which was held virtually pursuant Minn. Stat. Sec. 13D.021. Park Commission Chair Mary Morrison 3

Morrison noted that typically the elections would occur at the beginning of the meeting but have been 20
placed at the end by staff in order to prioritize the public hearing items so that any residents attending the 21
hearings did not have to sit through them. The agenda was approved as presented. 22

Each councilmember and city staff member introduced themselves by sharing a brief introduction. 26

5. CITY COUNCIL UPDATE 32

Reid introduced herself and shared a brief history of her service on the park and planning commissions, as 34
well as her current term on the city council. She provided an update from recent council meetings and 35
activities. 36

6. STAFF REPORT 38
DeMars noted the packet includes a 2022 city council roster (schedule) for park commissioners to provide 39
an update at city council meetings. Members agreed to attend city council meetings when their schedules 40
permit, and especially when there are significant updates to report. If unavailable, Scherer will provide 41
updates. 42

7. MEANDER PARK AND BOARDWALK DEVELOPMENT 2

Finke presented a request for a Planned Unit Development Concept Plan for a commercial and residential 4
development and provided details on the subject site and adjacent land uses. He stated that the applicant 5
is considered an event center, restaurant, retail, and daycare center for the commercial portion of the 6
site. He noted that three residential units would be proposed for the north side of Meander Road. He 7
explained that the property south of Meander is zoned and designated for commercial use while the 8
property to the north is zoned low density residential. He stated that although a PUD is requested to 9
allow flexibility from the underlying zoning districts, the underlying zoning regulations are used for 10
comparison purposes. He stated that the proposed development would by and large meet the standards of 11
the commercial highway district with the exception of the drive aisle setback. He stated that in reference 12
to the residential portion of the project, the applicant would like to use an attached housing product in 13
order to meet the density of the zoning district and because of the location of the wetlands. He stated that 14
recommendations were included from staff related to the commercial and residential development 15
proposals. He summarized the additional staff comments related to transportation and trail 16
connectivity. He noted the applicant was also in attendance and welcomed questions from the 17
Commission. 18

Morrison polled the members for questions or comments. Sharp asked Finke to point out where Field of 20
Medina park was on the presentation map. Morrison asked Finke to clarify if asking for the easements 21
would then negate the city’s ability to take cash in lieu. Finke confirmed it would. 22

Christopher Peterson, Medina Ventures LLC, commented that he lives within 500 feet of the subject 24
site. He read aloud staff comments as provided in the packet. He stated that he is very excited about the 25
project and chose to enter into the endeavor because he has been a Medina resident since 2015 and has 26
worked in the city for decades. He stated that during that time he has seen a lot of growth and a demand 27
for restaurants and recreation. He stated that his idea for this development would combine multiple things 28
onto a property that has a large amount of wetland and only a smaller portion of developable 29
property. He stated that they attempted to provide an aesthetically pleasing development that provides 30
amenities and services that are needed along with the ability to enjoy the natural area of the wetland. He 31
explained that the boardwalk would be a key component of the development for that purpose. He stated 32
that the intent is for people to feel like they are immersed into a wetland area while they are able to visit a 33
restaurant, attend an event, or just gather. 34

Finke suggested the commission review this project as a sort of big picture to thoughtfully plan out 36
easements, going forward. Morrison commented that without the master plan, and not being certain of 37
38
Three Rivers plan, it seems we should be open to multiple easements until we have more information on 39
the progression of trails. 40

Hutchinson remarked we should be aggressive in preserving the possibility of an easement and would like 42
to know from Three Rivers if they do not want an easement in this location. 43

Peterson thanked the commission for their time and reiterated that his intent is to receive any input from 2
the commission in order to ensure that this development would benefit the community for years to 3
come. 4

