Upcoming Public Hearings/Meetings The following land use and development projects and the following updates to the zoning regulations are currently under review by the City. For more information on one of the projects, or for an update on the review schedule, please contact the Planning Department at (763) 473-4643. Enclave at Brockton – Brockton Lane, south of Hamel Legion Park Lennar (U.S. Home Corporation) has requested approval for a subdivision of the existing nine properties south of Hamel Legion Park and west of Brockton Lane into 116 single-family home lots. The developer proposes to develop the property through the Planned Unit Development process and incorporate these homes into “The Enclave” which is located immediately to the west and was approved by the City Council in the summer of 2011. The Planning Commission and City Council provided comments on a concept plan of the subdivision during the spring. The Planning Commission is tentatively scheduled to hold a Public Hearing on the Pre- liminary Plat and General Plan on June 12, 2012. Variance from Upland Buffer Requirements – 790 Navajo Road The property owner has requested a variance from the requirement of installing a vegetative upland buffer adjacent to a small wetland on the property. The buffer requirement was triggered by construction of a new home on the previously vacant lot. The Planning Commission is tentatively scheduled to hold a Public Hearing on June 12, 2012. Conservation Design Subdivision – 2700 and 2900 Parkview Drive The property owner has requested a PUD Concept Plan Review for a Conservation Design subdivision proposing 8 lots on 110-acres (the applicant has reduced the concept from 10-lots). The proposal includes permanent conservation easements over a portion of the property and is requesting a density bonus to allow for addi- tional lots. The Planning Commission and City Council reviewed the proposal and requested a number of changes (including a reduction in the number of proposed lots). Summer City Council Saturday Office Hours Suspended City Council Saturday Office Hours will experi- ence a summer break during the months of June, July, and August. They will reconvene in September through the end of the year on the 3rd Saturday of each month from 9 a.m. to 11 a.m. at City Hall. Aquatic invasive species are species that are not native to Minnesota and cause economic or environmental harm or harm to human health. Minnesota waters are threatened by aquatic invasive species. It is illegal to transport any aquatic plants, zebra mussels, New Zealand mudsnails or other prohibit- ed invasive species, or to launch a boat or trailer with these species attached. Do your part to protect Minnesota’s waters by following the state aquatic invasive species laws: You must: Clean visible aquatic plants, zebra mussels and other prohibited species from water- craft, trailers, and equipment before transporting from any water access. Drain water from bilge, livewell, motor, ballast tanks, and portable bait containers before leaving water accesses or shoreline property. Keep drain plug out and water-draining devices open while transporting water- craft. Additional recommended precautions: Spraying with high-pressure water and rinsing with very hot water and/or Drying boats and water-related equipment for at least five days. Dump unwanted bait in the trash. Municipal Elections—Filing for Local Office The City of Medina will have three positions on the ballot during the November General Election. The Mayor (2 year term) and two City Council (4 year terms) posi- tions are at-large positions, representing all Medina residents. Persons interested in running for these offices may file at City Hall. The filing peri- od begins on Tuesday, July 31, 2012 and closes at 5:00 p.m. on Tuesday, August 14, 2012. Election Judges Still Needed The City is seeking additional election judges for the 2012 General Election on Tuesday, November 6th. Public Safety & Public Works Page 2 June/ July 2012 New Compost/Brush Site Hours The City of Medina has initiated new hours for the Compost/Brush Site, due to excessive after hour contractor dumping from surrounding areas. The City Council asked staff to come up with a reasonable solution to the problem by limiting the hours that the site was kept open without having to pay to have it staffed. The gates that were installed leading into the site will be opened at 7:00 a.m. and closed at 3:30 p.m. Monday through Friday and then again Saturday morning from 8:00 a.m. until noon. If this creates too much of a hardship for the residents of Medina, the City will look at the option of keeping the site open one night during the week and also longer hours on Saturday, with the possibility of using volunteers for those extended hours. Erosion Control for Construction and Landscaping Projects Construction projects that you are completing this spring and summer may require permits, as well as erosion and