CALL TO ORDER: Dr. Straus called the meeting to order at 7:40 PM.
PRESENT: Dr. John Straus, Dr. Barbara Beck, Cynthia Brooks, Steven Ward, Kristel
Bennett, Mark Waksmonski, and Karen O'Reilly.
Minute Review: The Board of Health reviewed the minutes of March 18, 2009. Cynthia
Brooks made a motion to accept the minutes of March 18, 2009. Dr. Straus seconded the
motion, and all were in favor.
District 2 Presentation: Sanitarian, Mark Waksmonski and Animal Control Officer/ Jr.
Sanitarian, Karen O'Reilly presented the March 2009 Environmental Health Report the
Board. Mr. Waksmonski and Ms. O'Reilly highlighted items in the report relating to
their district including inspections conducted and complaints received.
Pizzeria Regina: Kristel Bennett presented the plan review documentation for Pizzeria
Regina located at 485 Arsenal Street. Mrs. Bennett informed the Board that Mr. Stephen
Napolitano was representing Pizzeria Regina and was requesting a Food Service
Establishment permit. Mrs. Bennett infouned the Board that the applicant has received
in-service training regarding the requirements of the Food Code and has been instructed
as to their responsibility concerning the inspection process. After a brief discussion
Cynthia Brooks made a motion to approve the issuance of a 2009 Food Service
Establishment Penult to Pizzeria Regina. Dr. Beck seconded the motion. All were in
favor.
Vito's Pizza Plus d/bla Rocco's Pizzeria: Kristel Bennett introduced Mr. Vito Cotrone,
owner and Mr. Bob Leiro, manager of Vito's Pizza Plus d/b/s Rocco's Pizzeria located at
135 Mt Auburn Street. Mrs. Bennett presented the plan review documentation for Vito's

Pizza Plus d/b/s Rocco's Pizzeria to the Board and informed the Board that Mr. Vito
Cotrone and Mr. Bob Leiro were requesting a Food Service Establishment Permit and a
variance for the requirements of a service (mop) sink. Mrs. Bennett informed the Board
that Mr. Vito Cotrone and Mr. Bob Leiro are currently operating under a Temporary
Food Service Establishment Permit. Mrs. Bennett informed the Board that the applicant
has received in-service training regarding the requirements of the Food Code and has
been instructed as to their responsibility concerning the inspection process. Vito's Pizza
Plus d/b/s Rocco's Pizzeria has a two bay sink, a handsink, and one fully enclosed
bathroom. The menu items include pizza, subs, wraps, calzones, panini's, salads,
chicken, burritos, and soft drinks.
After much discussion Dr. Beck made a motion to grant Vito's Pizza Plus d/b/s Rocco's
Pizzeria request for a variance for a service (mop) sink as required under Food Code 5-
202.13 which states that at least one service sink or curbed cleaning facility equipped
with a floor drain shall be provided and conveniently located for the cleaning of mops or
similar liquid waste. The reasons for granting this variance are as follows: high cost of
installation, the lack of space in the footprint of the establishment, and the same level of
public health protection may be achieved by carefully disposing of grey water in the
employee bathroom toilet. The employee bathroom toilet shall be the receptacle of any
grey water. The owner/manager must keep the bathroom fixture in a sanitary manner at
all times as indicated in the cleaning and sanitizing plans that were submitted. The
variance, as specified under 105 CMR 590.010 (H)(1)(2) shall be null and void in the
event of: change of ownership, menu change, unsanitary bathroom fixture, and
renovation or remodeling. Cynthia Brooks seconded the motion. All were in favor.
Emergency Preparedness Leigh Mansberger: Ms. Leigh Mansberger, Region 4b
Coordinator presented an overview of Region 4b's role in with the Watertown Health
Depai tuient.
Watertown Community Safe Routes to School Program: Jeannette Belcher Schepis of
Watertown Community Safe Routes to Schools (CSRTS) gave a presentation to the BOH

regarding the ongoing community health program in Watertown that involves students
from the Hosmer and Middle Schools walking to school. This walking initiative, often
referred to as a "Walking School Bus," was created in order to involve students in daily
exercise while being mindful the beneficial impacts to the environment by reducing
pollution generated by buses. Ms. Schepis stated that Watertown students have
enthusiastically embraced the program and have logged in more walking miles than other
participating communities. Often the parents that accompany their children on these
walks have highlighted the added value of exercise and additional time spent with their
children. My Schepis asked for the BOH support in applying for a grant that would
continue and expand this program for this year and for years to come. The BOH
enthusiastically voted to support Ms. Schepis in this and other related community health
initiatives and thanked Ms. Schepis for her commitment to Watertown.
