Comprehensive Plan Begins to Take Shape;
Reduction of Growth Anticipated
Over the past year, the City
has been working on updating
the Comprehensive Plan. The
Plan guides the future of the
City, including the location and
type of growth and development
in the City. The Plan also in-
forms future policy and invest-
ments in infrastructure and ser-
vices such as transportation,
parks, trails, recreation and water
resources.
The City has held three community meetings in order to discuss the various aspects
of the Plan in addition to a series of meetings of the Comprehensive Plan Steering Com-
mittee, Planning Commission, Park Commission, and City Council. The following draft
Vision Statement has evolved through the process:
“Medina is a community united by a common goal: to sustain and enhance the quality of
life of its residents. Medina will protect its significant natural resources and open space
throughout the City, while honoring its rural heritage and fostering safe and well-designed
neighborhoods, places of recreation and destinations for citizens to gather. Development
within the City will be commensurate with available transportation systems, municipal
services and school capacity.”
The Comprehensive Plan update anticipates 950 additional households over the
next 20 years, 250 of which are required to be higher-density housing such as apart-
ments and townhomes. This is a substantial reduction from what the City has previous-
ly planned.

ReDesigns is an innovative local business

a self taught decorator and Medina resident

team of paint specialists, contractors and
carpet vendors.
ReDesigns also specializes in finding or
making unique feature items that compliment
or elevate a client’s personal style. Often, a
single well-selected piece provides the focal
point that makes the space “work” the way
the client envisioned. These unique pieces
turn up in the most unlikely places and so
Katy is continuously scanning local estate
sales, antique stores, designer furnishings
sample warehouses, even old barns.
Services are provided at a reasonable
hourly rate of $55.00. In the case of furni-
ture purchase, a small purchasing fee, agreed
upon in advance with the client, is added.

2017 Budget Open House
September 6th at 6 p.m.
The City of Medina will be hosting a budget open house on Tuesday, Sep-
tember 6th from 6:00 p.m. to 7:00 p.m. at the Medina City Hall. A brief
presentation on the proposed 2017 budget and tax levy will be provided at
6:00 p.m., followed by a question and answer session between Medina resi-
dents and City officials.
The City Council will also be considering a resolution to approve the pre-
liminary tax levy during the regular Council meeting that begins at 7:00 p.m.

door event for the entire family. While the kids

2016 Primary & General Election Information
Primary Election: Tuesday, August 9, 2016. Polls open 7:00 a.m. – 8:00 p.m.
General Election: Tuesday, November 8, 2016. Polls open 7:00 a.m. – 8:00 p.m.
Voting Locations—Medina has two voting precincts that run along school district bounda-
ries. Residents in the Orono or Delano school districts within the City vote at Medina City
Hall, 2052 County Road 24. Residents in the Wayzata or Rockford school districts within the
City vote at the Hamel Community Building, 3200 Mill Drive. If you are still unsure where to
vote, go to: http://pollfinder.sos.state.mn.us/.
Absentee Voting—If residents need to vote by absentee ballot, residents may obtain an application by visiting
http://medinamn.us/citygov/elections/, calling City Hall, or by stopping by City Hall during regular business hours to fill out
absentee material. Absentee ballots are currently available through August 8th for the Primary Election, and from September
23rd through November 7th for the General Election. Additionally, City Hall will be open from 10 a.m. to 3 p.m. on Saturday,
August 6th and Saturday, November 5th for absentee voting.
Voter Registration—If you voted in the last election in Medina and have not moved or changed your name, you should already
be pre-registered to vote in the next election. If you still need to register to vote, would like to check if you are registered or want
to find out more information go to mnvotes.org.
Municipal Elections—Filing for Local Office—The City of Medina will have three positions on the ballot during the Novem-
ber General Election. The Mayor (2 year term) and two City Council (4 year terms), which are at-large positions, representing all
Medina residents. Persons interested in running for these offices may file at City Hall. The filing period begins at 8 a.m. on Tues-
day, August 2nd and closes at 5:00 p.m. on Tuesday, August 16, 2016. Save the date for the Medina Candidate Forum on
Wednesday, October 12, 2016 at 7 p.m. at the Hamel Community Building. All residents are welcome to attend!

2016 Cable Buildout Plan with Mediacom
The City of Medina has been notified that Mediacom intends to begin construction in late July or early August on 18 total
miles of System facilities and cable to be constructed and activated in 2016. This expansion provides availability of cable televi-
sion and high-speed internet to approxi-
mately 120 homes. The following map
displays the 2016 buildout for Medina in
red. Generally, service is proposed to be
expanded to properties along Willow
Drive, Deerhill Road, Chestnut Road,
Homestead Trail, Parkview Drive, Pioneer
Trail and Chippewa Road (west of Pioneer
only).
As proposed by Mediacom, it does not
appear that any owner should be required
to contribute to the cost of connecting to
the system within the expanded service
areas. If you are requested to pay for any
share of the installation cost, please con-

The key provision of the Cable Fran-
chise between City of Medina and Media-
com includes buildout of 37.46 miles of infrastructure to provide access to as many residents and businesses as possible. The
cable franchise is for 10 years with an extension of 5 years upon mutual agreement. The agreement is a Non-exclusive franchise.

