Bike Safety Rodeo & Police Open House
Saturday, May 18th 11 a.m. to 2 p.m.
Please join us for our annual Bike Safety Rodeo on May 18, 2019 from
11 a.m. to 2 p.m. at the Police/Public Works Facility, 600 Clydesdale Trail. This is a
free event. The day will include a bike
safety course along with bike inspec-
tions. This year, we will be offering
tours of our police department. There
will be police and fire vehicles, bouncy
house, food vendors (for
purchase), area businesses and a raffle
at the end of the day. A registration
form is available on the City of
Medina’s website or you can register at
the event.

Spring Road Weight Restrictions
Spring road weight restrictions are now in effect. The City does not issue permits
during road weight restrictions, other than for emergency utility situations. The reason
for the restrictions is to protect our roads and to keep the cost of road repair down for
all taxpayers. We ask all of our residents and business owners to keep an eye out for
large trucks using the roads during the restriction period. If you see them using a
restricted road, please call 9-1-1 and report it. Help protect your roads!
When will road weight restrictions be lifted? There are a lot of variables that
determine when the signs for the restrictions are posted and when they are taken
down; such as: how long the cold weather holds out, how fast the frost starts coming
out of the ground as the weather starts warming up, which vulnerable roads will need
to have the restrictions kept on longer than the State, etc. Please watch the City’s
website for up-to-date information on which streets are posted and when those streets
get lifted at: https://medinamn.us/road-restrictions/.

Building a New Deck or Replacing/Repairing One?
If yes, a permit is required for constructing new decks and even if you’re
replacing/repairing in most instances.
What is needed to submit for a deck permit?
1) Permit applications are available at the time you apply, on the City of Medina
website, or by emailing debra.peterson@medinamn.gov.
2) Two copies of your deck specifications of how the deck will be constructed
(details of how deck will be constructed, footing sizes/depth, handrail details
if applicable, how the deck will be attached to the house, deck materials, etc.)
3) Two copies of your survey showing where the
deck will be attached to the house and setbacks
from property lines. A survey of your property
may likely be available in your address file at
City Hall and may be sufficient. Check with Deb
at debra.peterson@medinamn.gov.
Land Use Applications Under Review
The following land projects are currently under review by the City. For more information on one of the projects, or for an

Charlie’s Restaurant PUD Concept – 172 Hamel Road – Steve Andres has requested review
of a Planned Unit Development (PUD) Concept Plan for construction of a restaurant at the
corner of Hamel Road and Sioux Drive. The applicant seeks a PUD to provide flexibility to
use cargo shipping containers for the building structure. The Planning Commission is
tentatively scheduled to hold a public hearing on April 9, 2019.
Raskob Elm Creek Addition – 500 Hamel Road – The Patricia R. Raskob Trust has
requested a subdivision of approximately 8.4 acres north of Hamel Road at Elm Creek Drive into two parcels. The Planning
Commission is tentatively scheduled to hold a public hearing on April 9, 2019.
Medina Mini-Storage Site Plan Review – 4790 Rolling Hills Road – Highway 55 Rental Portable Storable LLC (Jeff
Pederson) has requested a Site Plan Review for construction of a 5,140 square foot mini-storage building within the existing
paved area. The Planning Commission is tentatively scheduled to review on April 9, 2019.

Driveways do have
minimum setbacks and maximum
width requirements. If you are just
resurfacing in the exact same location,
a permit is not required.
Uptown Hamel Project Update
The City of Medina is partnering with the University of Minnesota–Humphrey School of Public Affairs, to identify potential
design and development standards that will support improvements and new development in Uptown Hamel. The project team
thanks everyone who attended an Uptown Hamel open house last month or filled out a survey! It is exciting to see all of the
interest in Uptown Hamel, and we have already gained a lot of useful information for the project.
If you were not able to attend an open house you can still learn more about the project or fill out a comment card on Medina’s
website at https://medinamn.us/citygov/departments/planning-zoning/uptown-hamel-project/. There is also a new design
preference survey on this webpage that is intended to get you thinking about more specific preferences for Uptown
Hamel. The team will analyze all of the information gathered, conduct research, and prepare a final report for the City.
The final presentation will be open to the public. Once a date is set, it will be posted on the webpage. If you have any ques-

Dogs in the Park
With the arrival of spring and
warmer weather, we will be out
enjoying the parks and trails. If
you are headed out to one of the
City parks or trails with your pets,
please ensure they are on a leash.
City Ordinance 515 requires that
pets be contained or on a leash
no longer than six feet in length.
The ordinance also requires that
pet owners clean up pet feces and
dispose of the feces in a sanitary
manner. Let’s enjoy our parks by
keeping them safe and clean.
Spring Burning Restrictions
Each spring, the DNR restricts all permit burns. As
the snow disappears, we are left with very dry
conditions. Recreational fires, no larger than
3’ x 3’ x 3’, are still allowed. Please use extreme
caution to ensure the recreational fire stays under
control.
If you are planning other burns,
such as large amounts of brush or
vegetation, permits will be available
once the DNR lifts the restrictions
as the environment greens up.

future, if you would like to apply for a permit, you can
stop by their office at 600 Clydesdale Trail.
Annual Storm Water Pollution Prevention
Program (SWPPP) Public Hearing—April 16th
The City of Medina will be holding a public hearing at the April 16th
City Council meeting at 7 p.m. on the adequacy of the city’s SWPPP.
The City operates under a MS4 permit for stormwater control which
is regulated by the Minnesota Pollution Control Agency. The City is
required to hold an annual public hearing and apply for the permit
every 5 years, which will be again in 2019. The primary goal of the
MS4 General Permit is to improve water quality by reducing
pollutants in stormwater discharges from an MS4. Examples of
stormwater infrastructure include curbs, ditches, culverts,
stormwater ponds and storm sewer pipes.
Public and private spaces contribute to urban stormwater pollution.
While MS4 administrators control the public sources of stormwater
pollution, it is also in the hands of private citizens to change the way
they do small things that will have a dramatic effect on the quality of
their favorite fishing spot or swimming beach.
Simple Steps You Can Take:
► Fertilize established lawns with phosphorous-free fertilizer and
do not overspray fertilizer into the street.
► Rake leaves and sweep grass clippings away from curbs. Clean
curbs mean clean water.
► When you wash your car or truck, direct water onto your lawn
to soak up soap.
► Find attractive alternatives to large, impervious driveways and
sidewalks.
► Direct your home’s gutters onto your lawn. Water that does not
make it to the curb cannot carry pollutants to lakes and streams.
► Do not participate in illicit discharge, such as chemical dumping.

Residents are invited to attend the Loretto Fire
Department’s annual pancake and french toast
all-you-can-eat breakfast on Sunday, April 28th
from 8 a.m. to noon at the Loretto Fire Station,
259 Medina Street, Loretto. $8 for adults and $5
for kids.
