Upcoming Public Hearings/Meetings Planning Commission Public Hearings Upcoming Planning Commission meetings are scheduled for April 12, 2011 and May 10, 2011. SWPPP Public Hearing—April 5, 2011 at 7 p.m. in City Hall—The purpose of the hearing is to receive public input on the adequacy of the City of Medina Storm Water Pollution Prevention Program (SWPPP). A copy of the Storm Water Pollution Prevention Program is available at Me- dina city hall. Any person wishing to express an opinion on this matter will be heard orally or in writing at the hearing. Board of Appeal and Equalization on April 13, 2011 at 6:30 p.m. at City Hall—This meeting is held annually for the purpose of reviewing and correcting the 2011 assessed property values or property classifica- tions in the City of Medina. All persons considering themselves aggrieved by said assessment or who wish to complain that the property of another is assessed too low, may appear at the meeting and show cause for having such assessment corrected. The burden of proof is on the resident to justify a decrease in property value. The City is requesting that residents complete a City application prior to attending the meeting. The application is posted on the City’s website at www.ci.medina.mn.us. Adams Other Contributors Jodi Gallup April / May 2011 Medina Business Forum Recap On March 22nd the City of Medina held a business forum to connect with and improve communication between the City and the Medina business community. The City received valuable feedback from the 25 Medina businesses that attended the fo- rum. Staff provided an update on recent development activity, city facilities planning, TH55/CR116 intersection project, and economic development programs. The City also recognized Open Systems International for the Outstanding Economic Develop- ment Effort Award that Hennepin County received for their project from the Minne- sota Association of Professional County Economic Developers. During the networking portion of the meeting, City staff heard from a number of businesses on interest in starting a local business networking group. As a next step, Medina business owner Nichole Rice with Stuffit Services will be hosting a networking get together on April 20, 2011 at 2 p.m. at Stuff it Services, 3560 Kilkenny Lane, Medi- na, MN 55340. The next one will be sched- uled this fall. 2011 Road Improvement Schedule Hunter Drive (North) - The City plans to reconstruct Hunter Drive between Hamel Road and Medina Road this summer. The proposed project includes the reconstruc- tion of Hunter Drive between Hamel Road and Medina Road, construction of a trail along Hunter Drive between Hamel Road and Medina Road, and extension of utilities in Hunter Drive from Hamel Road to Elm Creek Drive. Planning & Zoning Page 2 April / May 2011 Don’t Forget Your Building Permit Building permits are required for small projects such as Resi- dential Lawn Sprinkler Systems, Water Softeners, Water Heaters, Re-roofing, Re-siding, and Windows. Permit applications are avail- able on the City website at: www.ci.medina.mn.us. Don’t assume your contractor is getting a permit for work at your home, make sure to verify! The completed permit application can be returned to the City Building Inspections/ Planning Department in the following ways: Mail your completed permit application and check to the City using the regular US Postal System and the City will process and send your permit(s) to you. Drop off in person at City Hall and your permit will be pro- cessed and issued over the counter. The location of each project is identified on the map in the lower right hand corner. For more information on one of the projects, or for an update on the review schedule, please contact the Planning Department at (763) 473-4643. 1. Mixed Use Stage I – North of Highway 55; west of County Road 116 Pemtom Land Company has requested review of a Stage I Plan for a phased development which will include de- tached single family homes, townhomes, and commer- cial property to the south of Foxberry Farms. Phase one of the development proposes 63 single family homes. 2. Conservation Design Subdivision – 2700 and 2900 Parkview Drive The property owner has requested a PUD Concept Plan Review for a Conservation Design subdivision propos- ing 8 lots on 110-acres. The proposal includes perma- nent conservation easements over a portion of the prop- erty and is requesting a density bonus to allow for addi- tional lots. 3. Setback and Hardcover Variances – 4642 Brook Street The property owner has requested variances in order to tear down the existing home and rebuild a new home. The existing house does not meet front and rear yard setbacks, and the applicant proposes to relocate the house which increases the setbacks, but cannot meet the minimum setbacks. 4. Conditional Use Permit – 810 Tower Drive Jillene and Thomas Kingstedt have requested approval of a conditional use permit to operate a dog boarding/daycare facility at 810 Tower Drive. The City is currently considering an amendment to the City Code related to regula- tions for commercial uses which include the keeping of animals. 