RESOLUTION N0. 79-1
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD AUTHORIZING SUBMISSION OF AN APPLICATION
FOR FUNDS AVAILABLE THROUGH THE ENVIRONMENTAL
PROTECTION AGENCY UNDER THE PRESIDENT'S URBAN
POLICY.
WHEREAS, the Congress of the United States has passed
the Resource Conservation and Recovery Act of 1976, which is ad-
ministered by the Environment Protection Agency, and
jdFiEREAS, Section 4008 (a) (2) provides for financial and
technical assistance, and
WHEREAS, the Congress has passed PL 95-224 providing for
cooperative agreements between the Environmental Protection Agency
and public and private entities to support Solid and Hazardous Waste
Management projects, and
WHEREAS, under President Carter's recently announced
Urban Policy, the EPA is soliciting proposals for financial assist-
ance through cooperative agreements for resource recovery project
development, pursuant to the Resource Conservation and Recovery Act
pf 1976 and PL 95-224, and
WHEREAS, the City of Lynwood is eligible to enter into
such a cooperative agreement and receive such financial assistance,
and
WHEREAS, the City of Lynwood has an acute need to determine
the feasibility of resource recovery from the large volume of scrap
tires located on industrial land in the City
NOW, THEREFORE, BE IT RESOLVED, that the City Council of
the City of Lynwood approves a~uthor-izing the submission of an appli-
cation for funds available through the Environmental Protection
Agency under the President's Urban Policy, to determine the feasi-
bility of a scrap tire resource recovery plant in Lynwood
