City Council Saturday Office Hours City Council Saturday Office Hours will reconvene in September and continue on the 3rd Saturday of each month from 9 a.m. to 11 a.m. at City Hall. The office hours are an informal setting and serve as an opportunity for residents to bring your thoughts to elected officials for a better Medina. Residents desiring to meet with an elected official during these Sat- urday office hours should make an appointment by calling Jodi Gallup, Assistant to the City Administrator, at City Hall at 763-473-8850 by noon on Friday before the Saturday session. 2013 Budget Open House—September 4th at 6 p.m. The City of Medina will be hosting a budget open house on Tuesday, September 4th from 6:00 p.m. to 7:00 p.m. at the Medina City Hall. A brief presentation on the proposed 2013 budget and tax levy will be provided at 6:00 p.m., followed by a question and answer session between Medina resi- dents and City officials. The City Council will also be considering a resolution to approve the preliminary tax levy during the regular Council meeting that begins at 7:00 p.m. The City is required to certify the preliminary tax levy to Hennepin County by September 15th. Polls open 7:00 a.m. – 8:00 p.m. General Election: Tuesday, November 6, 2012. Polls open 7:00 a.m. – 8:00 p.m. Voting Locations—Medina has two voting precincts that run along school district boundaries. Residents in the Orono or Delano school districts within the City vote at Medina City Hall, 2052 County Road 24. Residents in the Wayzata or Rockford school districts within the City vote at the Hamel Community Building, 3200 Mill Drive. If you are still unsure where to vote, go to: http://pollfinder.sos.state.mn.us/. Absentee Voting—Minnesota law allows for a person to apply to vote by absentee ballot if they are unable to vote in person on election day under certain circumstances. Residents may obtain an absentee ballot application by visiting the City’s website at www.ci.medina.mn.us, calling City Hall, or by stopping by City Hall during regular business hours to fill out absentee materials. Absentee ballots are currently available through August 13th for the Primary Election and from September 21st through No- vember 5th for the General Election. Additionally, City Hall will be open from 10 a.m. to 3 p.m. on Saturday, August 11th and Saturday, November 3rd for absentee voting. Municipal Elections—Filing for Local Office—The City of Medina will have three positions on the ballot during the November General Election. The Mayor (2 year term) and two City Council (4 year terms) positions are at-large positions, representing all Medina residents. Persons interested in running for these offices may file at City Hall. The filing peri- od begins on Tuesday, July 31, 2012 and closes at 5:00 p.m. on Tuesday, August 14, 2012. Questions? Call Election Coordinator Jodi Gallup at 763-473-8850. Medina Newsletter Now Available by Email Residents can now receive the Medina Newsletter through email. The email ver- sion will be sent out earlier to residents than the mailed version. However, resi- dents will continue to receive the mailed version of the newsletter even if they re- ceive the email version because the mail- ing list is used for a number of city pur- poses. Lakeshore Park Boat Launch The City boat launch at Lakeshore Park in the Independence Beach neigh- borhood will be locked starting Monday, July 30th. Residents can now go to Medi- na City Hall to apply for a permit and receive the lock combination. The reason for requiring a permit to launch a boat at Lakeshore Park is to make sure residents are educated about Aquatic Invasive Spe- cies (AIS) and properly inspecting their boats to keep additional AIS from enter- ing Lake Independence. Public Safety & Planning Page 2 Aug / Sept 2012 Hunting Season is Here Again With the re-write of the hunting ordinance last year, every- one should review the ordinance to make sure they are in com- pliance with the new restrictions in the sensitive hunting area. The full ordinance can be located on the city’s website at www.ci.medina.mn.us. In 2011, a “No Hunting” map was created for the City of Medina. Medina residents in the rural residential area, where hunting is allowed, have the opportunity to have their property labeled as “No Hunting.” Residents should contact the Medina Police Department through email to anne@ci.medina.mn.us and request their property be put on this map designating it as no hunting. This map will then be distributed with hunting per- mits so hunters know up front which properties have been des- ignated as no hunting. If you have any further questions, please feel free to call the Medina Police Department at 763-473-9209. Use Caution During Extremely Hot Weather In normal weather, the body’s internal thermostat produces perspiration that evaporates and cools the body. However, in extreme heat and high humidity, evaporation is slowed and the body must work extra hard to maintain normal temperature, which may lead to heat cramps, heat exhaustion and heat stroke. If you believe you, or anyone you are with, is experienc- ing a heat-related medical emergency, promptly call 911, and if possible, move to a cooler place. Keep these tips in mind to stay cool during extreme heat: Slow down and avoid strenuous activity Protect yourself from the sun and use a high SPF sunscreen Drink plenty of water regularly and eat well balanced meals Stay indoors as much as possible, if you don’t have air con- ditioning, go somewhere that does such as a library, shop- ping center, or friend’s house to get relief from the heat Never leave children or pets alone in a closed vehicle Cover windows that receive a lot of sunlight with drapes City Council Grants Preliminary Approval for the Enclave at Brockton Subdivision The City Council granted preliminary plat and general plan approval for a residential subdivision south of Hamel Legion Park and west of Brockton Lane. The Enclave at Brockton includes 95 single-family homes and 23 detached townhomes. U.S. Home Corporation (Lennar) proposes to develop the project and integrate it with “The Enclave” neighborhood currently under construction immediately to the west. Lennar will still need to obtain final plat approv- al before beginning construction. Medina to Study & Consider Amendments to Wind Turbine Regulations The City Council authorized a study on the City’s reg- ulations related to Wind Energy Conversion Systems (WECS) in early June. The purpose of the study is to determine what amendments are necessary, if