HomeMy Public PortalAboutJune 09 BOH MinutesBOARD OF HEALTH MEETING June 17, 2009 Town Council Chambers, Administration Building CALL TO ORDER: Dr. Beck called the meeting to order at 7:40 PM. PRESENT: Dr. Barbara Beck, Cynthia Brooks, Steven Ward, Kristel Bennett, Mark Waksmonski, and Karen O'Reilly. Minute Review: The Board of Health reviewed the minutes of May 26, 2009. Cynthia Brooks made a motion to accept the minutes of the May 26, 2009meeting. Dr. Beck seconded the motion, all were irh favor. Old 1 New Business: Steven Ward discussed the H IN 1 influenza and the Health Department's continued efforts to respond to this novel influenza. Steven Ward also discussed sheltering with the Board, and the Health Department's efforts to prepare if the need arises for a shelter. Jiffy Lube: Kristel Bennett presented the plan review documentation for Jiffy Lube to the Board. Mrs. Bennett informed the Board that Marc Fanticola was representing Jiffy Lube and was requesting a Hazardous Materials Permit. Mrs. Bennett informed the Board that the applicant has received the in-service training regarding the requirements of the Hazardous Material Regulations and has been instructed as to the responsibility concerning the inspection process. After a brief discussion Cynthia Brooks made a motion to approve the issuance of a 2009 Hazardous Material Permit to Jiffy Lube. Dr. Beck seconded the motion. All were in favor. Boston Volkswagen: Kristel Bennett presented the plan review documentation for Boston Volkswagen to the Board. Mrs. Bennett informed the Board that Ken Tenure was representing Boston Volkswagen and was requesting a Hazardous Materials Permit. Mrs. Bennett informed the Board that the applicant has received the in-service training Board of Health Minutes June 17, 2009 regarding the requirements of the Hazardous Material Regulations and has been instructed as to the responsibility concerning the inspection process. After a brief discussion Cynthia Brooks made a motion to approve the issuance of a 2009 Hazardous Material Pettit to Boston Volkswagen. Dr. Beck seconded the motion. All were in favor. District 2 Presentation: Animal Control Officer/ Jr. Sanitarian, Karen O'Reilly and Sanitarian, Mark Waksmonski presented the May 2009 Environmental Health Report to the Board. Ms. O'Reilly highlighted discussed the increase of animal complaints, the goose herding, and West Nile and EEE surveillance with the Board. Mr. Waksmonski reviewed housing and food complaints, routine hazard materials inspections and pool inspections, and the provided an update from the communications subcommittee to the Board. The Talk Restaurant: Kristel Bennett presented the plan review documentation for the Talk Restaurant located at 116 Main Street. Mrs. Bennett informed the Board that Mr. Kaz Keuchkarian was representing The Talk Restaurant and was requesting a Food Service Establishment and Catering permit. Mrs. Bennett informed the Board that the applicant has received in-service training regarding the requirements of the Food Code and has been instructed as to their responsibility concerning the inspection process. After a brief discussion Cynthia Brooks made a motion to approve the issuance of a 2009 Food Service Establishment and Catering Permit to The Talk Restaurant. Dr. Beck seconded the motion. All were in favor. Oldford Enterprises d/b/a Midas: Kristel Bennett presented the plan review documentation for Jiffy Lube to the Board. Mrs. Bennett infotined the Board that Chris Oldford was representing Oldford Enterprises d/b/a Midas and was requesting a Hazardous Materials Permit. Mrs. Bennett informed the Board that the applicant has received the in-service training regarding the requirements of the Hazardous Material Regulations and has been instructed as to the responsibility concerning the inspection process. After a brief discussion Cynthia Brooks made a motion to approve the issuance 2 Board of Health Minutes June 17, 2009 of a 2009 Hazardous Material Permit to Oldford Enterprises d/b/a Midas. Dr. Beck seconded the motion. All were in favor. 77 Fayette Street: Kristel Bennett outlined the sanitary code history at 77 Fayette Street and the outstanding sanitary code violations against, Ms. Madeline Jay, owner of 77 Fayette Street. The owner's representative Attorney Michael Delaney gave infomnation regarding the status of the owner and the property in concern. After hearing the findings of the attorney and the Health Inspection, and after much discussion Cynthia Brooks made a motion, to continue the condemnation of order of the May 26, 2009 hearing. Further, a written structural analysis of the property, and a written plan for accessing the dwelling to remove valuable, for cleaning the dwelling, and to raise the dwelling must be provided to the Board of Health. Dr. Beck seconded the motion. All were in favor. Regulation — Keeping of Animals: The Board of Health discussed the proposed draft, plan review and application.