5. Three-lot subdivision – 805 Hamel Road JJC LLC has requested approval to subdivide the existing lot into 3 residential single family lots. 6. “Enclave of Medina” residential develop- ment – 3212 Hunter Drive U.S. Home (Lennar) has requested approval of a subdivision containing 111 single-family homes and 41 townhomes east of Hunter Drive and south of Hamel Road. Park Commission Nature Walk Residents are invited to join the Medina Park Commis- sion on a Saturday morning wild life/nature walk on Satur- day, May 14th from 8 a.m. to 10:00 a.m. at Tomann Pre- serve at the corner of Pioneer Trail and Tomahawk Trail. Youth Recreation Programs in Medina Soccer Kicks 4 Kids is offering a summer soccer program for kids ages 3-10 in Medina. Kicks 4 Kids believes that soccer can as- sist in preparing kids physically, socially, and cognitively, for life. Soccer is a game that requires all of these items in order to be successful. They have developed a curriculum based around these principles. Classes are divided into three groups: 3 year olds, 4-6 year olds and 7-10 year olds. They will be offered in 3 sessions that are 4 weeks each from 9 am to 10 am (3 year olds) and 10 am to 11 am (4-6 year olds and 7-10 year olds), Mondays, Wednes- days and Fridays. Each session costs $90 per child, per session. Classes will be offered at Medina Morningside Park (2522 Bob- olink Rd.) and Hunter Lions Park (3195 Hunter Dr. Park). Electronic Media Recycling Now Available at Hennepin County Drop-off Facilities Hennepin County has added media recycling to the household electronics recycling program at the county’s drop-off facili- ties located at 8100 Jefferson Highway in Brooklyn Park and 1400 West 96th Street in Bloomington. Materials accepted include: Computer disks, DVDs, CDs and Blu-ray discs, Flash drives and Secure Digital (SD) memory cards, Game cartridges, Ink jet and laser toner cartridges, Plastic cases and jewel cases, Video and audio cassettes and tapes, and Vinyl records. Before recycling media, please remove and recycle any cardboard boxes. Hennepin County is the first local option to accept such a wide variety of electronic media for recy- cling. In the first month of the program, 700 pounds of media have been collected for recycling at the drop-off facilities. The U.S. Environmental Protection Agency estimates that every month approximately 100,000 pounds of CDs become obsolete in the United States and more than 5.5 million boxes of software are discarded each year. RAIN BARRELS FOR SALE This year, once again, the City of Medina will be selling rain barrels at the reduced price of $70.00 each to Medina resi- dents and $80.00 each to non-Medina residents. BICYCLE COLLECTION: The City will once again be collecting good useable bikes for Interfaith Outreach Community Partners. For the past four years, the City has been preparing a full Annual Report as promoted through The Medina Message newsletter and further made availa- ble to the public through the City’s website. To provide more awareness to the 2010 Annual Report, the City has prepared this summary as an introduction to the City’s activities and accomplishments from 2010. The full 2010 Annual Report may be viewed at www.ci.medina.mn.us in early April. The sidebar on each of these pages illustrates a sample of sta- tistics measuring City services and activities. The full report provides additional statistics, along with charts and graphs to demonstrate historical trends of such services and activities. In addition to statistics, the full report outlines accomplish- ments by each department and function of the City. Exam- ples of those 2010 accomplishments are included herein. One significant area of activity in 2010 included new land pos- session by the City. In May, the City accepted a 16-acre natu- ral park land donation from residents Terrance and Mary To- mann. The City has named the area Tomann Preserve, which is located at 3112 Pioneer Trail. In June, using tax increment funds, the City acquired approximately 0.64 acres at 3365-3375 Mill Drive in Uptown Hamel, demolished the existing build- ings on the site, and converted the property into overflow parking. In October, the German Liberal Cemetery at 2695 Hamel Road was transferred to the City. Perpetual care funds were also routed to the City to provide for future maintenance of the near one-acre cemetery, which will result in no taxpayer funding being used for the cemetery. All of the City’s de- partments are to be commended for their line item budget management, which has resulted in a general fund budget sur- plus for 2010. The City Council and departments also pre- pared a 2011 budget that resulted in no average property tax increase for Medina’s portion of the taxes to residents. In public works, the department facilitated the completion of the County Road 116 Trail, extending from Highway 55 to Hackamore Road. In addition to using City park dedication funds for the project, Hennepin County also contributed $174,000 to the project. The department also completed road improvements to Pioneer Trail and Holy Name Drive in 2010. The Planning Department provided review of the 100,000 sq. ft. Open Systems International, Inc. project at the corner of Highway 55 and Arrowhead Drive. The City Council granted final approvals to the project in May 2010. The department also approved eight zoning ordinances to meet compliance with the City’s 2030 Comprehensive Plan. In addition to managing the 2010 budgets and preparing the 2011 budgets, the finance and administration departments conducted the 2010 general election, initiated credit card ser- vice for utility billing, facilitated operations for the new Hamel Field House, and added finance data to the City’s website. The Police Department implemented a new Drug Abuse Re- sistance Education (DARE) program at Holy Name School, facilitated progress of a study to provide more collaboration and potential between the Loretto and Hamel Fire Depart- ments, while managing 14,734 computer aided dispatch calls. 2010 Annual Report Summary