sediment control measures ie: silt fencing, mulch, erosion blankets and/or a combina- tion of these things. These measures should be taken if you have a construction or landscaping project that has a significant amount of exposed soils for more than a day, and there is potential that the sediment can be carried off your site from rain. It will help prevent sediment from leaving the site and entering adjacent properties and streets, eventually ending up in our storm sewers which lead to ponds and lakes, bringing them harmful pollutants such as phospho- rus, nutrients, and unwanted debris. Think ahead about what might happen if we get a big rain during your project. Have the right control measures in place before the rain comes. Remember, no dump- ing of debris including, but not limited to, sand, grav- el, rock, leaves, brush, grass clippings on any city street, especially near storm sewer accesses. Recreational Fires in Medina A recreational fire includes a campfire or a fire contained in a charcoal grill, camp stove, or other device designated for the purpose of warming, cooking, or ceremonial purposes. The City would like to remind everyone to be safe and follow the city and state laws regard- ing recreational fires. Recreational fires shall be no larger than 3 feet in diameter and height. Recreational fires must be at least 25 feet from all buildings or combustible materials. Conditions which could cause a fire to spread within 25 feet of a structure shall be eliminated prior to ignition. Recreational fires must be constantly attended until the fire burns out completely or is extinguished. A minimum of one portable fire extinguisher or other approved on-site fire extinguishing equipment, such as dirt, sand, or gar- den hose shall be readily available at all times until the fire is ex- tinguished. The only materials permitted in a recreational fire are wood from trees, small branches, brush, or charcoal. Treated lumber materi- als, construction debris, garbage, plastic materials, or waste ma- terials are NOT allowed to be burned in recreational fires. Recreational fires must be immediately extinguished if they pose a fire safety risk, if they are not in compliance with the above, or when directed to do so by a police officer, firefighter, fire war- den, or DNR officer. Residents no longer need to apply for an annual city permit for recreational fires as defined above. Residents that are planning other burns, such as large amounts of brush or vegetation, a permit is still required and can be downloaded on the city’s website at www.ci.medina.mn.us or picked up at the Medina Police Department. Medina Police Join CrimeReports.com The Medina Police Department is pleased to announce that citi- zens can now gain access to neighborhood level crime incident data in near real time. The public can access the free crime data through the CrimeReports website at www.crimereports.com or through the iPh- one app, available for free download in the Apple iTunes store. The new service even lets local citizens sign up for free customizable email updates, so they can monitor crime in their neighborhood. You can access your local crime map and sign up for daily, week- ly, or monthly email crime updates at www.crimereports.com or by going to the City of Medina webpage under police and there will be a link to CrimeReports.com. Highway 55 Road Project MnDOT has begun the western portion of the mill and overlay project on Highway 55 which ex- tends from Rockford to Medina. Highway 55 will be closed from County Road 19 to County Road 101 for work on the east portion of the project from mid-July though early September. Medina Police officers, firefighters and City Council members will stop by and participate in neigh- borhood parties throughout the city! This is an opportunity to get to know your neighbors, strengthen neighborhood spirit and police community relations, let criminals know that neighborhoods are organized and willing to assist the police, and generate support and participation in crime prevention efforts. Your participation in the Night to Unite will show neighborhoods’ strength, increase resident/ police bond, and make our community an overall safer and more enjoyable place to live. Transportation Now Available through Transit Link to Delano Senior Center Medina residents can now call Transit Link at 651-602- LINK to schedule a ride 1-5 days in advance to the Delano Senior Center. Transit Link is the Twin Cities’ dial-a-ride minibus or van service for the general public, where regular route transit service is not available. The fee for a ride is $2.25 one-way for rides under 10 miles and $4.50 one-way for rides over 10 miles. The Delano Senior Center and Senior Dining Program is open Monday through Thursday from 8 a.m. to 4:30 p.m. and Fridays from 8 a.m. to 2 p.m. All seniors age 60 and older are invited to participate in the Senior Center’s pro- grams and dinner served at noon each day.
