A while back I was scheduled to meet friends for lunch on CA. Ave., it took me 45 minutes to find a parking place, finally someone pulled out of a space right in front of me so I could pull in. Needless to say, I was very late in joining my friends for lunch. Since then, I have purposely avoided going into the CA. Ave. area during lunch time for lunch or shopping. In the over 40 years I have lived in Palo Alto, I have seen traffic and lack of parking become serious issues. Before retiring, I refused to work in Palo Alto downtown or California Ave. areas unless the employer provided a parking place. Because most employers could not provide parking space, I had to work farther from home. Palo Alto needs more parking places in business and residential areas. Please do all you can to make living and shopping in Palo Alto a comfortable place. We are thrilled that the City is finally addressing the severe parking shortage in the California Avenue shopping  district. Businesses have been severely impacted in recent years by the parking shortage. As recent evidence,  the Palo Alto Online discussion around an article on labor shortages just a week or so ago devolved into a  discussion by residents about the lack of parking as the number one reason folks aren’t frequenting the  businesses on Cal Ave. In addition to the overwhelming organic shortage of parking, we have suffered thru  impacts from the Streetscape project followed immediately by the Visa building construction. Our business and  others are down because of this. We are fully supportive of this project but have a few concerns about  implementation.  2. As you have or will hear, virtually all business and property owners, and I suspect most patrons of the area will  encourage the City to maximize the number of parking spaces that will be constructed, even if it means making  aesthetic compromises or authorizing reasonable exceptions in other areas.  3. But by far my biggest concern is the transitional year (or more likely longer), during construction of the first lot,  when we lose the entire parking lot behind us. Without a well‐planned mitigation plan, this will be an absolute  disaster for the businesses on California Avenue.  I urge you to ensure that this parking mitigation plan is an  important piece of all discussions, plans and budgets related to this project. I actually worry that we might not  survive that year to eighteen months if there are not practical and convenient interim parking solutions in place  for our guests AND employees. And of course, the new RPP program only exacerbates this in combination.  4. We have serious concerns that we request you consider carefully before deciding on a garage design or the timeline for construction of the garage and the new Public Safety Building. Proposed Parking Structure in the California Avenue Business District x Build the largest garage possible x Do not waste precious parking space on unnecessary retail or a pedestrian arcade x Utilize the latest parking technologies to maximize garage parking capability For decades, we have advocated for additional parking. Several of the lots surrounding California Avenue were built one or two generations ago. At the time, California Avenue was generally ground floor retail and service businesses. However, since the Pedestrian and Transit Oriented Development (PTOD) and Streetscape plans were introduced; the City of Palo Alto has pursued a development policy which has intensified the use of the district by encouraging rapid growth and high density. In many instances, buildings which were once one floor are now three. While this has taken place over the last decade, parking has been generally ignored. The building density has resulted in more employees, more visitors and more guests without any measurable increase in parking. In addition, a significant number of the parking spaces that the City uses in their parking counts are at a substandard width of seven feet, and many of those spaces are unused during peak hours because they are simply too small to effectively provide parking. The merchants and business owners are the most significantly impacted by the parking shortage. It is critical that the needs of businesses on California Avenue - the tax generators - be carefully balanced with the needs of the employees who work in the district, and the guests and visitors who support our success. Without sufficient parking for our district to remain sustainable, we will lose customers and/or our employees are forced to park in the residential zones. The City has presented the public with multiple options for a new parking facility. The overwhelming majority of property owners, business owners, merchants, employees and residents are advocating for the garage plan that will offer the greatest net gain in parking spaces without the option of any additional retail or using precious space for an unnecessary arcade. We believe the long-term, commercial stability and viability of California Avenue requires a parking structure with two levels below grade and at least three to four levels above grade. Certainly, the cost of the new structure is significant, but this is a onetime opportunity to help alleviate the parking demand, and make a forward-thinking capital investment in the future and continued success of our community and business district. It is important to consider how the nature of “retail” is evolving, making location