Subject:PLEASE HELP - Intersection of Cowper and Coleridge- Close call with 1st grade student
Hello ‐ I am writing because I cannot longer be silent about the very dangerous intersection on Cowper and Coleridge.
My name is Christine Roper and my daughter is in 1st grade at Walter Hays. When the pilot project started myself and
many neighbors were concerned with the “round about” on the designated school path to Walter Hays. Now that all of
the stop signs have been removed it has become a serious hazard to the children and parents riding along Coleridge to
school. The cars that travel on Cowper are FLYING through the intersection as the roundabout is so small that they don't
really need to slow down. Additionally the children are confused by all of the signage and sometimes assume that the
cars will be stopping.
I hope that you will agree that the only solution to this issue is adding a 4 way stop intersection. I saw a 1st grade child
almost get killed today and so I can no longer stay silent about this issue. I am truly afraid (and I am not an alarmist at
all) that someone is going to have be killed in order for this to change, please don’t let that happen.

I don't think you can withstand another California State Bar Complaint. In the last case documents submitted by
yours truly to the Cal Supreme Court. The clerk stated he had never, never accepted doc's first round on a

Thank you. I see. I thought it was a County road. If the City can get CalTrans (I guess) out here to clean it up
great. If not, I hope Public Works can take of this. El Camino is pretty damaged from all the rain, with sections of top layer gone especially along Barron Park. Really a rough ride with pot holes too. Please pressure the State to fix their road.

Dear Mayor Scharff,
I have 3 items to bring to your attention/consideration:
1. The City, County or its contractors have left a gravel/debris mess on El Camino between Vista and Maybell for at least a month now. Is anyone going to clean this up? See photos.
2. Though weekends are fine, this section of El Camino turns into gridlock 5 - 7pm southbound Monday - Friday
thanks to all the Stanford business parks and Stanford itself. It is impossible for Barron Park residents coming north on El Camino to make a left or U-turn (such as I need to do to get to Driscoll Place) at Vista during that time period
without the help of drivers in all 3 lanes agreeing to let us in. I frequently go to the light at Los Robles to make a U-turn. I request the City or City working with the County designate and mark a Keep Clear area at that
intersection. See photos of the Vista intersection. I think this would also make it safer for pedestrians.
3. Lastly, why does the City or whoever sand off the remaining paint on street light assemblies and then leave them for months unpainted? I also don't understand why we have all these faded and bent street signs. I think other cities
do a much better job with street signs like for example Sunnyvale. See photo of the signs at the Vista intersection and Los Robles light. Seems like we should have better for our property taxes.

Dear City Council Members:
There are two derelict trucks on the street of my business that have been allowed to stay overnight on the street. This is contrary to what is allowed by the street signs.
I understand that the larger of these trucks (panel van, red & white, license 5RUP238) has received repeated
warnings that it will be towed but that the warnings have been ignored. This truck has been on the street for
nearly a year. At one point in the last several months the fire department visited the truck because it had caught on fire.
We have been told that the police have not towed the truck because, once towed it will not be claimed and will
cost the City too much money to store. In other words it's not worth it to deal with the problem.
The second truck (pickup truck, blueish, license 88738L1) is a newcomer to the street in that it has only been
around for the last six weeks, give or take. In the last several days it has been parked in directly in front of my
business and presents a particular threat to us. Not only is the truck a deterrent to my daily business clients, the
owner is living in the truck.
I've learned from our friend Philip Dah, Program Director, Peninsula Singles & Family Services of the
InnVision Opportunity Center down the street from us, that the owner of this truck accosted one of his
employees and was put into jail for a few days and is now banned from the Opportunity Center.
More than half my employees and two of my partners are women. My business has multiple visits by clients daily. Many of us work well into the evening hours and many of us arrive to work between 6 and 7 in the
morning. In other words, times that there are not many people around. While we have experienced no
incidents, the history of this truck's inhabitant is frightening to us.
Please direct our City's police to 1) tow the large truck, 2) enforce the requirement that there is no overnight parking allowed on the street and 3) if the pickup truck does not vacate the street overnight, to start the process
of getting it towed.

I was very disappointed to see that the wonderful macadam path on Embarcadero next to the golf course is being torn
up and replaced by hard concrete. Concrete is particularly unforgiving to runner’s joints. This path is part of the
traditional running route of the Baylands Front Runners. If you don’t know this group, they are a lesbian, gay, bisexual,
transgendered, (and straight) running group that has been meeting at the Baylands Athletic Center every Saturday for
roughy 25 years. It was started as an alternative gay fellowship to the bar and nightclub scene that was prevalent at the
time. They are a grassroots organization that brings color, diversity, and vibrance to Palo Alto.
If you don’t know the section of pathway along the Embarcadero, it was a wonder meandering stretch through the
Eucalyptus trees. I know that Eucalyptus trees and other immigrant plants are not popular now, but running through
grove was especially pleasant. Unfortunately it is lost to us forever. My joints can’t take the unforgiving impact of
concrete even for a short section. (yes I change my running shoes regularly)
I don’t know if this is a city or golf course project, but I would encourage the city in the future to consider alternatives
to hard cement especially in places were people run. If it is a city project I would ask the council to consider pulling up
the concrete and replacing it with a gentler macadam.

