Board of Appeal and Equalization Wednesday, April 4, 2018 at 6:30 p.m. This meeting is held annually for the purpose of reviewing and correcting the 2018 assessed property values (for taxes payable in 2019) or property classifications in the City of Medina. The annual report provides an overview of the City’s activities, accomplishments, and fiscal responsibility for 2017. The report outlines activity for each of the city departments including administration, planning, public works, police, and fire as well as statistics and charts demonstrating trend history. Election judges are paid positions that supervise and help with elections at the polls. You must be an eligible voter in Minnesota to serve as an election judge, and you must be able to read, write and speak English. Here are some general du- ties of an election judge: open and close the polls, register and sign in voters using an ipad, be responsi- ble for the security of all election materials, distribute and collect ballots, help voters requiring assistance, and record and certify vote totals. If you are interested in serving as an election judge, please fill out an application and mail it back to City Hall by June 8, 2018. Election judge applications can be found on the City’s website at http://medinamn.us/citygov/elections/ or call City Hall. Bike Safety Rodeo for Kids May 19th from 11 a.m. to 1 p.m. The Medina Police Department, along with Target will be hosting the Bike Safety Rodeo again this year. The event is set for Saturday, May 19th from 11:00 a.m. to 1:00 p.m., in the parking lot on the east side of Target (300 Clydesdale Trail). This event is open to children between the ages of 3 and 12 and will focus on bike safety and polishing up on the children’s bike riding skills be- fore summer quickly arrives. The event will have fire trucks and police cars to tour, bike riding courses, and PRIZES, and the event is free! Registration forms can be found on the City of Medina website at http:// medinamn.gov/citygov/departments/police-dept/bike-safety-rodeo/, in the Medina Police Department lobby, or at Target. Registration must be completed by Friday, May 11th and either emailed to melissa.robbins@medinamn.gov or dropped off at the police department. Remember, registration is required to be eligible for prizes! Reiser Trust and Philip W. Reiser Trust have re- quested approval of a lot line rearrangement between two 10-acre parcels. The City Council is tentatively scheduled to review at the April 17, 2018 meeting. Woods of Medina Final Plat –710 Shawnee Woods Road and 4412 County Road 116 – 4412 JKP LLC has requested final plat for a 16-lot subdivision on approxi- mately 8.25 acres. The City Council is tentatively scheduled review on May 1, 2018. Free One-on-One Technical Assistance for Small Business Owners and Entrepreneurs Are you thinking about starting your own business or are you currently operating a small business and interested in FREE tech- nical assistance? Medina has partnered with the Metropolitan Consortium of Community Developers (MCCD) to offer the “Open to Business” program. This program provides FREE one-on-one assistance from MCCD’s expert staff, customized to meet the specific needs of each entrepreneur. This can include creating a business plan, suggestions on financial management and bookkeeping practices, assisting with marketing, and referrals for financing. MCCD also administers a small business loan fund which provides capital to expand local businesses. City to Review and Update Stormwater Rules The City Council and Planning Commission are scheduled to hold a work session on Tuesday, May 15 at 6 p.m. to discuss stormwater rules. The Planning Commission is then tentatively scheduled to hold a public hearing on an ordinance formalizing the updates at their June 12 meeting. The City is mandated by various federal and state regulations to manage surface water in a way which limits impacts on down- stream waterbodies and is mandated to take actions to improve water quality. The City takes various actions to achieve these mandates, to pro- tect local water resources from degradation, and protect and en- hance the environment. One means is to require best manage- ment practices to be constructed in connection with construction on private property. These practices include ponds, raingardens and other improvements to retain and treat run-off. Storm- water regulations commonly apply to activities on commercial and industrial property, but can also apply to large additions of hardcover (buildings, pavement, etc.) on residential property. Photo: Minnesota Stormwater Manual (Minnesota Pollution Control Dogs in the Park With the arrival of spring and warmer weather, we will be out enjoying the parks and trails. If you are headed out to one of the City parks or trails with your pets, please ensure they are on a leash. City Ordinance 515 requires that pets be contained or on a leash no longer than six feet in length. The ordinance also requires that pet owners clean up pet feces and dispose of the feces in a sani- tary manner. Let’s enjoy