8. MARSH POINTE PRESERVE 6

Finke presented a Preliminary Plat and General Plan of Development for a 30-lot subdivision on 8
approximately 12 net acres. He noted that the Commission, Park Commission and City Council 9
previously provided input on the concept plan. He stated that the density would be proposed at 2.5 units 10
per acre which falls within the range for low density residential. He reviewed the surrounding land 11
uses. He displayed an illustrative design which shows an access from Arrowhead Drive to the west and 12
terminating in a cul-de-sac. He noted that most of the sites would be single loaded from the street. He 13
explained that there is not enough space to front lots on both side of the road through most of the 14
development because of the width from the northern property line to the required wetland buffer on the 15
south. He stated that there are some wetland impacts to widening the roadway to provide access to the 16
eastern portion of the site, therefore the application would be subject to approval of the Wetland 17
Conservation Act (WCA) replacement plan. He stated that this proposed development would be low 18
density residential which has a density range of 25 to 36 units for the site, noting that the applicant 19
proposes 30 lots for the site. He reviewed requirements of the R-1 and R-2 districts, which would allow 20
low density residential, and noted that the applicant proposes a PUD. He stated that the proposal is 21
similar to the R-2 zoning district standards and stated that the applicant has provided a narrative 22
explaining why he believes a PUD would be supported by the proposed development. He noted that the 23
applicant proposes single level homes throughout the development and is open to that being a requirement 24
of the PUD, with more narrow lots. He stated that the proposed cul-de-sac is longer than the 750 feet 25
limit in Code. He explained that because of the location of the wetlands and park location there is no 26
alternative to provide access throughout the site. He provided details on the proposed architectural design 27
and related to transportation, highlighting the recommendations from staff related to transportation that 28
have been incorporated into the plan since the concept review. He reviewed the tree preservation and 29
landscaping details for the application, providing additional details on the waiver request from the 30
applicant. Finke noted the project is now in a formal application thus is seeking recommendation tonight 31
for park dedication from the commission. 32

Hutchinson asked if Lot #1 could be designated for park land. He asked why the proposed trail isn’t north 34
of the lot, to avoid crossing a driveway. He asked why the proposed private park was removed from the 35
proposal. 36

Scherer commented that consuming Lot #1 for park land is not necessarily ideal because the city is then 38
responsible for its maintenance, which is a significant investment. Since there is already a park nearby, 39
this should be thoughtfully considered. 40

Finke noted previous feedback from the park commission on the private park was indifferent and that the 42
city council was not in favor of the private park, so the applicant removed it from the plan. 43

George Stickney, applicant, commented the community play park was removed from the plan and instead 2
is reallocating the funds towards the restoration of the neighboring Bridgewater property. He stated that 3
he will landscape the future outlot and right-of-way and if those areas are needed in the future, he can 4
transplant those plantings/trees to a different area of the site. He commented that he will have a 5
beautiful entrance monument and landscaped road. He stated that after the Council review of the concept 6
plan, he added an additional tree within each lot boundary which results in about 5.7 trees per lot. He 7
stated that he removed the park shown in the concept plan and made the three lots on block two 8
larger. He commented that building 25 two-story homes on the property would have a much larger 9
impact on the existing residential properties. He stated that upon walking the property in a leaf off 10
condition, he noticed poor quality vegetation and buckthorn. He explained that he has met with all 11
property owners on Bluebell that have abutting properties to the development and has proposed a 12
restoration and screening project for each of those properties specific to the needs of each site. 13

Sharp commented the changes are positive and agrees with removing the playground. 15

Morrison concurred and thanked the applicant for taking trail safety into consideration. 19

Motion by Morrison, seconded by Sharp, to recommend to approve the staff recommendation for park 21
dedication and as public amenities of the PUD: (1) Trail construction from Arrowhead Drive to Medina 22
Lake Preserve (2) Trail easements as necessary for trail outside of right-of-way (3) Trail easement along 23
the west of the cul-de-sac for potential Diamond Lake trail location (4) Trail easement over wetland area 24
east of Block 5 (5) Construction of parking spaces adjacent to “Street A” at Medina Lake Preserve. 25

9. CATES INDUSTRIAL PARK 36
Finke presented a request for a Comprehensive Plan amendment for the Cates Industrial Park. He 37
identified the subject parcel and highlighted the surrounding property uses and future land uses. He stated 38
that the site is guided for Future Development Area (FDA) which signifies that the property may be 39

considered for urban development in future planning processes. He explained that for the 41
current planning period of through 2030, the property is not anticipated for urban development. He stated 42
that the applicant is proposing a business use within the current staging period. He explained that the 43
proposal would be for approximately 665,000 square feet of warehouse and light industrial uses with 44
office. He stated that the concept plan does not provide specific details for the development but is 45

provided for context for this Comprehensive Plan amendment. He noted that if the amendment is 2
approved, additional content would be provided during future applications for plat, site plan review, etc. 3
He noted that the project is being presented to the park commission now so that the commission can 4
consider whether a potential land use change will necessitate additional improvements in the park and 5
trail plan. 6