Noxious Weed Control
The City of Medina Weed Inspector would like to re-
mind residents to do their part in controlling any noxious
weeds that may show up in your yard. Noxious weeds need
to be taken care of seven days before going to seed. Minne-
sota Policy states that residents be protected from the effects
of noxious weeds on public
health, the environment,
public roads, crops, live-
stock and other proper-
ty. The following website:

Hunting Season is Coming Soon
Every year we receive complaints in reference to hunting.
As the City of Medina continues to grow, our population be-
comes more and more dense and less
area of the City is being used for hunt-
ing. The City believes that hunting is a
valued privilege and wants to ensure
hunting continues into the future. To
do this we need all the hunters to follow
the City regulations to ensure we can
continue to enjoy this privilege.
One of the main complaints is in reference to birdshots
crossing property lines and hitting roads, houses and other
structures on adjacent property. We want to remind all hunt-
ers to be vigilant to exercise safe hunting practices. Know
where your shots are going and where they are landing; you
need to ensure the safety for the surrounding residents.
If you are planning on hunting in Medina, please review
the regulations on the City’s website at http://medinamn.us/
regulations-fees/licenses-permits/hunting-permits/ and make
sure that you are in compliance with the City ordinance. Safe-
ty and respect will help to reserve the privilege of hunting in
Medina into the future.
Safety Tips
Auto Theft Prevention
The easiest way to keep your vehicle from being stolen is
to lock all the doors, roll up the windows, and remove the
keys. Also, please remove all valuables or keep them out
of sight. If you see any suspicious activity, please call 911
immediately. You are our eyes and ears in assisting to ap-
prehend these criminals.
Pedestrian Safety
Each year, more pedestrians are killed in traffic accidents.
Heavier traffic levels and lack of sidewalks are two dangers
faced by pedestrians. The following tips help make your
journey safer: Cross intersections carefully (stop & look
both ways), Respect traffic lights, pay attention, walk on
the shoulder facing traffic, wear reflective clothing, and
supervise / teach your children about safe walkin g.
Kids & Cars - How to be Safe
Never leave your child alone or let them play inside a vehi-
cle. Temperatures (hot or cold) can reach deadly levels in
minutes. Children left alone in cars are potential targets for
child abductors. Always keep the car keys out of your chil-
dren's reach. If your child is ever locked inside your vehi-
cle, call 911 immediately.
Bike Safety Tips
Children, as well as adults, sometimes need to be reminded
of safety while biking. Consider the following while riding
your bicycle. Always wear a helmet, look both ways before
crossing the street, wear colorful, bright clothing, check
your tires for air, use a backpack to carry items, always lock
up your bike and ride with a friend.
Dog Regulation Reminders

With the increased residen-
tial growth in the community,
the City continues to receive
increased complaints regarding
off leash dogs and dog waste.
Please be respectful of public
spaces and neighboring proper-
ties by leashing your dogs and
picking up after your dogs.
Even if it seems like the dog
feces is in a remote area and no
one will notice, it is still
someone’s property and needs
to be picked up! It is also the
law to clean up after your pets
and leash them off your proper-

Before taking your dog on a walk, please remember to
bring a bag or two to cleanup after your dog along the way.

New Blue Bag Organics Customer Incentive – $20 Credit for Signing Up or Referring!
As of August 1, 2016 the City of Medina and Randy’s Environmental Services are offering a $20 credit on your garbage bill
to new organics recycling customers and existing organics customers who refer new participants. This offer is limited to the
first 340 new customers and referrals and only available to Medina residents.
The referral incentive is only available to organics recycling customers who were part of the program prior to August 1,
2016. Referrals must mention your name and address when signing up. You can receive a $20 credit for each new customer you
refer, up to 4 new households – that means you could receive up to an $80 credit on your garbage bill!
How much extra does organics recycling cost me? Nothing! The cost of the Blue Bag Or-
ganics Recycling Program is already calculated into your existing garbage and recycling bill.
How do I sign-up? All you need to do is call Randy’s at 763-972-3335 TODAY to opt-into the
service. Randy’s will then deliver a year’s supply of the compostable Blue Bags (choose between
13 gallon or 33 gallon) and a 32-gallon can is available if requested.
How does the Blue Bag Organics Recy-
cling program work? Throughout the week,
discard your organics waste into your Blue
Bag Organics composting system. On Trash
day, hand tie the Blue Bag Organics liner and
place it inside your regular garbage cart for
curbside pickup. Randy’s will separate the
Blue Bags from other trash at their facility.
And off they’ll go to a composting company.
About two months later, recycled food waste
from households like yours will be converted
to compost and sold at local garden centers.
Each spring, Blue Bag Organics customers
receive a coupon in the mail for one free bag
of their compost!
What is Organics Waste and Why should I care? Organic waste is all
food waste, food-soiled paper (such as pizza boxes), paper towel, napkins,
etc. Because more than 25 percent of our trash is organic waste, it’s easy to
make a big difference! By participating in the organics program, you are
reducing the waste that is going to the landfills and contributing to more
efficient operations at the resource recovery/waste processing facilities
(burner). The recycled organic waste is being converted into nutrient-rich compost to help grow more food and for use in land-
scaping projects.