our parks by keeping them safe and clean. April / May 2018 Page 3 Public Safety & Community is presenting Medina’s 1st Annual “MOMS ON A MISSION” Women’s Fashion Show and Silent Auction. The event will benefit Missions Inc. in Plymouth with net proceeds going to their Home Free pro- gram, providing a safe place for battered women and their children while they explore alternatives to living with an abusive partner. Who: Mothers and Women (ages 21+) What: A night of fashion, music, shopping and silent auc- tion featuring local businesses. Models will be showcasing summer apparel from hand selected retailers and boutiques. When: Friday, May 4th 7pm-10pm Where: The brand new Just for Kix Dance Studio located at 50 Westfalen Trail in Medina (next to Aldi). Free onsite valet. Car Seat Technician Available at Medina Police Department to Inspect Car Seat Community Service Officer Melissa Robbins has completed the National Child Passenger Safety Certification and is now a certified car seat technician. If you need to have a car seat inspected, please contact her at melis- sa.robbins@medinamn.gov to schedule an appointment. Next fall, she is planning on hosting a clinic at the Medina Celebra- tion Day. Coffee with a Cop In 2017, the Medina Police Department starting hosting the event Coffee with a Cop. These events are held at various coffee shops within the City of Medina. Drug Take Back at Clean-up Day Again this year at the annual Medina Cleanup Day on Satur- day, April 28th from 8 a.m. to Noon, the Hennepin County Sheriff’s Department will assist in collecting drugs and pre- scriptions that are no longer needed. This is an excellent way to make sure prescription drugs do not fall into the hands of criminals or young children or adults they were not prescribed for. For more information, see the Cleanup Day flyer in this newsletter or call the Medina Police Department at 763-473- 9209. Spring Burning Restrictions Each spring, the DNR restricts all permit burns. As the snow disappears, we are left with very dry conditions. Recreational fires, no larger than 3’ x 3’ x 3’, are still al- lowed. Please use extreme caution to ensure the recreational fire stays under control. If you are planning other burns, such as large amounts of brush or vegetation, permits will be available once the DNR lifts the re- strictions as the environment greens up. Please contact the Medina Police Department at (763) 473-9209 if you have any questions. In the future, if you would like to apply for a permit, you can stop by their office at 600 Clydesdale Trail. Seasonal Spring Road Weight Limits As a reminder, spring weight restrictions on roads are still in effect. The reason for the restrictions is to protect our roads and keep the cost of road repair down for all taxpayers. We ask all of our residents and business owners to keep an eye out for large trucks using the roads during the restriction period. For options on recycling these items, or to recycle other times of the year, visit: www.hennepin.us/dropoffs FREE PRESCRIPTION DRUG TAKE BACK PROGRAM Medina Police, along with Hennepin County Sheriff’s office, will conduct a prescription drug take back program at this years’ Spring Clean-up Day. Proper disposal of prescription drugs helps reduce crime, addresses the opioid epidemic and reduces the environmental effects on our water supply. Please bring in your unused and expired prescription drugs for free disposal. No needles, sharps or syringes will be accepted. Residents are al- lowed to purchase four trees per household (no more than two of each species - see list below) Red Maple Sugar Maple Autumn Blaze Honey Locust Redmond Linden Northern Red Oak American Elm The trees are approximately 1” in diameter and 6 -8’ tall. The trees are bare root stock and will need to be planted immediately. The tree sales area will be blocked off this year and absolutely no trees will be sold before 8 a.m. We will have staff available to help bag trees and answer questions. If you are interested in purchasing more than the four tree limit, check back at 11:30 a.m. to see what trees may still remain. Before a tree is planted, call Gopher State at 651-454- 0002 to locate underground utilities. FREE SEEDS FOR MONARCHS Pick up your free packet of milkweed seeds and plant them in your yard to help the monarch butterflies. FREE COMPOST FOR ORGANICS CUSTOMERS Organics customers will be receiving a coupon in the mail from Randy’s that can be brought to Clean-up Day for a free bag of compost. BRUSH AND COMPOST SITE Located northwest of City Hall at 2052 Cty. Rd. 24, the brush and compost site is open year round Tuesday thru Thursday 7 a.m. to 3:30 p.m. (except holidays) and Friday 7 a.m. to Monday 3:30 p.m. (open all weekend during daylight hours). Accepted items for brush pile: Brush and woody shrubs and vines Christmas trees Large logs Stumps that have been cut up Items not accepted: Painted or treated lumber and railroad ties. Accepted items for compost pile: Leaves/grass clippings (no bags please) Items not accepted: Hay and/or straw, animal waste and garbage.
