AN APPROPRIATION ORDINANCE AUTHORIZING THE EXPENDITURE OF
GRANTS RECEIVED FROM THE STATE OF INDIANA
Whereas Common Council adopted Ordinance No. 77-1994
authorizing the submittal of the Housing Development
Fund Application to the Indiana Housing Finance
Authority for $50,000 to assess the feasibility of
converting the former Nicholson School building and
campus into apartments for low and moderate income
families, and
Whereas
the Indiana Housing Finance Authority has awarded a
grant of $30,000 in response thereto, and
Whereas
Common Council adopted Ordinance No. 78-1994
authorizing the submittal of the Community Focus
Fund application to the Indiana Department of
Commerce for $250,000 to demolish the Medical Arts
Building and prepare the site for redevelopment, and
Whereas
the Indiana Department of Commerce has awarded a
grant of $250,000 in response thereto, and
Whereas
the Build Indiana Fund has awarded a grant of
$200,000 for development of the Whitewater Gorge
Park, and
Whereas
said appropriation does not require approval of the
State Board of Tax Commissioners because no property
tax money is involved,
Now, therefore, be it ordained by the Common Council of
Richmond, Indiana, as follows.
1. The Board of Public Works & Safety in conjunction
with the Department of Planning and Redevelopment hire a
consultant to assess the feasibility of converting the former
Nicholson School building and campus into apartments for low
and moderate income families and expend the $30,000 grant
awarded by the Indiana Housing Finance Authority for that
purpose.
2. The Board of Public Works & Safety in conjunction
with the Engineering Division of the Department of Public Works
develop specifications, request bids, and award contracts for
removing asbestos from 'the Medical Arts Building, demolition of
said building and preparation of said building site for
redevelopment and expend the $250,000 grant awarded by the
Indiana Department of Commerce for that purpose.
3. The Park and Recreation Board in conjunction with the
Engineering Division of the Department of Public Works, the
Department of Planning and Redevelopment, and the Department
of Parks and Recreation select a consultant to prepare plans for
$25,000; said Board develop specifications, request bids and
award contracts for the development of infrastructure for
$50,000, and said Board use $125,000 for funding the local
match required by the federal Intermodal Surface
Transportation Efficiency Act (ISTEA) grant in the amount of
$500,000 which has been awarded to the City by the Indiana
Department of Transportation, all of which sums expend the
$200,000 grant awarded by the Build Indiana Fund for the
Whitewater Gorge Park.
Passed and adopted this 6th day of February, 1995, by the
Common Council of the City of Richmond, In Tana.

This ordinance is required in order to appropriate and spend three state grants totaling O)OOtt None
of these appropriations require review by the State Board of Tax Commissioners because no property
tax money is involved.
This ordinance can be passed with all three readings in a single meeting upon suspamdon of rules to
advance to second and third readings.
