A SPECIAL ORDINANCE AMENDING THE ZONING MAP AT WOODSIDE
DRIVE AND U.S. 40 EAST
WHEREAS the zoning map designates the north west quadrant of the eastern most
intersection of Woodside Drive and U.S. 40 East as C-4 General Business
District, and
WHEREAS it is desirable to change the zoning designation to C-2 Commercial District
to provide more usable area for business use operations,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the zoning designation of the real estate in the north west quadrant of the eastern most
intersection of Woodside Drive and U.S. 40 East, which is Auditor's Map number 46-36-310-
203.000-29 be and is hereby changed to C-2 Commercial District.
Passed and adopted this 6th day of March, 1995, by the Common Council of the City of
Richmond, Indiana.

Dear Mr. Parker:
Please advise the members of Common Council that the Richmond Advisory Plan
Commission conducted a public hearing, Tuesday, February 28, 1995, on the petition
of Linda Lou Richardson, owner; Hank Richardson, agent; requesting a change of
zoning from C-4 General Business District to C-2 Commercial District on the
property located at 5200 National Road East, the south side of Woodside Rive
between Gravel Pit Road and National Road East, Richmond, Indiana
Notices were delivered to three surrounding property owners, no comments were
returned to this office.
Our Comprehensive Plan Map shows this area to be GENERAL COMMERCIAL. It
is a neighborhood that has experienced some changes in the mix of land uses, and is
now primarily retail and service in nature. The rezoning would not only be
compatible with the Master Plan, but would also reinforce this commercial land use
trend. Additionally, the rezoning would give the developer the flexibility to design
a more aestethically appealing facility.
The Commission voted 10 in favor and none opposed, with one absent, to
recommend the passage of Ordinance No. 12-1995.

This ordinance is a re -zoning of vacant property at intersection of Woodside Drive and U.S. 40 East
immediately east of the Spartech Plastics plant.
The current zoning is C 4 General Business District. The owner is requesting a change to C-2 Commercial
District to provide more usable area for business operations. This property is included in Vacation
Petition No. 4-1995 which you will have before you on public hearing at your March 6,1995, meeting.
The ordinance should be referred to Plan Commission for public hearing at its meeting on February 28,
1995.
The ordinance should be back to Council for second reading on March 6,1995.