and connection to other retail even more critical to success. The proposal to add retail and an arcade makes no sense, especially when the addition of those add-ons will reduce the number of available spaces and offer no benefit, in fact potential harm, to our district in these specific ways: 1. The addition of the retail space and an arcade would convert potential parking spaces to retail and an unnecessary public arcade, removing space better used for parking; 2. The retail space will add to parking demand: first for employees who must drive and need to park somewhere in the district, and second, by City-code-required parking for guests and customers of the proposed retail space; 3. The arcade would be an attractive nuisance as a location for loitering with no active, commercial foot-traffic, and would offer a convenient, protected location for loitering at night with the attendant problems now plaguing the downtown garages. All this would create a net negative for the neighborhood and parking overall. We strongly encourage the City to investigate space finding “Smart Parking Technology,” and consider some form of robotic and stacked parking for the structure. We propose the lower two levels be allocated for all day permit parking where robotic parking technology would make sense. The revenue from permit sales would help offset maintenance fees of the new parking structure. Commercial Disruption and the Residential Parking Permit Program There are two other issues of great concern to the California Avenue merchant community; Construction parking mitigation and the Evergreen Park RPP. We have been told the Public Safety Building would not break ground until the Parking Structure is 100% complete. This is a must for the community. Officials from both Planning and Public Works have verbally agreed that contractors should not be granted on-site parking for the duration of the project. Recently, during construction of the new Visa building on Sherman Avenue, most spaces in Lot C 7 were occupied by construction vehicles using unlimited daily passes. This cannot be allowed to happen during the construction of the new parking facility. It is imperative the City require the contractors to park off site and shuttle in. During the construction of the new parking facility on Lot C 7, the district will lose approximately 150 spaces. We request that the City provide a valet service (during peak parking hours, in at least two distinct locations) throughout the process. It was suggested to Public Works that prior to ground breaking on the parking facility, Lot C 6 should be reconfigured to accommodate as many parking spaces as possible. Throughout the construction process, the lot would be used by valet service. We have requested the City of Palo Alto engage Santa Clara County regarding the parking lot at the Superior Court located at 270 Grant Avenue. Some time ago, the parking lot surrounding the court building was posted as parking only for jurors and employees of the court - yet other clients of the court are not allowed to park in that lot. Consequently, on any given day, visitors and other patrons of the court usually fill a substantial number of the spaces in lot C 6. We believe the City of Palo Alto should work with the county to insure the court allows ALL their visitors to use the court’s lot-not the city lots C 6 or C 7. Also, we suggest the city secure the use of the court lot after business hours-perhaps after 6 pm-especially during the construction period when it could be used as a valet lot. An additional option would be to explore use of the Cal Train lot which is adjacent to Park Boulevard. The City has not shared information from the Business Registry regarding the number of employees that work in our district. Since most businesses and offices are hopefully registered, it should not be difficult to use the boundaries of Page Mill Road, Park Boulevard, and El Camino Real and determine the total number of employees that work within the district’s boundaries. This should be a required part of the process in assessing a realistic baseline for future parking requirements. According to City officials, there are over 250 names on the waiting list for the California Avenue parking permits. This has been exacerbated by the rush to implement the RPP for Evergreen Park. We request that the RPP be put on hold until a realistic mitigation plan is in place. Currently, it takes almost a year for the City to realize whether a permit (for the lots and garages in the California Avenue Business District) is in use. We suggest a holistic approach to resolving the parking issues around California Avenue and the surrounding neighborhood: 1. Determine how many people working the district drive single-occupancy vehicles (SOVs) to the area; 2. Determine how much parking is needed to meet the demand for visitors and customers of district businesses; 3. Overhaul the permit program with updated, forward-looking technology; 4. When the relevant data has been evaluated, determine the proper number of employee permits for the RPP program. Once these steps have been taken, and only then, should the City activate the Evergreen RPP program. It is difficult to estimate the magnitude of commercial disruption once the enforcement of the RPP takes effect. However, we already know that the district is short at least 250 spaces, which does not account for all the employees in the district who