2020 Budget Open House
Sept. 3rd at 6 p.m.
The City of Medina will be hosting a budget open house on Tuesday,
September 3rd from 6:00 p.m. to 7:00 p.m. at the Medina City Hall. A brief
presentation on the proposed 2020 budget and tax levy will be provided at
6:00 p.m., followed by a question and answer session between Medina
residents and City officials.
The City Council will also be considering a resolution to approve the
preliminary tax levy during the regular Council meeting that begins at 7:00
p.m. The City is required to certify the preliminary tax levy to Hennepin
County in September.

Wetlands and Wetland Buffers
Wetlands are among the world's
most important ecosystems,
especially in a suburban
community such as Medina. A
variety of species of microbes,
plants, insects, amphibians,
reptiles, birds, fish, and mammals
rely on the wetland ecosystem.
A wetland buffer is an un-mowed
and naturally vegetated area
adjacent to a wetland that
protects the wetland. The buffer
reduces sediment and pollutant
discharge to the wetland and
supports the habitat and other
ecological functions.
Disturbance within a wetland or
wetland buffer is prohibited by
state law and city ordinance,
except specific exemptions. No
fill, including dirt and grass
clippings, should be placed within
wetlands or buffers. Generally,
the vegetation should be left
alone and un-mowed, except
noxious weeds such as thistles should be spot
-treated.

Wetlands often do not have standing water
and may just be "soggy" during limited times
of the year. Before disturbing or undertak-
ing any construction activity in these areas, it
is important to confirm that it is not wetland.

City to Consider Amendments to Residential
Lot Standards (Setbacks, Lot Depth, etc.)
The City is currently reviewing lot standards such as required
setbacks from property lines and minimum required lot depth.
The review is especially related to setbacks for decks and lot
standards from the external streets adjoining a neighborhood.
The discussion will predominantly pertain to urban/suburban
lots served by city sewer and water, including the following
zoning districts: R1, R2, UR, and SR.
The Planning Commission is scheduled to review the
information at its August 13, 2019 meeting and the City
Council may review on September 3. Information is available

Land Use Application Under Review
The following land project is currently under review by the

1582 Homestead Trail — Accessory Dwelling Unit Variance
and Conditional Use Permit — Megan and Tim Elim have
requested a conditional use permit (CUP) for an accessory
dwelling unit (ADU) and additional accessory structures,
including a pool house and detached garage. The applicant
has requested a variance from the maximum number of
bedrooms and habitable square footage of an ADU to utilize
the existing home
previously used as
caretaker's home as
an ADU and to
construct a new
home in the
location of the
home they
demolished two
years ago. The
Planning Commis-
sion is tentatively
scheduled to hold a
public hearing on
August 13, 2019.
Street Project Updates
Hickory Drive Street and Utility
Improvement Project
Construction is scheduled to begin the
week of July 22nd. The project consists
of roadway and utility improvements
on Hickory Drive including full
roadway reconstruction with concrete
curb, storm sewer installation, watermain replacements,
minor sanitary sewer repairs, and the construction of a
stormwater pond located in the southeast corner of the
property located at 3600 Hickory Drive.
The project team's goal is to minimize impact on property
owners; however, the project may restrict access to
driveways periodically or parking may not be allowed
during active construction operations. Affected property
owners will be notified in advance of these restrictions.
The project will be substantially complete in the fall of
2019. The final layer of bituminous pavement and any
remaining punch list items will be completed by the end of
June 2020.

Brockton Lane Reconstruction
The project has been moving along as Stage 1 is
concluding in July and Stage 2 and 3 will be beginning
shortly after. The City thanks everyone for their patience
with the project and has been addressing concerns as they
arise.
Since this project involves multiple parties, including the
City of Plymouth and the City of Medina, utility
companies, and contractors, there are many moving parts
and due to weather or scheduling conflicts, some delays
may happen. We are striving to avoid delays as much as
possible.

Lawn Care Tips that are Useful All Year

Did you know that you and your neighbors have waterfront property? Your yard and the nearest lake,
stream, or wetland are connected by the nearest storm drain or ditch. That means the actions you take on
your property affect the local water bodies.
In urban areas, rain falls on hard surfaces such as streets, driveways and rooftops and flows into the storm
sewer system, which carries it to the nearest body of water. This rainfall, called stormwater runoff, brings
along any pollutants it has picked up along the way. You can help reduce the amount of pollutants entering
local lakes, rivers and streams (and save money at the same time) by following a few simple steps:
• Water wisely — if your lawn needs water, do it in the morning when it's cooler to avoid evaporation, and make sure to aim
sprinklers so they don't water hard surfaces. Lawns typically only need one inch of water per week, so if it rains, you can
skip the watering.
• Mow three inches or higher — Mowing grass to a height of
three inches or higher will encourage thicker and healthier grass
and make your lawn more resistant to weeds, drought, and
erosion.
• Sharpen your mower blades — Sharper blades will cut grass to
three inches or higher more effectively. Dull blades damage
grass, which can give the grass a yellow or white tint.
• Leave grass clippings on lawn — Leaving your grass clippings
on your lawn puts the same amount of nutrients back into your
grass as one application of fertilizer. If you don't want grass
clippings on your lawn, compost them. Be sure to sweep up any
clippings that blow into the street so they don't run down the
storm drain.
• Fertilize smartly (if you need it) — If you choose to fertilize,
only do it in the fall when it's most effective. Apply only the
amount directed and be sure to choose a zero -phosphorus
fertilizer. Many lawns already have plenty of phosphorus in the
soil and any excess will just run off into local waters and
produce algae (do a soil test first if you aren't sure about your
lawn). Another alternative to fertilizing is aerating your lawn.
• Pick up pet waste regularly — In addition to preventing lawn
burns, regular pick-up of pet waste will keep bacteria from
running off into storm drains and our local waters.

Illegal Dumping
In the summer, the City tends to see an increase in illegal
dumping in City Parks where garbage cans are provided for
park visitors use. Specifically, in areas that have higher traffic
on local streets such as Maple Park on County Road 19 and
Holy Name Park on County Road 24. If you see someone
dumping illegally, please contact the Medina Police
Department by calling 9-1-1.

We are inviting all Medina businesses and organizations to set up a booth as part of the Medina
Celebration Day event on September 21st from 4:00 - 8:00 PM at the Hamel Legion Park.
Your booth may highlight your business and what it offers to the community, sell product, or offer games and giveaways.
This year we are coordinating our event with Minnesotans' Military Appreciation Fund (MMAF). They will be hosting
their annual "Thank MN Troops Block Party" at the Hamel VFW with the patriot parachute jump landing in Hamel
Legion Park. We are looking forward to another memorable event!
The Medina Celebration Day committee is looking to businesses, as well as residents, for donations to support the event.
Your $100.00 minimum donation includes an 8 -foot table and two chairs. Each donating business or resident will be
recognized for contributing to the event. Donations of $500 or more will be recognized in the LocalTies magazine and
on the city website. Donations can be made out to the City of Medina and mailed to City Hall at: 2052 County Road 24,
Medina, MN 55340 (please write Medina Celebration Day in memo).

Set up for the Expo will begin at 1:45 p.m. on the day of the event and needs to be completed by 3:15 p.m.
Vendor spots are first come first serve. The set-up time is earlier this year due to MMAF hosting a 5k run and a
1 -mile walk that will begin promptly at 3:30 p.m. in the park. On the day of the event, you will need to supply your
own covering in case of inclement weather, but it is not required.