any, to the regulations in order to prevent WECS from having an adverse effect on nearby lands and to protect the public health, safety, and welfare. WECS are currently allowed with a conditional use permit in the rural residential zoning district in the City, as well as the suburban residential zoning district. The Plan- ning Commission reviewed the relevant information at the July 10th Planning Commission meeting and has requested additional information. The Planning Commission is ten- tatively scheduled to continue the Public Hearing on Au- gust 13, 2012. Free One-on-One Technical Assistance for Small Business Owners and Entrepreneurs Are you thinking about starting your own business, or are you currently operating a small business and interested in FREE technical assistance? Medina has partnered with the Metropolitan Consortium of Community Developers (MCCD) to offer the “Open to Business” program. This program provides FREE one-on-one assistance from MCCD’s expert staff, customized to meet the specific needs of each entrepreneur. This can include creating a business plan, suggestions on financial management and bookkeeping practices, assisting with marketing, and referrals for financing. MCCD also administers a small business loan fund which provides capital to expand local businesses. MCCD staff will be available in the area every 2nd Monday of the month. Aug / Sept 2012 Page 3 Community & Environment Elm Creek Culvert Replacement The Elm Creek culvert on Elm Creek Drive, near Hamel Road, is set to be replaced the week of July 23rd – 27th, weather permitting. Due to pipe deterioration over several years, the pipe is now caving in and is in need of replacement. The City will be replacing it with a more permanent concrete pipe and a sump catch basin to remove sediment from the street. Watersheds Set 2013 Budgets Each watershed is charged with responsibility to protect, pre- serve, manage and improve surface and ground water quality by preventing flooding and soil erosion and filtering polluted run-off from development and agriculture before it drains into waterbod- ies. Watersheds achieve these goals by working with cities to fund capital improvement projects to clean up impaired waterbodies. Pioneer Sarah and Elm Creek Watersheds set their 2013 Budg- et by the July 1st State Deadline. The Pioneer Sarah Watershed Board approved a budget of $12,624.24. This is an increase of $2,819.17 over the 2012 Budget. The increase was due to the extra planning expense for the 3rd Generation Plan and the Watershed- wide TMDL (WRAPP). Pioneer Sarah Watershed is paid through the City of Medina general tax levy. The Elm Creek Watershed Board approved an assessment of $14,774.72. This is a decrease of $39.00 from the 2012 Budget. Elm Creek Watershed is paid through the City of Medina general tax levy. The Minnehaha Creek Watershed District (MCWD) follows an open, public process to review and adopt its annual budget and welcomes public input. MCWD is different from the other water- sheds because they have their own separate taxing jurisdiction. MCWD program managers prepare annual work plans and budget drafts each spring and submit them to the MCWD Administrator in June. After review by the Administrator, a draft budget is submitted to the Finance Committee and the Board of Managers for review in an August workshop session. In September, the MCWD adopts a preliminary budget and levy. In November, the preliminary budget is reviewed in detail by the Board of Managers and the final budget and tax levy are adopted in December. Recycling Providers to Accept More for Recycling Many Twin Cities recycling service providers, in- cluding Randy’s Environmental Services, are now ac- cepting more materials as new markets for recyclable materials have become available. Things that can now be recycled in Medina include: Paper: Mail, magazines, newspaper, boxes, cardboard Cartons: Milk cartons, juice boxes, soup cartons Plastic: Bottles, jugs, cups, containers and lids (No. 1-5) Metal: Food and beverage cans Glass: Bottles and jars New technologies, growing markets, and new products made from recycled materi- als are expanding the types of things we can recycle at the curb. For detailed infor- mation on materials currently accepted in your area, how the materials should be sorted, and when they will be picked up, call your city recycling coordinator or your recycling service provider. Erosion Control Projects Even though there has not been much rain lately and things seem to be drying out, it is still important to get erosion control in place when doing outdoor projects. A rain event could happen at any time and would not take long to wash out an outdoor landscaping project, allow- ing the possibility of phosphorus loaded sediments to ultimately end up in our waterways.         SCHEDULE OF EVENTS:  4:00‐7:30 p.m. – business expo, farmers market,  bingo, and food vendors (some free!!)  4:30‐7:30 p.m. – family fun activities to include  face painting, rides on the antique fire truck,  “Smokey” the bear, K‐9 demonstration, inflatable  bounce toy, Civil War enactment, helicopter, police  car demonstration, city plow truck, pumpkin  painting, games, bonfire and s’mores, etc.  7:30 p.m. – prize drawings for adults and kids.  8:00 p.m. – the GRAND FINALE of the evening will  be a large FIREWORKS display, provided by  donations from Medina Businesses.  Business Opportunities at Medina Celebration Day Medina businesses and local farmers are encouraged to participate in the Business Expo/Farmer’s Market at this years’ Medina Celebration Day on Saturday, September 22nd from 4-7:30 p.m. Businesses may want to highlight their business and what it offers to the community; as well as offer games for the kids, coupons, drawings, or other give-a-ways. Participating Medina businesses will be asked to set up their own booth. Businesses that would like to set up a booth need to preregister by September 7th. A Message from the Celebration Day Committee The committee is once again looking to businesses, as well as residents, for donations towards the celebration in order to make it a memorable event for all. Your potential tax deductible donation can be directed towards the fireworks display, a specific event, or prizes for games and/or drawings. Each donating business will be recognized at the event, as well as after the event. Donations can be made out to City of Medina and mailed to 2052 County Road 24, Medina, MN 55340; or if you prefer, one of the committee members can stop by to pick up your donation.