The Palo Alto Police Departrnent submitted case number 041820110 to the Santa Clara County District
Attorney's Office on July 28,2004, for review and a determination whether criminal charges should be
brought against you. My office carefully reviewed the case and declined to file any charges. Deputy
District Attorney Dan Okonkwo notified you in writing of that decision. Although that letter was not
dated, I have determined it was drafted and sent to you in September of 2004. Ëarlier this week Captain
Zachary Perron of the Palo Alto Police Department contacted me and requested on your behalf that I
provide you with firrther r¡nitten documentation of the legal status ofthe case.
Based on the nature of the allegations in the 2004 police report, I have concluded that the statute of
limit¿tions for any conceivable crime has long since passed. This merilrs that my office is legally barred
from filing any criminal charges related to the conduct documented in case number 041820110. Please
understand that the Palo Alto Police Department has not requested further evaluation of this case after it
was rejectedln2004 and that this letter is solely in response to your request for a more detailed statement
ofthe procedural posture ofthe case.
Because my office did not file a criminal complaint in this matter, there is no record of the incident with
the Superior Court. If you desire firther relief related to this incident, the Palo Alto Police Departrnent is
the sole agency with the authority to address those requests.

Dear Folks,
Sun morning, during the Cal Ave Farmers Market, the parking lots just
south of Cal Ave were full. Yet the Court lot, just to the south, was
almost completely empty. I did not see any signs, but perhaps cars not
connected with the courts are not allowed to park there. If this is the
case, then please arrange with the Courts to allow public parking when the
Courts are not in session (e.g. weekends).
If public parking is allowed, please put up big signs showing this.

Same problem here. The PAPD placed a special rape hotline in my apartment for the victims.... After 10 years
of being on the hook for rape and child molest they decided the statue of limitations has run out. How

Dear Ms. Lee:
Thank you for the opportunity to comment on the February 20, 2017 Supplement to the Draft
Environmental Impact Report for the City’s Comprehensive Plan Update. Our comments below are
specific to issues raised by the Supplement that would particularly affect the Stanford Research Park.
The University is submitting a separate letter addressing issues that are more generally applicable.
Background
These comments build on those provided in our June 3, 2016 comment letter on the February 2016
Draft EIR. That letter briefly described the economic contributions of the Stanford Research Park,
identified elements of Scenarios 1-4 that could undermine the Research Park’s continued ability to
provide these economic benefits, and requested environmental analysis of traffic-reducing measures listed in the Draft EIR.
The February 2017 Supplement describes and analyzes new Scenarios 5 and 6, which delete some
elements of Scenarios 1-4 that caused particular concern (for example, a CUP requirement for new
R&D and office uses). The Supplement also provides some analysis of the effectiveness of traffic
mitigation measures for Scenarios 5 and 6. However, the Supplement continues to include statements that raise concern for the future of the Stanford Research Park.
On March 20, 2017, the City Council identified a preferred scenario that describes ranges of estimated
housing growth, non-residential square footage and employment growth, and states: “Additional
Zoning Code amendments and policies would be those listed in the Staff Report, subject to additional
review and refinement when the Land Use Element returns to Council on May 1.” The Zoning Code amendments and policies recommended in the March 20 Staff Report exclude several that appear in the Draft EIR and Supplement and would be problematic for the future of Stanford Research Park.
Nevertheless, no final decisions have been made, and in the interest of clarity and completeness,
Stanford requests that the preferred scenario not include, and the Final EIR delete or clarify, the
following statements from the Supplement:

1. Page 3-7: Table 3-1, Proposed Zoning Code Amendments. For the reasons stated in our June 3,
2016 letter, Stanford requests that the following Zoning Code amendments not be included in the
preferred scenario or the Final EIR:
• “A Conditional Use Permit (CUP) would be required for new office and R&D uses in order to regulate employment densities.” (Scenarios 1-4).
• “An alternate mechanism to the CUP would be explored for moderating employment densities,
either through regulation or revenue collection.” (Scenarios 5 and 6).
• “In the … Service Commercial (CS) districts, non-retail portions of allowable commercial floor area ratios (FARs) would be reduced by a modest amount and replaced with residential
use.” (Scenarios 2, 3, 5 and 6). Stanford requests that any such amendment not apply to CS-
zoned property in the Stanford Research Park (see section 3 below).
2. Pages 3-10 (Table 3-3, Summary of Sustainability Measures), 3-19. As noted in our June 3, 2016 letter, a parking charge program for existing workplaces with over 50 employees would harm the
competitiveness of the Stanford Research Park, and enforcement at many Research Park sites
would be difficult or impossible due to shared parking among some businesses that have more than
50 employees and other businesses that have fewer than 50 employees. Stanford requests that this
not be included.
3. Page 3-14 (Table 3-7, Land Use Changes, Scenario 6) states: “Mixed uses in the Stanford Research
Park … would be allowed, with an increased focus on housing and reduction in non-residential
development in comparison to Scenario 4.” Similarly, page 3-22 states, “In the Stanford Research
Park . . . particularly along El Camino Real, . . . [t]he mix of uses would support a vibrant 24-hour
environment and would include housing, restaurants, and retail establishments open during nighttime hours. In comparison to Scenario 4, these nodes would have an increased focus on
residential uses and would experience less of an increase in non-residential space.” We request
that the italicized language not be included in the preferred scenario. As Stanford has stated, the
University supports adding housing to appropriate sites in the Stanford Research Park, but not as
a substitute for any of the non-residential space for which the Research Park is currently zoned. In other words, residential use would need to be truly additive in order for Stanford and the City
to achieve the vibrant innovation community they seek.
4. Pages 3-2, 3-13 (Table 3-7, Growth Management), 3-17 and 3-19: For the reasons stated in our
June 3, 2016 letter, Stanford requests that no annual non-residential growth cap be applied to the Stanford Research Park.
5. Page 3-17 states that “proposed Plan policies and regulations could be developed to prevent the
conversion of existing R&D space to office space.” As we explained in our June 3, 2016 comments

