at
the top of our summer activities list, and it would be so unfortunate if they couldn’t continue
due to location and/or cost.

My daughter has participated in Agre's summer tennis camps at Hamel park for many years. We
are grateful for Agre's expertise and years of experience. I also appreciate the affordability of
their tennis camps. There aren't many summer tennis offerings near us that are affordable and
outdoors.
I would ask that if you must raise the rental rates for the Hamel tennis courts please be
reasonable and fair. The city of Medina has done a remarkable job of providing spaces for the
community that are for everyone. I would hate to see a program like Agre which brings so much
value to our community suffer or have to relocate due to unreasonable fees.
