2020 Preliminary Budget Summary
The City Council approved a preliminary budget and
property tax levy for 2020 at the September 3rd Council
meeting. Immediately prior to the council meeting, Council held an Open
House in order to consider comments from residents.
The proposed 2020 tax levy is $4,392,771. The preliminary estimates show
the City’s property tax rate would increase from 21.528% in pay 2019 to
22.479% in pay 2020. The overall preliminary levy increase also includes
$98,000 towards a 30-year replacement plan for park equipment and $178,000
for capital equipment.
The proposed budget includes a 3.3% increase to the General Fund property
tax levy for 2020. The General Fund Budget is proposed at $4,736,401. The
$164,063 proposed increase will be utilized for the general operations for the
public works and police facility, city hall, parks, roads, fire services, increased
insurance costs, and a 2.5% cost of living increase for staff. The General
Fund budget provides for all basic City services and has remained quite steady
over the last decade. The final 2020 budget approval is scheduled for the
December 3, 2019 City Council meeting at 7 pm.

The U.S. Census counts every resident in the United States. As mandated by the U.S.
Constitution, America gets just one chance each decade to count its population. The
results of the census determine the number of seats for each state in the U.S. House of
Representatives and are used to draw congressional and state legislative districts.
Federal agencies use the results to distribute more than $675 billion in federal funds
each year.
Every household will have the option to respond to the census by responding online,
by mail, or by phone. Households will receive an invitation to participate in the 2020
Census from either a postal worker or a census worker. Watch for mailed census
information in March 2020. A final reminder postcard will be sent out in April before
census workers follow up in person.
Address Canvassing in Progress: Fall 2019
Census workers have already started address canvassing this fall to validate, correct,
add, and/or delete address records. Address canvassing involves field representatives
traversing every road and visiting select addresses to confirm habitable locations.
Census employees will have an official identification card with the employee’s name,
picture, and an expiration date.
Why the Census is Important
Representation - Census data determines the number of seats each state has in the
U.S. House of Representatives, as well as districts for state government.
Funding - Census data guides federal spending allocation of approximately $589
billion to local communities every year.
Planning - Census data helps plan roads, schools, hospitals, senior centers, and
emergency services to best serve changing populations.
Business - Census data assists businesses in locating factories & stores, recruiting
employees, and conducting market research.

Land Use Applications Under Review

Weston Woods – east of Mohawk Drive, north of Highway 55
PIDs 03-118-23-13-0002, 03-118-23-42-0001, and 03-118-23-41-0001
Mark Smith (Mark of Excellence Homes) has requested a Comprehensive
Plan Amendment and Planned Unit Development Concept Plan for
development of 41 single-family, 76 twinhomes, and 32 row townhomes on
131 acres (approximately 57 buildable acres). The Planning Commission is
tentatively scheduled to hold a public hearing on October 8.
3672 Pinto Drive Rezoning – east of Pinto Drive, south of Highway 55
PIDs 12-118-23-23-0013 and -0014 – Woodbury REI, LLC has requested a
rezoning from Commercial-Highway to the Commercial-General zoning
district. The applicant has indicated that they are interested in developing a
self-storage facility on the site. The Planning Commission is scheduled to
hold a public hearing on October 8.
Adam’s Pest Control (Jan-Har, LLP) – north of Hwy 55, west of Willow Dr.
PIDs 04-118-23-21-0001 and 04-118-23-24-0001 - Jan-Har, LLP has
requested a rezoning, preliminary plat, and site plan review for development
of a 35,000 s.f. 3-story office building, restaurant, and 13,000 s.f. warehouse/
shop with an additional lot for future development. The Planning Commis-
sion is tentatively scheduled to hold a public hearing on November 12.
Roehl Subdivision – 1735 Medina Road – The Estate of Robert J. Roehl has
requested a preliminary plat for subdivision of 28 acres into two lots, located
south of Medina Rd. and west of Tamarack Dr. The Planning Commission is
tentatively scheduled to hold a public hearing on November 12.
Public Works 2019 Summer Project Recap
This year’s rainfall has been very impactful on contractors and Public Works staff. The City’s two major road projects,
Brockton Lane and Hickory Dr, experienced some delays. Brockton Lane has been delayed several times from excessive rain
and poor soil conditions, but the project will continue as soils dry out and is still planned to be finished in 2019. Hickory Dr. is
still on schedule and should be finished in October.
Medina Road was cracked sealed and seal coated, and trees were removed
in preparation to expand the bike lane in the coming years. Striping should
be completed by October.
The Hunter Lions Park’s tennis and basketball court were resurfaced in
July and included the addition of youth tennis lines. Public Works has also
been working on replacing wood fiber in several of the playgrounds and
installing mats under the swings.
Hydrant flushing and maintenance took place in September since other Public Works projects were delayed due to the amount
of rain this year.
Fall Reminders
Fall Cleanup - Complete your fall
projects before winter, so spring rains will not
cause erosion. The city’s compost/brush site
is located behind City Hall and is free for
residents. Leaves, grass clippings, and brush
are accepted. Starting October 1st through the
fall season the site will be open 7 AM to dusk.
Drop site reminders - If you notice someone
illegally dumping other materials at the site,
please notify the Medina Police Department.
We also would like to re-
mind residents that this
site is for resident use, and
although contractors that
are completing small jobs
for residents can bring
materials to the site,
please use discretion in
what is a reasonable
amount, as the quantity affects the budget.
The City has to budget/pay for the mainte-
nance of the yard waste by wood chipping the
branches and removal of the compost.
Parking - City ordinance prohibits parking on
public streets from November 1st - March 31st
1:00 – 6:00 AM. If possible, Public Works
would appreciate having no vehicles parked
on City streets when snowfall occurs during
the daytime to assist in plowing.

