A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA-LOCKA, FLORIDA, TO RATIFY THE CITY
MANAGER'S EXPENDITURE TO ALLAPATTAH MOTORS,
INC., FOR THE EMERGENCY REPAIR OF PUMP STATION 9,
IN AN AMOUNT NOT TO EXCEED $16,000.00, WHICH IS NOT
A BUDGETED ITEM; PAYABLE FROM ACCOUNT NUMBER
35-535630; PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, emergency repairs were urgently needed for Pump Station 9, due to
malfunctioning valves; and
WHEREAS, as a result of the emergency, the City Manager had to authorize immediate
repair to Pump Station 9; and
WHEREAS,Allapattah Motors, Inc.,made the repair to Pump Station 9; and
WHEREAS, repairs to Pump Station 9 were not budgeted for this fiscal year, but can be
funded through the Peak Flow Study Project; and
WHEREAS, the City Commission of the City of Opa-lokca desires to ratify the City
Manager's emergency authorization of Allapattah Electric Motors, Inc. ("Allapatah") to repair
Pump Station 9; and
WHEREAS, the City Commission find it in the best interest of the City to ratify and
approve the emergency expenditure to Allapattah for repairs to Pump Station 9 on an emergency
basis, in an amount not to exceed $16,000.00.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.

Section 2. The City Commission of the City of Opa-locka hereby ratifies the City
Manager's action and authorizes the expenditure to Allapattah Motors, Inc., for emergency repair
to Pump Station 9, in an amount not to exceed $16,000.00, which is not a budgeted item; payable
from account number 35-535630
Section 3. This resolution shall take effect immediately upon adoption.

Short Title:
Ratify Emergency repair of pump station No.9 located at S.W. Corner of 151 Street & Seaman Avenue in order
to protect life, health and safety of the citizens of the City Of Opalocka to avoid sewage flow on city streets and
create unsanitary and hazardous condition.
Description:
All the valves at the station are malfunction. The pump station is in need of urgent and emergency repair in order
to protect life, health and safety of the residents of the City of Opa-locka. The malfunctioning of valves will result
in overflow of sewage on City Streets.
Proposed Action:
Staff recommends approval.

Req uest: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA RATIFYING THE CITY MANAGER'S APPROVAL FOR AN
EMERGENCY REPAIR AT PUMP STATION NO, 9 BY ALLAPATTA MOTORS,
INC. IN ORDER TO PROTECT LIFE, HEALTH, AND SAFETY OF THE
CITIZENS OF THE CITY OF OPA-LOCKA IN THE AMOUNT NOT TO
EXCEED SIXTEEN THOUSAND DOLLARS ($16,000.00) PAYABLE FROM
ACCOUNT NUMBER 35-535630.THIS ITEM IS NOT BUDGETED.
Description: The purpose of this request is to authorize Allapattah Electric Motors, Inc. to repair pump
station No.9 on an emergency basis. Pump Station No. 9 was under conditional moratorium as the station
was missing the second pump. Previous repairs were performed by the city staff and as a result of that
BERM released the station from moratorium. Now all the valves at the station are malfunctioning. The
station is in need of urgent and emergency repairs.
Account Number: #35-535630, Work on Pump Station #9 was not budgeted this fiscal year. However,
we will fund this emergency expense using dollars from the Peak Flow Study project. There is a total of
$35,000 budgeted in FY 2013; however there is $10,000 remaining in the project leaving $25,000
available.
Implementation Time Line: As soon as possible in order to avoid sewage overflow on city streets and
create unsanitary and hazardous condition.
Legislative History: Previous repairs were performed by the City staff. Based on the run time of four(4)
hours DERM released from moratorium on March 8, 2013.
Recommendation(s): Staff recommends approval in order to avoid sewer overflow on city streets and
also to bring the system in compliance with DERM. The following is the description of work and
quotes from three(3) vendors:

Disconnect power, Remove existing pumps. Re-thread C&I $7,800.00 Visual
bolts between pump and motor. Reinstall pump. Replace construction inspection
gaskets&bolts with SS bolts. Reconnect power pump. & design only

valves. Remove and replace two check valves to replace sewer Inc.

approx. 20 ft in between valves, all new gaskets, bolts,
nuts and tighten housing on pumps.
Analysis: City staff made a detailed inspection of the pump station and concurs with the scope of work
provided by Allahpatta Electric Motors Inc. This company has all necessary materials, pipes, fittings and
technicians are available to handle the emergency situation on a short notice.
