City Seeks Election Judges
The City is seeking election judges for the 2014 State Primary on Tuesday, August
12th; and for the 2014 General Election on Tuesday, November 4th. Election judges
are paid positions that supervise and help with elections at the polls.
If you are interested in serving as an election judge, please fill out an application
and mail it back to City Hall by June 13, 2014. Election judge applications can be
found on the city website at http://medinamn.us/citygov/elections/ or call City Hall.

Municipal Elections—Filing for Local Office
The City of Medina will have four positions on the ballot during the November
General Election. The Mayor (2 year term), two City Council (4 year terms) and one
City Council (2 year term) positions are at-large positions, representing all Medina resi-
dents.
Persons interested in running for these offices may file at City Hall. The filing peri-
od begins on Tuesday, July 29, 2014 and closes at 5:00 p.m. on Tuesday, August 12,
2014.
Candidate Forum—Save the Date
The League of Women Voters Wayzata/Plymouth Area is sponsoring a Medina
Candidate Forum on Monday, October 13, 2014 at 7 p.m. at the Hamel Community
Building, 3200 Mill Drive. All residents are welcome to attend this event.
Repair Your Stuff at a Fix-It Clinic
Get free, guided assistance on disassembling, troubleshooting and fixing your bro-
ken household items at an upcoming Hennepin County
Fix-It Clinic.
Clinics are scheduled for the following dates and loca-
tions:
► Saturday, June 14, from noon to 4 p.m. at the
Ridgedale Library in Minnetonka
► Saturday, August 9, noon to 4 p.m. at the Oxboro
Library in Bloomington
Volunteer fixers are essential to making the clinics
successful. If you have skills in electrical, mechanical or electronic repair, wood work-
ing, sewing or general tinkering, consider volunteering!

Land Use Applications Under Review
The following land use and development projects are currently under review by
the City. For more information on one of the projects, or for an update on the re-
view schedule, please contact the Planning Department at (763) 473-4643, ext. 1.
Dominium – 32 affordable rental townhomes – 510 Clydesdale Trail
Dominium has requested review of a PUD General Plan and plat for the construc-
tion of 32 affordable rental townhomes on approximately 4 acres of vacant property
north of Clydesdale Trail and east of County Road 116. The Planning Commission
held a public hearing at the April 8 meeting and unanimously recommended approv-
al. The City Council is scheduled to review at the June 3 meeting.
Loram Site Plan Review and Variance – 3900 Arrowhead Drive
Loram has requested approval of a site plan review for the construction of a 4000
square foot storage building and an expansion of their existing parking lot. The ap-
plicant has also requested a variance to allow more than 10% of the building perime-
ter to be occupied by loading dock. The Planning Commission is scheduled to hold
a public hearing and review the matter at the May 13 meeting.
Wakefield subdivision – 3385 County Road 24
Wakefield Family Trust has requested approval of a rural subdivision of three lots on
74 acres at the southeast corner of County Road 24 and Homestead Trail. The City
has requested additional information in order to review the request. The Planning
Commission will hold a public hearing on the application when it is complete for
review. Contact the Planning Department for more information.
Property Resources Development Company – Comprehensive Plan Amendment and
PUD Concept Plan
The applicant has requested a Comprehensive Plan Amendment to change the future
land use of approximately 90 acres from Rural Residential to Low Density Residen-
tial (LDR). The property is located east of Homestead Trail and southwest of
Deerhill Road. The LDR land use allows development with a net density of 2.0-3.5
units per acre on City sewer/water. The applicant has also submitted a Planned Unit
Development (PUD) Concept Plan for the development of 99 single family homes.
The applicant has requested that the City indefinitely delay review. The request will
be scheduled for a public hearing at the Planning Commission when the applicant
wishes to proceed.
Free One-on-One Technical Assistance for
Small Business Owners and Entrepreneurs

Medina has partnered with the Metropolitan Consortium of Community Developers (MCCD) to offer the “Open to Busi-
ness” program. This program provides FREE one-on-one assistance from MCCD’s expert staff, customized to meet the spe-
cific needs of each entrepreneur. This can include creating a business plan, suggestions on financial management and
bookkeeping practices, assisting with marketing, and referrals for financing. MCCD also administers a small business loan fund
which provides capital to expand local businesses.

Metro Blooms Presents: Rain Gardens and Beyond: Healthy Yards, Clean Water
You can help keep our lakes, rivers and streams clean by the simple changes you make in your yard care choices. These
workshops explore the latest in healthy yard care practices, including proper use of fertilizers, disposal and reuse of yard waste,
keeping sidewalks ice free and managing runoff onsite. The workshop is designed to move participants quickly from an over-
view of healthy yard care practices to a completed rain garden design for their property with one-on-one assistance from Metro
Blooms landscape designers and Hennepin County Master Gardeners.