Day on September 21st. This year’s event was bigger than ever with THE BIG EPIC SHOW, a patriot parachute jump, a

hunting map for the City of Medina. We
offer Medina residents in rural residential
areas where hunting is allowed the
opportunity to have their property labeled as
“No Hunting”. Any resident who would like
to have their property added to the map,
please contact the Medina Police
Department. This map is also on our website
for review so hunters know up front that
your property has been designated as no
hunting. Requests should be sent to

Thefts from Autos
This summer the Medina Police Department has
responded to numerous reports of thefts from
autos. These thieves travel the suburbs at night
going from neighborhood to neighborhood check-
ing for unlocked vehicles. If they find that the
vehicle is unlocked, they enter the vehicle and take
anything of value. There have been instances where
the suspects have found unlocked garage service
doors and/or open garage doors and have entered
and stolen items out of the garages. Please make
sure that you are locking your vehicles and doors at
night. If you see anything suspicious, please call 911
to report it. In today’s world we want to remind
everyone, “If you See Something, Say Something”; it
is not just something for the airport. If you have any
questions, please contact the Medina Police
Department at 763-473-9209.
New Scam Targeting Xcel Customers
A new scam is going around. A caller identifying themselves as a
representative from Xcel Energy is saying that you are behind on your
utility bill and you need to make payment immediately or they will shut
off your electric service. The caller asks you to send money or set up a
payment plan. THIS IS A SCAM!
The callers are very convincing. Do not make any type of payment.
Call Xcel at 1-800-895-4999 to report this scam and confirm you are
current with your utility bill. The reports that we have taken have been
related to Xcel, but the scammers will likely use other companies in the
future. If someone is calling and demanding payment immediately, and
you are not aware that you owe money, do not make a payment until
you confirm with that company the charges are real.
If you have any questions on calls that do not seem to be right, you can
always call the Medina Police Department. We will help you determine
if it is a scam or not. Medina Police can be reached at 763-473-9209.

Three of the four fire departments that serve Medina residents will be hosting
open houses in October, where residents are invited to come meet your fire-
fighters, participate in family fun activities, enjoy some food, and learn about
fire prevention tips. Hamel Fire will not be hosting an open house this year.

Open House:
Chippewa Road/Arrowhead Drive Corridor Study
Tuesday, October 15, 2019 – 5:00-6:45 p.m.
The City recently began a visioning study of the Chippewa Road/Arrowhead
Drive corridors. The study will address future construction of Chippewa
Road east of Mohawk Drive and future improvements to Arrowhead Drive
north of Highway 55. The need for roadway and trail improvements in this
corridor were identified in the City’s Comprehensive Plan.
The open house will be held from 5:00 p.m. to 6:45 p.m. in the City Council
chambers of City Hall, 2052 County Road 24. There will be opportunities to
influence the design of the ultimate street improvements by identifying
current issues in the corridor and providing feedback on potential alternatives
being considered. No timeline has been set for construction and will be
based on development in the area or changes in traffic volumes in the future.
The study is intended to allow future improvements to be incorporated into
adjacent projects and allow the City to be prepared to respond efficiently
when construction becomes necessary.
