An Appropriation Ordinance Amending The 1995 Salary Ordinance
Whereas Indiana Code 36-4-7-3 requires the Mayor to fix the compensation of each appointive officer, deputy and
other employee of the city departments except police officers and firefighters subject to the approval
of Common Council, and
Whereas Ordinance No. 57-1994, commonly referred to as the Salary Ordinance, was adopted September 6, 1994,
pursuant to that statutory mandate, for calendar year 1995, and
Whereas it is desirable to amend the 1995 Salary Ordinance,
Now,
Therefore, be it ordained by the Common Council of the City of Richmond, Indiana, that the following
sections of Ordinance No. 57-1994, be amended to read as follows:

This ordinance implements reorganization in the Department of Parks and Recreation and the
Street Division of the Department of Public Works. The ordinance also eliminates the position
of Chief Inspector in the Department of Administration.
With reference to Ordinance No. 57-1994, the "1995 Salary Ordinance," please be advised of
the following changes.
Department of Parks and Recreation
Position 8.13 is currently vacant. All employees in the other eliminated positions are being
moved to new positions without any decrease in compensation.
At positions 8.07 and 8.08 the word "Contract" replaces classification designation.
Positions 8.20 through 8.33 are new positions to be filled by Stan Lambert pursuant to Indiana
Code 36-10-3-14 (6) which says "the superintendent shall appoint the employees of the
department, subject to the approval of the board, according to the standards and qualifications
fixed by the board and without regard to political affiliation".
Department of Administration
The title of 9.01 has been changed to "Director". Position 9.05 has been eliminated and the
number of inspectors at 9.04 has been increased from 4 to 5.
Department of Public Works
The title of 13.01 has been changed to "Director". Position 13.19 is currently vacant and has
been eliminated. The title of 13.20 has been changed to "Floral Division Supervisor".
The title of 14.01 has been changed to "District Crew Laborer". The title of 14.04 has been
changed to "District Crew Leader". Position 14.07 is currently vacant and has been eliminated.
The title of 14.08 has been changed to "Specialized Services Laborer". The title of 14.09 has
been changed to "Floral Division Laborer".
Positions 13.20, 13.21, and 14.01 through 14.09 will be supervised by the Park
Superintendent effective 4-1-95.
The eliminated positions at 14.13, 14.15, 14.17 and 14.18 will not result in any lay-offs
because 14.12 has been increased to 10 persons and 14.16 has been increased to 6 persons.
Stan Lambert, Park Superintendent, and Debbie Lanman, Street Division Office Manager, will
be present to answer your questions.
This ordinance can be passed with all three readings in a single meeting upon suspension of
rules to advance to second and third readings.