park without permits. The reality is that the rush to implement the Evergreen Park RPP could have a detrimental effect on the business in the California Avenue district. When the local small businesses cannot retain employees and customer flow decreases, it will likely be too late to protect them from serious losses. City leaders and residents claim to want to preserve our local character, but when your local resident-serving businesses close, only the big box stores and offices will be able to fill the spaces (and they will need parking too). Much of California Avenue’s tax revenue goes into the General Fund to help our local community members and provide services to all the residents of Palo Alto. Without that revenue, everyone will suffer. Finally, we empathize with our neighbors in Evergreen Park who want relief from overparked blocks. It needs to be acknowledged that this is a problem for both residents and businesses. We need to work on a solution together – and be given the time to do it properly. Yet the Court lot, just to the south, was almost completely empty. I did not see any signs, but perhaps cars not connected with the courts are not allowed to park there. If this is the case, then please arrange with the Courts to allow public parking when the Courts are not in session (e.g. weekends). If public parking is allowed, please put up big signs showing this. -Steve Stephen Rock 3872 Nathan Way Palo Alto CA 94303 ser84@columbia.edu City of Palo Alto | City Clerk's Office | 4/3/2017 3:48 PM 1 Carnahan, David From:Fred Balin <fbalin@gmail.com> Sent:Sunday, April 02, 2017 10:51 PM To:Council, City Subject:#7: Parking Garage Dos and Do Nots Council Members,    1. Do not succumb to self‐centered pressure from a group of merchants.  When DPW last did so in 2009, the result was the loss every tree but four on the Cal Ave Bus District streetscape.    2. Do clearly articulate and come to consensus on precisely for whom the additional parking is to be used.    3. Do understand that the key issue is to determine the sweet spot between needed additional parking at the proposal  site and additional traffic generated by the garage that degrades the surrounding area.    4. Do not permit use PC zoning.    5. Do maintain current zoning of 35 feet within 150 feet of residential area.    6. Do determine if added height of photovoltaics to gain LEED points for the adjacent Public Safety building is a worthy  tradeoff.    7. Do be absolutely sure that the traffic, transportation, and parking element of forthcoming EIR:  a) is handled by a traffic and transportation firm or consultant of utmost integrity and who will keep an appropriate  professional distance from the applicant (e.g., the city), and      b) evaluates all cumulative impacts, including new projects under construction, projects in the pipeline, and the  maximum buildout under current zoning of the surrounding area. (Via public records, we know that none of this  occurred in the Cal Ave Streetscape EIR.)    Thank you,  Fred Balin  2385 Columbia Street                  City of Palo Alto | City Clerk's Office | 4/3/2017 4:24 PM 1 Carnahan, David From:Irene Au <irene.au@gmail.com> Sent:Monday, April 03, 2017 11:12 AM To:Council, City Subject:Cal Ave parking garage Dear City Council, As you consider the range of options for the design of the new parking garage near California Ave, I encourage you to place priority on design, aesthetics, and quality of life that this new garage potentially offers. I understand that many of the merchants and residents in surrounding areas are pushing to maximize the number of parking spaces in the garage. However, it would be a mistake to not consider the long-term impact that the design of the garage will have on the neighborhood and the development of this business district. More parking spaces in the garage at the expense of ground floor retail and pedestrian-friendly design are not going to solve the parking issue -- there will always be an imbalance between cars and available spaces even if you have 100 more spaces in the garage. More parking will invite more traffic into the area and does not solve the systemic issue of transit in the area. So if we're going to have this imbalance of parking anyway, why not make it beautiful and serve the community? I applaud City Council for supporting retail and pedestrian-friendly elements in the new garage. I am all for having the city building more parking to relieve parking in Evergreen Park but I am equally concerned about urban blight and lack of walkability that ensues when an entire block is occupied by a parking lot or garage -- no one enjoys walking past that. It invites more homeless people to camp out, more crime, fewer businesses serving the neighborhood. Less beauty in our environment leads to more stress and a lower quality of life. I hope that you will push for a design that balances the maximum number of parking spaces and allows for ground floor retail and pedestrian-friendly space. Ground floor retail in Palo Alto is all but gone in downtown and Cal Ave, but it doesn't have to be. Consider how inclusive downtown Los Altos is, where people of all ages congregate and have a place to go, instead of having a monoculture that only serves tech workers with restaurants which is what has happened in Palo Alto. In addition, Council should ensure construction impact are fully mitigated. Council should not allow the use of Construction