Truth in Taxation & 2011 Budget
The City will be conducting the truth in taxation meeting on the 2011
budget at the City Council’s regular meeting on December 7, 2010 at 7:00
p.m. in City Hall. Please review your recently mailed Truth in Taxation
Statement accompanied with the City Budget Flyer for more information
on the proposed budget and tax levy.
Planning Commission Public Hearings
Upcoming Planning Commission meetings are scheduled for December 14, 2010 and January 11, 2011. Planning Commission meetings begin at
7:00 p.m. at City Hall.

● “Rein in Your Manure through BMP’s” - Betsy Wieland, Agricul-
ture Extension Educator for Hennepin County and the University of
Minnesota Extension, has provided the City with an educational arti-
cle on controlling manure and its impact on water quality. To learn
more about the Best Management Practices (BMP) for handling ma-
nure (i.e. composting, storing, creating filters, and removing excess
manure), please review the entire article at www.ci.medina.mn.us.

Medina Police Reserves
Are you interested in giving back to your community? The Medina Police Reserve
Unit is looking for additional reserve officers. The reserves are non-sworn volunteers
who provide valuable assistance to the police department in a variety of public safety
situations. The reserves can be found at community events, riding along with a sworn
officer, patrolling neighborhoods and city parks, directing traffic, or making trans-
ports. Reserve officers go through a rigorous training and receive regular train-
ing. The position can be for anyone interested or studying to go into a law enforce-
ment career or for anyone interested in helping the community. You must be at least
19 years old, have a high school diploma or GED, a valid driver’s license, and pass a
criminal background investigation. Uniforms and equipment are provided by the de-
partment.
In 2010, the reserves helped out at the Hamel Rodeo, Medina Celebration Day,
Loretto Fun Fest, Corcoran Country Days, and Plymouth Music In Motion, among
other events.

General Election Results
The official results of the 2010 General Election were canvassed by the City of
Medina City Council on Monday, November 8th.
Tom Crosby was re-elected as the Mayor of Medina, serving a two-year term.
There were two seats open for City Council. Jeff Pederson and Melissa Martinson
were elected to serve four-year terms on the Medina City Council.
Vote totals for all of the Medina candidates can be found on the Hennepin County
website, www.hennepin.us/electionsresults.
The newly elected officials will be sworn in at the January 4, 2011 City Council
meeting.
2011 Park & Planning Commission Vacancies
The City is seeking residents to serve on the Medina Park Commission and Plan-
ning Commission. On each commission, there are two seats up for appointment/re-
appointment effective January 2011 for three-year terms.
The seven-member Park Commission serves as a volunteer recommending body to
the City Council and meets the third Wednesday of each month at 7 p.m. in Medina
City Hall.

body to the City Council and meets the second Tuesday of each month at 7 p.m. in
Medina City Hall.
Interested applicants may pick up an application at City Hall or via the City’s web-
site at www.ci.medina.mn.us. Deadline for applications is Friday, December 17th.

Hennepin County Wind Turbine
Will Not Proceed
The proposed wind turbine from Hennepin County
at 1600 Prairie Drive will not be proceeding. The Hen-
nepin County Board recently voted down the project at
their October 20th Board meeting. The City of Medina
approved the 1.6 megawatt wind turbine project two
years ago with a requirement that the County submit a
construction permit by November 18, 2010. With the
November 18th deadline passing without a construction
permit submittal, the project is effectively terminated.
Things to Remember as Winter Approaches
City ordinance prohibits parking on any public street from November 1 through March 31 during the hours of 1:00 AM –
6:00 AM. If at all possible, the City plow crew would appreciate having no vehicles parked on City streets when snowfall oc-
curs during the daytime.
No permanent structures may be placed in the right-of way such as rocks, monuments, metal poles, etc. that would hinder
public safety, snow removal, drainage, or other Public Works operations. The right-of-way can be as much as 16’ from the
edge of the road up onto the property.
Please check your mailbox for sturdiness and get repaired as needed, as the City is not responsible for mailboxes damaged
by snow being pushed off the roads.
To limit damage to sod, it is advised to place a marker along curb lines; however, metal poles are strictly prohibited within
the City right-of-way.
Be cautious of what you use and the amount you apply for your own personal ice control, as it will eventually end up in the
storm sewer and out to our lakes and rivers.
It is the responsibility of property owners to remove snow on their own sidewalks.
On garbage and recycling days, please place receptacles out of the way so they will not be hit when snow is being plowed.
Shore up your fall projects before winter, so spring rains will not erode.
The City has a compost and brush pile located behind the Public Works building off County Road 24 which is open seven
days a week during daylight hours. Feel free to bring your leaves and other plant and tree trimmings, but please make sure
they are placed on the correct pile and that any plastic bags go back home with you.

Conservation Design Subdivisions
Offer Incentives to Protect Natural Resources
and Preserve Open Spaces
The City Council adopted regulations related to Conservation
Design on July 6, 2010. Conservation Design is an option for
property owners which allows flexibility to the standard require-
ments of a subdivision as an incentive for the owner to protect a
portion of the buildable property within a permanent conservation
easement.
Flexibility in a Conservation Design subdivision can include:
density bonuses, smaller lot sizes, reduced setbacks, and reductions
to other City requirements. A property is required to be at least 20
acres in size and contain moderate to high quality natural resources
in order to qualify. Please contact City Planner Dusty Finke at

Community Business Profile: Adam’s Pest Control

Adam's Pest Control, Inc. was started in Golden Valley in 1971 and in January cele-
brates 40 years in business! 23 years were next to the Countryside Cafe, but in 2007,
Adam's built the nice looking two story building just West of there on the former Village
Auto Body site.
Adam's is family owned, with co-founder Harold Leyse still active at 73 years old, son
Todd Leyse is the President, and daughter Andrea Guy is the Medina Office Manager.
Adam's provides pest control to residential and commercial customers throughout
most of Minnesota and Western Wisconsin. We have 60 employees, of which 50+ are
based out of our Medina office (most in the field, but about 14 in the office on a daily ba-
sis), with the rest operating out of our Brainerd Lakes Area office. We handle all types of
pests, including bed bugs which are a growing pandemic. We treat for them conventionally
(with pesticides) or with heat, which is a much greener service and has faster results and
recently added two dogs, Bella and Hector, who can sniff out bed bugs.
