PRESIDENTIAL NOMINATION PRIMARY ELECTION
On Tuesday, March 3rd, registered voters will be able to cast their ballots in the
presidential nomination primary election, which is a change from our previous straw
poll precinct caucus system. The political party precinct caucuses will still be happening
on February 25th to discuss party issues, offer resolutions, and elect delegates, but the
actual presidential nomination will happen during an official government run election
on March 3rd. The presidential nomination primary will allow registered voters to vote
on election day at their regular polling place or cast an absentee ballot starting on
January 17, 2020. Registered voters will be required to choose a party and can only vote
for a presidential candidate on the party ballot of their choice. A voter's choice of party
ballot will be recorded and is private data; however, a list of who voted in a presidential
nomination primary and the political party each voter selected will be provided to the
chair of each major political party. How a voter voted on the ballot will be secret.

Candidates on Ballots —The Republican Party has submitted a list of 1 candidate and
write-in option. The Democratic -Farmer -Labor Party has submitted a list of 15
candidates and an "Uncommitted" option. To view the sample ballots, visit

Candidates Dropping Out —Major political parties participating in the Presidential
Nomination Primary were required to provide a list of candidates by December 31,
2019. Any candidate that drops out between December 31, 2019 and the March 3,
2020 Election Day will remain on the ballot. Voters should contact their party directly
for questions on which candidates have dropped out. Election judges will NOT be able
to help voters identify candidates still in the running, so please come to the polls
prepared.
Uncommitted Option on Ballot —The Democratic -Farmer -Labor Party has
requested that an "Uncommitted" option be placed on the ballot. If a voter chooses
"Uncommitted", they are voting to have delegates sent to their party's national
nominating convention without being "bound" to support a specific candidate.
Write-in Option —The Republican Party has requested a write-in option, and the
Democratic -Farmer -Labor Party has not.

Land Use Applications Under Review
The following land projects are currently under review by the City.

Weston Woods - east of Mohawk Drive, north of Highway 55
Mark Smith (Mark of Excellence Homes) has requested a
Comprehensive Plan Amendment and Planned Unit Development
Concept Plan for development of 41 single-family, 76 twinhomes,
and 32 row townhomes on 131 acres (approximately 57 buildable
acres). The Planning Commission held a public hearing on October
8 and recommended denial. The City Council reviewed and tabled
the request at their November 6 meeting. The City Council will
continue review after a neighborhood meeting on January 20.

Comprehensive Plan Amendment and Rezoning - 2575 and 2590
Cates Ranch Drive
Robert Atkinson has requested a Comprehensive Plan to change the
future land use from Future Development Area to Business and to
change the development staging period to 2020. The applicant also
requests the properties be rezoned from Rural Residential -Urban
Reserve to Business Park. The request is incomplete for review and
will be scheduled for review when materials have been submitted.
Roehl Subdivision -1735 Medina Road
The Estate of Robert J. Roehl has requested a preliminary plat for
subdivision of 28 acres into two lots, located on Medina Road, west
of Tamarack Drive. The request is incomplete for review and will be
scheduled for review when materials have been submitted.
City to Review Minimum
Garage Size Requirements
Current City ordinances require
two garage stalls for each home in
new single-family, twinhome, and
townhome developments.
Two -car garages are required to
be a minimum of 440 square feet
(22'x20'). The City will review
these requirements and consider
potential reductions in relation to
current market trends.
The Planning Commission is scheduled to review the requirements
and hold a public hearing on potential changes at their February 11th
meeting. The City Council may tentatively review at the March 3rd
meeting.
Document Shredding at
Clean -Up Day on April 25th
New for 2020: The City of Medina will have Randy's
Environmental Services on site to provide free
document shredding services for Medina residents at
Clean -Up Day on Saturday April 25, 2020. Residents
have asked about local shred locations or events and
we hope that this will be something that will be
helpful to add to our annual event. We would
appreciate your feedback!

2020 General Fund Budget
The final General Fund Budget for 2020 was approved on December 3, 2019 in the amount of $4,807,123, an increase of
$234,785 or 5.1% from the 2019 General Fund Budget. The General Fund total property tax levy for 2020 was authorized
for $3,434,452, an increase of 3.3% or $108,555 from the 2019 General Fund levy. The overall 2020 property tax levy was
approved for $4,392,771, an increase of 9.7% or $389,877 over the total 2019 levy. For the 2020 budget, we will see an
increase of 4.8% in market value, 1.8% being attributed to new construction.