Computer Tech Phone Scam
The Medina Police Department has received calls regard-
ing a new potential phone scam. This scam involves a scam-
mer, identifying himself/herself as tech support from Mi-
crosoft Corporation or another large computer company,
calling the potential victim and confusing this victim with an
array of technical terms. The scammer will also use scare
tactics claiming they have detected viruses or malware on the
victim's computer. Some tactics used by the scammers in-
clude asking victims to give them remote access to their com-
puter. They will make changes to the settings that leave the
victim’s computer vulnerable. It has also been reported the
scammer will enroll the victim in a worthless computer
maintenance or warranty program not needed by the victim.
If you receive a call from someone who claims to be a
tech support person, hang up and call the company yourself
on a phone number you know to be genuine for the company
involved.

Night to Unite
Tuesday, August 5th
Neighborhoods throughout Medina are invited to join
the Medina Police Department, along with thousands of
communities nationwide, to participate in
the Night to Unite celebration on Tuesday,
August 5, 2014. Medina Police officers,
firefighters and City Council members will
stop by and participate in neighborhood parties throughout
the city!
This is an opportunity to get to know your neighbors,
strengthen neighborhood spirit and police community rela-
tions, let criminals know that neighborhoods are organized
and willing to assist the police, and generate support and par-
ticipation in crime prevention efforts.
Night to Unite get-togethers can be as extravagant as a
cookout, or as simple as an ice cream social.

July 28th with your party plans and times. We will arrange a
visit from the police and fire department to come out and
join your party!
2013 Annual Report Summary
The City’s annual report provides an overview of the City’s activities, accomplish-
ments, and fiscal responsibility for 2013. The report outlines activity for each of the city
departments including administration, planning, public works, and police as well as statis-
tics and charts demonstrating trend history. This is the seventh year a comprehensive an-
nual report has been completed.
The theme for 2013, “Medina Grows While Preserving its Rural Past” reflects the re-
cent suburban growth in the City’s northeast and the rural districts to its west and south. In
compliance with our 2030 Comprehensive Plan, growth has long been planned in the area
where sewer services enter Medina in Hamel. The Great Recession slowed growth but,
with an improving economy, some 650 new single-family homes are in the process of de-
velopment.
This report also includes a year in retrospect section which provides a snap-shot of the
important events and projects completed in 2013, a preview of the 2014 Goals, a section
dedicated to recognizing our contributors, and finally a section recognizing our service pro-
viders, elected officials, appointed representatives, and staff.

Town Hall Meetings on Affordable Housing
Neighborhood Proposed for Medina
May 28th & May 29th from 5:30 p.m. to 7:30 p.m.
Please attend one of the Town Hall meetings at Medina City Hall, 2052 County Road 24, on
May 28th or May 29th from 5:30 p.m. to 7:30 p.m. to share your thoughts and ask
questions regarding the proposed affordable housing.
In its Comprehensive Plan, consistent with Metropolitan Council requirements, the City of
Medina has committed to accommodating affordable housing units.
Medina has been home to a small number of rental opportunities for decades. Now, Medina has
the good fortune to work with Dominium, a quality developer, to bring in 32 attractive, well-built
townhomes on land immediately behind the Medina Entertainment Center on Clydesdale Trail.
This site is part of Medina’s Tax Increment Finance (TIF) District, which was created to support
redevelopment within the Hamel area. TIF financing was utilized to support a portion of the cost
of the commercial development to the east of the site and also a portion of the street and utility
improvements in Uptown Hamel. The City Council is considering whether to support a portion
of the Dominium project cost as well. The project will return dollars to the TIF District and, in
due course, to the City tax base.
Dominium is a Minneapolis-based and nationally respected company that specializes in building
and managing rental property. Neighboring cities report that Dominium affordable housing fits
into their communities well. The company is partnering with Interfaith Outreach and Community
Partners (IOCP). Established in 1979, IOCP has an exemplary record in providing support for
families who are working to reestablish lives disrupted by job loss, illness and other issues.

The townhomes will provide rental housing for families making 60 percent of Area Median
Income ($49,740 for a family of four) and below. Four of the 32 units will be dedicated to
families who have lacked permanent housing for over a year. Typically, these families are single
mothers with children, who have left difficult relationships.
IOCP selects these four families, mostly from our western suburban area, and supports them with
counseling, access to medical care, transport and education. The goal for these families is to
achieve stability, to have their children enrolled in school and to work toward self-sufficiency.
The City Council invites you to attend Town Hall meetings at City Hall, 2052 County Road 24
on Wednesday, May 28th, or Thursday, May 29th from 5:30 p.m. to 7:30 p.m. Please come
prepared to share your thoughts and questions.