on the original Draft EIR, an effort to so closely regulate the uses of existing buildings would
undermine adaptation by businesses in the Stanford Research Park and place them, and the
Research Park itself, at a competitive disadvantage. We request that this concept not be included
in the preferred scenario.

Problem Statement
For Northbound traffic on Alma Street (Lane A), cars
making a left turn at Hamilton Street into the Caltrain
station parking cause major congestion.
Northbound traffic is crowded, thus it is dangerous to
change lanes (from Lane A to Lane B)
The lack of a left turn lane means someone making a left
turn will block the entire lane.
Usually only one car gets to turn left during an entire
traffic light cycle when the lights turn red.
Traffic can get backed up to two blocks in the morning.

Alternative Solution
With the current system, add a left-turn signal for Lane A.
When lights normally turn green for Northbound traffic, allow
five seconds of green light for left-turn and straight-going for
Lanes A and B, while having red lights for Southbound.
However, while alleviating the symptom slightly, this does not
fully resolve the congestion problem at Lane A since a left-
turning car can arrive after the five seconds of protected left
turn, and block traffic just as before.
Therefore, we highly recommend the original proposal.

Dear City Council:
The property owners want you to increase the number of parking spaces
in the proposed garage because they are not paying for the garage.
The increased parking will not provide enough parking for the
California Avenue Business District to justify the $7,000,000
investment the City has already made in streetscape improvements, nor
will the increased parking provide enough spaces to serve the off ice
buildings those property owners want to build in the district.
Parking for employees and customers in the Californi'a Avenue Business
District needs to be evaluated for the entire district at the same
time, especially considering your recent actions that acknowledge the
adverse impact of that parking on the adjacent residential
neighborhoods.
That is why I requested the Architectural Review Board (ARB) to hold
hearings on the projects at 475 Cambridge Avenue and 275 Cambridge
Avenue that would add solar panels to those garages and effectively
prevent those garages from being expanded or redeveloped to add more
parking spaces.
Including the ARB in the approval process instead of relying on only
a staff approval for those projects provides any interested party the
opportunity to appeal the decision of the Director of Planning and
Community Environment on those projects' applications for
architectural review.
The Director approved both projects despite the unanimous
recommendation of the ARB to reject each project application.
•
I encouraqe any interested party who is concerned about the ability
to provide more parkinq spaces at either 475 Cambridge Avenue or 275
Cambridqe Avenue to consider appealing the Director's decision for
those projects.
The Director's approval letters are both dated March 23, 2017, and
they were sent to me by email the same day.
The deadline for filing an appeal to the City Council on either or
both of the applications for 475 Cambridge Avenue or 275 Cambridge
Avenue is April 5, 2017, which is the 14th day from the date of the
appeal letters I received by email (if the date of the letter is the
1st day).
The letters say, "This PCE Director's decision shall become final 14
days from the postmark date of this mailing unless an appeal is filed
pursuant to PAMC Section 18.77.070(d) (3)", but I only received an
email letter and never received a postmarked letter for these
applications.
Usually, the ARB would give an applicant the opportunity to redesign
a project to enable the ARB to recommend approval.
However, staff encouraged the ARB to make a recommendation on the
initial hearing date, because staff believed that was the fastest way
to get approval of a project that includes generating electrical
energy that can be provided to the City's electrical grid.
The electrical connection from the solar panels to the City's
electrical distribution network is subject to the California
Environmental Quality Act (CEQA) [Public Resources Code Section
21080.35(f)] and the connection and the panels are part of the same
CEQA project [CEQA Regulation 15378].
The garage solar projects are not exempt from CEQA, because CEQA
Regulation 15300.2(c) provides that "A categorical exemption shall
not be used for an activity where there is a reasonable possibility
that the activity will have a significant effect on the environment
due to unusual circumstances."
