HomeMy Public PortalAbout13-8560 Mitchell's Lawm Maintenance Sponsored by: City Manager RESOLUTION NO. 13-8560 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA, TO AUTHORIZE THE CITY MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT WITH MITCHELL'S LAWN MAINTENANCE FOR MAINTENANCE OF CITYWIDE ALLEYS, IN AN AMOUNT NOT TO EXCEED $29,322.00, AND NEGOTIATE AND EXECUTE A CONTRACT WITH MY LAWN SERVICES, INC., FOR MAINTENANCE SERVICES OF NW 22ND AVENUE AND NW 27TH AVENUE , IN AN AMOUNT NOT TO EXCEED $22,680.00, PAYABLE FROM ACCOUNT NUMBERS 41-541340 AND 63-533340; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, pursuant to Resolution No. 12-8476, Request for Proposals was issued for the maintenance of citywide alley services, and NW 27th Avenue and NW 22nd Avenue maintenance services; and WHEREAS, based on the response and evaluation from six (6) vendors, the evaluation committee met and reviewed the bid results and decided that field evaluation was warranted; and WHEREAS, based on the bid results and field evaluation, the evaluation committee recommended Mitchell's Lawn Maintenance for citywide alleys maintenance, and My Lawn Service, Inc., for NW 22nd Avenue and NW 27th Avenue landscape maintenance services; and WHEREAS, the City Commission of the City of Opa-locka desires to approve the execution of contracts with Mitchell's Lawn Maintenance, in an amount not to exceed $29,322.00; and My Lawn Service, Inc., in an amount not to exceed $22,680.00. Resolution No. 13-8560 NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby authorizes the City Manager to negotiate and execute an agreement with contracts with Mitchell's Lawn Maintenance, in an amount not to exceed $29,322.00; and My Lawn Service, Inc., in an amount not to exceed $22,680.00, payable from Account Numbers 41-541340 and 63-533340, in a form acceptable to the City Attorney. Section 3. This resolution shall take effect immediately upon adoption. this 13th day of March, 2013. Staff Summary: A total of six (6) vendors submitted proposals: Florida Turf& Landscape; Road runner Professional Services; The Banner Group; Orchidman Landscape Aetisans; Mitchell's Lawn Maintenance and My Lawn Service. Road runner professional was disqualified for not submitting the proper documents. The evaluation committee met on December 20, 2012 to review the bid results and decided that field evaluations were needed to make sure that the vendors were able to perform the job satisfactorily. On January 18, 2013 the committee met again to review the bid results and field evaluations and the recommended vendors based on the overall evaluation. Mitchell's Lawn Services is recommended for the citywide alleys maintenance and My Services is for the maintenance of NW 22nd Avenue and NW 27th Avenue landscape. Legislative History: Resolution# 12-8476 Recommendation(s): It is the recommendation of Staff to authorize this request as there is a need to cut the alleys and maintenance of NW 22 & 27 Avenues. Staff recommends Mitchell's Lawn maintenance for cutting the alleys and MY Lawn Services for cutting NW 22 &27 Avenues. Analysis: Mitchell's Lawn Maintenance has the best price for maintaining the alleys. The field evaluation revealed that Mitchell's has the experience,proper equipment and staff to perform the job per city's need. MY Lawn Service has the best price for maintaining NW 22 & 27 Avenue. The field evaluation showed that MY Lawn has experience and proper equipment to maintain NW 22 and NW 27Avenues landscape. A total of six(6)vendors submitted proposals: Florida Turf& Landscape; Roadrunner Professional Services;The Bannerman Group; Orchidman Landscape Artisans; Mitchell's Lawn Maintenance and My Lawn Service. Roadrunner Professional Services was disqualified for not submitting the proper paperwork. The Evaluation Committee for RFP-12-1412100 met on December 20, 2012 to review the bid results and decided that field evaluations were needed to make sure that the vendors were able to perform the job properly. January 18, 2013 the Committee met again to review the bid results and Field Evaluations. An additional review meeting was called on January 30, 2013 to finalize the Evaluation. Mohammad was on vacation and replaced on the Committee with Daniel Abia. The Committee decided to select two vendors. One for the alley's and one for N W 22 & 27 Avenues. Mitchell's Lawn Maintenance had the best price for cutting the alley's. The Field Evaluation also showed that Mitchell's had the proper equipment to complete the job. My Lawn Service had the best price for cutting and maintaining N W 22 & 27 Avenues. The Field Evaluation showed that My Lawn had the proper equipment to complete the job. Thanks Rose A. Request: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA AUTHORIZING THE CITY MANAGER TO PREPARE AND ISSUE A REQUEST FOR PROPOSALS(RFP)TO MAINTAIN THE ALLEYS, NW 27 AV,AND NW 22 AV. IN THE CITY. Description: Currently the alleys are overgrown, creating public health and safety concerns, and meter readers are having difficulty to reach meters. The City would like to advertize to select contractor for the maintenance of citywide alleys,NW 27 Av, and NW 22 Av. Account Number: 63-533340(Water&Sewer) and 41-541340 (General Fund) Financial Impact: Acct#63-533340(Water&Sewer)has $135,000 budgeted and acct#41- 541340(General Fund)has $100,000. Therefore, between the Water&Sewer Fund and the General Fund, there is $175,000 available. Implementation Timeline:This project will be implemented immediately. Legislative History: Resolution 09-7973, Ordinance 10-02 Recommendation(s): Staff recommends approval in order to select contractor to continue keeping the City clean by maintaining alleys,NW 27 Avenue and NW 22 Avenue. Analysis: The contractor's term for the maintenance of alleys and medians ended on December 2011 and since then no regular scheduled maintenance was performed due to lack of staff and equipments. • Attachment: 1.
