Council members present: Ebert, Jenness, Whited, Edwards. Absent: Schmillen. Also, present: Steve Schuetz, Elaine Rassel, Matt Dreckman, Brian Flikeid. Pledge of Allegiance Motion by Ebert, seconded by Jenness to approve Consent Agenda: City Council Minutes, Bills, Res #24-01, "Transfer Funds", Res #24-02, "Resolution Naming Depositories", Official Newspaper, Committees, City Clerk& City Attorney, Agreement between City of Marcus and JEO Consulting Group— Construction Phase. Ayes: Ebert, Jenness, Whited, Edwards. Nayes: none. Motion carried. Due to weather conditions, Michael Washburn from McClure Engineering was unable to attend and will come to the February 12th meeting. Matt Dreckman, Street Superintendent had a discussion with the Council about removal of Ash Trees and committing a plan and time frame. After reaching out to other Cities and tree removal companies he recommended Schwebach Tree Service. It will be no earlier than the fall of 2024 before they can come. Public works can continue to cut down smaller Ash trees as time allows before Schwebach comes. Motion by Jenness, seconded by Edwards to approve contracting with Schwebach Tree Service for the removal of all Ash Trees in the parking and park regardless of health condition. Ayes: Ebert, Jenness, Whited, Edwards. Nayes: none. Motion carried. Dreckman also discussed with the Council the need for a tiller for all the reseeding Public Works does and the increase of reseeding to come with the tree removals. Motion by Ebert, seconded by Whited to approve the purchase of a Frontier Standard Rotary Tiller. Ayes: Ebert, Jenness, Whited, Edwards. Nayes: none. Motion carried. Motion by Jenness, seconded by Whited to table water study discussion until February meeting. Ayes: Ebert, Jenness, Whited, Edwards. Nayes: none. Motion carried. Matt Dreckman gave the Council the Public Works report, large tree branches from the Christmas Day Ice Storm have been picked up and now they will go back and pick up the smaller branches when the snow uncovers them. Brian Flikeid, Police Chief reported he is investigating two child abuse cases, he has been nominated as the President of Safe Center of Iowa Board, a Steering Committee through the Iowa Attorney General's office. Mayor Bunt committed that the City Clerk has been working on getting FY25 budget prepared. Motion by Ebert, seconded by Jenness to adjourn regular meeting at 5:45 pm and enter into budget workshop. All Ayes. Nayes: none. No further action was taken during this time. Motion carried. Motion by Ebert, seconded by Edwards to adjourn budget workshop at 6:47pm. All ayes, Nayes: none. Motion carried.