13. 2022 PARK COMMISSION GOAL DISCUSSION 19

Morrison noted her agreement with the sentiment of commissioners speaking to their assigned parks at 21
meetings instead of only on park tours. Morrison mentioned the importance of discussing the CIP, park 22
inventories, and park projects on a monthly basis. The commission agreed. 23

Sharp, Morrison, and Norman volunteered to seek out / research grant opportunities. 25
26
Sharp noted that in 2021 he proposed looking into membership into Minnesota Park and Recreation 27
Association for newsletters, correspondence, and grant opportunities. Norman volunteered to look into 28
membership options. Webster mentioned he is an active member of this organization. 29

DeMars will include a recap of the Robert G Mitchell Jr. Designated Beneficiary Fund at the February 16, 31
2022 park commission meeting. 32

Scherer provided an update on current planned park and trail improvements. 34

Bernhardt and Webster volunteered for the Hunter Lions Park reconstruction subcommittee. 36

Hutchinson and Webster volunteered for the Lakeshore Park redesign subcommittee. Survey results will 38
be discussed in the February 16, 2022 park commission meeting. 39

1 Plan looks great, thank y ou!! I would like to see something done with the s torm drain located
at t he int ers ection of Brook Street and Lak es hore Av e. A torrent of water flows downs lope off 3
streets into this drain, creat ing a direct c onduit for salts, c hemicals and hard metals int o the
lak e. The past attempt to fix the issue was poorly done: rip-rap may slow the erosion at the
site, but does little to filter out c ontaminant s. During the recent pipe rupture, s ediment was
flowing into the lak e after heav y rainfall. Then during the s nowstorm that followed, s alt was
added to the streets whic h was washed into the lake during the thaw that followed. I am not
sure what the s olution is (rain garden?) but I walk t he s treet daily and can see that t his is a
major point-s ourc e pollution c ontributor. And it is painf ul for my dog to on s treets following this

2 We us e the boat launch at the park and also the play ground equipment . I would recommend
that whatever c hanges are made t heir is still ample room for parking truc ks and boat trailers
(permit only ). Outs ide of that the kids hav e enjoyed t he playground and t he green spac e to run
and play. I wouldn't add too many pic nic tables as I rarely s ee them used here.

4 I would like an additional fishing doc k for the neighborhood and a staircas e down to the doc k

One of the selling features of the neighborhood is lake access and the c ity could really

Background
The City Council is scheduled to review and potentially approve of a purchase agreement to
purchase 2120 Chippewa Road at the February 15 meeting. The property is approximately
17 acres in size, located north of Chippewa Road and west of Mohawk Drive. This property is
located within a “Park Search Area” identified in the City’s Comprehensive Park Plan and the
purpose of the purchase is to secure land for a future park. The location of the property is
identified below. The green circle signifies the “Park Search Area” and surround land uses are
also identified.
Staff wanted to provide an update to the Park Commission so that costs for development of this
park were on the Park Commission’s radar when funding for other improvements are being
considered.

Park Development Costs
Development of a park in this area was anticipated in the Comprehensive Plan and the City’s
Master Plan. The plans included cost estimates for some common improvements for capital
budgeting purposes. The Comprehensive Plan projected that costs for the new parks and trails
identified in the plans would be higher than the projected Park Dedication which would be
collected based on current fee structure.
In addition, based on recent experience and price increases, staff believes the 2017 cost estimates
are significantly low. For example, the cost estimates anticipated $100,000 for a tennis court in a
new park. Costs for construction of the pickleball courts at Hunter Lions Park are projected to be
over $200,000, even though Public Works staff completed a significant amount of the labor and
these costs are not included.
The City had projected higher cost for securing land through the park dedication process. This
will help lower the overall cost of purchase and development of the park despite anticipated cost
increases for the improvements.

Anticipated Timeline
Staff believes it is still a number of years before the park will need to be developed. Property to
the west is staged for development after 2024. The Weston Woods development east of Mohawk
will be constructed and occupied over a series of years.
In the short-term, there will be costs for demolition and planning and design. At this time, staff
recommends considering at place holder in the CIP for more significant construction around
2025. Working backwards, the following schedule could be considered for discussion and
planning purposes:
• 2022 – Demolition of existing structures
• 2023 – Fall? – Engagement/Planning (determine if all land will be maintained for park)
• 2024 – Fall – Final Design
• 2025 – Summer – Construction
• 2026 – Park open