Management Plan (CMP) as a construction mitigation measure. Recent experience st 260 S. California Ave among other projects within the Cal Ave Business District indicates that staff does not enforce CMP conditions. However, we already know that the district is short at least 250 spaces, which does not account for all the employees in the district who park without permits. We have requested the City of Palo Alto engage Santa Clara County regarding the parking lot at the Superior Court located at 270 Grant Avenue. Some time ago, the parking lot surrounding the court building was posted as parking only for jurors and employees of the court. Yet other clients of the court are not allowed to park in that lot. Consequently, on any given day, visitors and other patrons of the court usually fill a substantial number of the spaces in lot C 6. We believe the City of Palo Alto should work with the county to insure the court allows ALL the irvisitors to use the court’s lot-not the city lots C 6 or C 7. Also, we suggest the city secure the use of the court lot after business hours-perhaps after 6 pm-especially during the construction period when it could be used as a valet lot. An additional option would be to explore use of theCal Train lot which is adjacent to Park Boulevard. The reality is that a rush to implement the Evergreen Park RPP could have a detrimental effect on the business in the California Avenue district. When the local small businesses cannot retain employees and customer flow decreases, it will likely be too late to protect them from serious losses. Much of California Avenue’s tax revenue goes into the General Fund to help our local community members and provide services to all the residents of Palo Alto. We would recommend that the Rail Committee ask City Staff to requesting that HSR come and present to the full City Council so that we can engage with them on this issue. Even if you are skeptical HSR will ever happen, it is imperative that the City make their position known before the Preferred Alternative is selected as it is the best way to impact what alternatives are being considered. This was mentioned in the Rail Committee staff report but given the full agenda, it was not discussed at length. 1) The new analysis has very different results - and should be taken seriously. The original analysis was done by LTK, who have been Caltrain's consultants for many years. This was the company who had a different proposal for HSR a number of years ago (we met them in SF) .They have a small team now in California. In general, we would have high confidence in the work that they do. 2) The new analysis shows much better operating results for both high speed rail and Caltrain for the long 3 track section that goes through most of Palo Alto than any other alternative. It is not surprising since when you have a short passing track, you must have very precise schedule with high reliability. Any minor delays and the issues have significant schedule impacts. The longer the passing track, the more flexibility both Caltrain and HSR have since they are less dependent on each other's possible delays. 3) The analysis makes it much more likely a long third passing track will be chosen and means that Palo Alto's calculus should include both the impact and benefits of passing tracks here. Palo Alto's has the highest ridership after SF and thus has the most to gain/lose if schedule times are shortened/lengthened. 4) What inputs/schedule were used to calculate these metrics? Just as it is possible to add infrastructure to improve service, it is also possible to tweak the travel schedule to maximize the benefits of that infrastructure. Palo Alto will need to look closely at the assumptions used to understand the opportunities/challenges. Why do they have 16 miles of passing tracks - would 12 be enough if the schedule were slightly altered, etc.? 5) It will be important to delineate the role Palo Alto expects Caltrain to play for both residents and visitors to the city as part of the overall project goals. In their planning and negotiating with HSR, Caltrain needs to be sure it is considering the effects of these assumptions on both the physical infrastructure required and the scheduling that would impact service in each city. How will the Palo Alto articulate these goals to Caltrain? How will Caltrain balance the needs of the various cities with those of the overall schedule/infrastructure? Will be board play a role in these decisions or will Caltrain staff act without board direction? 6) Palo Alto's own grade sep studies will once again be impacted by the HSR assumptions and potential land takes. How will this impact the CSS process and how can that be incorporated? 7) The city should request the exact starting and ending points for the passing track sections that affect Palo Alto. It would also be helpful to understand what drove this decision and what flexibility there would be. 8)The City should confirm CPUC regulations for a three track grade crossing - would 3 tracks require a grade sep or not? 9) It should be noted that the SPUR report, which discusses Caltrain's future infrastructure needs (without HSR), also discusses the need for a future passing track for Caltrain. I spoke to Michele DiFrancia today (our Mott MacDonald Rail Consultant) to discuss the significance of this development and she will contact Caltrain/HSR to see if we can get more information on this topic.
