HomeMy Public PortalAbout79-033 (06-05-79)Resolution 79-33 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNjV00D ESTABLISHIIJ('T A POLICY ON THE PROPOSED CENTURY FREEjVAY (_I-105) HOUSING REPLENLSHh~ENT PROGRAM ~VIIEREAS,. the City of Lynwood, through which the Century Freeway (I-105) passes, welcomes the opportunity to facilitate the development of an effective housing. replenish- ment program to strengthen housing resources for low and moderate income families along the Freeway corridor, and ~VIiEREAS, the City of Lynwood also supports the prompt construction of the Century Freeway and Transitway in support of this goal. NO~V, THEREFORE, be it resolved that the City of Lynwood adopts the following general policies Section 1. The City of Lynwood pledges i.ts support and available resources to cooperate in the development and implementation of the housing program to insure adequate housing replenishment and an increase in the supply of homes for low and moderate income families. Section 2. The City of Lynwood commits its complete cooperation in expediting construction of the combined Century Freeway and Transitway, and requests that construction begin as soon as possible on the Freeway overpasses, simultaneously with implementation of the housing replenishment program. Section 3. Existing local planning agencies should be utilized to the greatest extent possible in the various juris- dictions to implement the housing replenishment program with maximum pass-through of State and Federal funds to those planning agencies. Section 4, R4aximum flexibility should be provided in regard to the mix of move-on, rehabilitated homes, and new construction, as well as single family and multi-family units, so as to insure that available resources are used in the most efficient manner to provide the maximum number of appropriate new and rehabilitated housing units. Section 5. Recognition shall be given to all locally adopted standards for the location, rehabilitation, and con- struction of housing units within the affected jurisdiction. Section 6. A concept of fair share in housing designed to insure an adequate residential resource, while avoiding the problems inherent in the concentration of subsidized units in impacted areas, should be supported.