Spring Road Weight Restrictions
The Medina Police want to remind everyone that seasonal road weight restrictions will go into
effect in February or March. The City does not issue permits during road weight restrictions,
other than for emergency utility situations. If you are planning a construction project, please
ensure that you have your materials delivered prior to the weight restrictions. These restrictions
may delay roof shingle delivery as well, as we are expecting some roof repairs to still take place
in 2020 after last year's storm.
The reason for the restrictions is to protect our roads and to keep the cost of road repair down
for all taxpayers. We ask all of our residents and business owners to keep an eye out for large
trucks using the roads during the restriction period. If you see them using a restricted road,
please call 9-1-1 and report it. Help protect your roads!

When will road weight restrictions be lifted? There are a lot of variables that determine when the signs for the restrictions
are posted and when they are taken down; such as: how long the cold weather holds out, how fast the frost starts coming out
of the ground as the weather starts warming up, which vulnerable roads will need to have the restrictions kept on longer than
the State, etc. Please watch the City's website for up-to-date information on which streets are posted and when those streets
get lifted at https://medinamn.us/road-restrictions/.

Wild Animals
Over the past few years, the Medina Police Department has received many reports of wild
predators running throughout our City. We have received reports on wolves, coyotes,
bears, and cougars. The fact is that with the rural character of Medina, any of these
animals could be here at any given time. We know that the coyotes live here, and their
numbers are increasing. The other predators have been here and do pass through from
time to time. The question everyone is asking is, "Is there a safety concern?" Wild animal
attacks are very rare. In Medina, we have no records of anyone ever being attacked by a
wild predator. With that being said, we do have reports of domestic animals being killed
by coyotes in the area.
Any of the predators are very protective of their offspring. If you would happen to come upon a mother and her young, it is
recommended to stay calm and speak in a normal tone and wave your arms above your head and back away. This lets the
animal know that you are human. By waving your arms above your head, it makes you look larger to the animal. In most
cases if the animal gets a scent or sees you, they will run off.
Most of the predators are nocturnal. If you see a wild predator during the day, please call the police. There are diseases, such
as rabies or distemper that cause these animals to become aggressive and disorientated. If this is the case, please dial 9-1-1.
This could be potentially dangerous.
To answer the question of the safety concern for humans, it is very low. But for your domestic pets, there is a concern. If you
have small dogs or cats, we recommend that you watch them while they are outside. If the coyotes get too close, call the
police.

Swap Spots Available at Police Department
The Medina Police Department has installed two parking spots in front of the main entrance at the police department
(600 Clydesdale Trail) that are called Swap Spots. Swap Spots are designated public places where residents may exchange
items that they have purchased and/or sold online. This allows people to have a public location available 24 hours a day to
make legal transactions.
Please keep in mind the following about Swap Spots:
• A police officer will not monitor each exchange and will not facilitate transactions, nor keep a log of transactions.
• If a member of the public requests an officer present during a Swap Spot exchange, the Medina Police Department will
try and accommodate based on availability of personnel.
• There is no guarantee that a Swap Spot location will provide a greater level of safety compared to other public locations.
Swap Spots are an additional option when people want to schedule a transaction in a public place.
• Swap Spots may be used for other legal exchanges such as exchanging property between individuals or for child
visitation exchanges.
While many people who conduct business online are honest and sincere in buying and selling their items, there are those
who use it to facilitate their crimes. Buyers and sellers online are strangers and you need to take safety precautions, including:
• Tell a friend or family member where you are going and when you will return.
• If possible, have someone accompany you.
• Conduct exchanges during daylight hours, in a public place.
• Bring a cell phone and make sure it is turned on.
Always trust your instincts and take additional safety precautions as necessary. Cancel plans for a transaction if you identify
any red flags or have additional concerns for your safety.
You should be vigilant about your personal and physical safety — and you should also take precautions to avoid financial
crimes, such as theft or identity theft. Craigslist is a popular website for online buying/selling. Here is the safety information

Volunteer within your Community
as a Medina Police Reserve!
The Medina Police Reserve Unit is looking for additional reserve officers.
The reserves are non -sworn volunteers who provide valuable assistance
to the police department in a variety of public safety situations.
The reserves can be found serving at community events, riding along with
a sworn officer, patrolling neighborhoods and city parks, directing traffic,
or making transports. Reserve officers go through a rigorous training and
receive regular training. Reserves are trained as First Responders and they
are trained on the proper use of force.
The position can be for anyone interested in law enforcement, studying to
go into law enforcement or for anyone interested in helping the community.
You must be at least 19 years old, have a high school diploma or GED, a
valid driver's license, and pass a criminal background investigation.
