GENERAL - - - - - In the City of Lynwood; t:he Lynwood Unified School D.ist.ri-ct (LUSD) is the governmental agency with the most direct knowledge of the `'Safest Routes to School°' which school students travel '- to and from school, j~'hen t:he LUSD determines the use of a school crossing- guard- would- be des-i-reable, along the safest route-to schooT~ and--where-it believes the criteria for school crossing--guard p3aeemerit- set -forth in this policy .are being - met ~-- it- sha-11 -cause -the Oity -lJngineer- t.o- be so notified. The City Engineer- will o -based-upon- such notice from the LUSD, conduct: a traffic engineering study to determine~if the criteria set forth in this policy is met and then the City Engi-Weer sha-1-1 apply this policy-accordingly. The recornmended•pol:icy-for the assignment-of adult crossing guards as herein specified app-lies only to school crossings serving elementary school childreno This measure i.s a supple- mental technique and not a traffic control device as defined i.n the California Vehicle Code. -- An adult. crossing-guard should be considered as an appropriate t.raffi-c control measure at a school crossing when: ~~-1~Speci.al problems exist whereby it is deemed necessary to assist the children across a street, such as at an unusually compli.cat.ed int.•ersect.ion or at a controlled intersection where there are heavy vehicular turning movements and high vehicular speed-. 2, A change in the school crossing is imminent. but present c-onditi.ons require school crossing supervision for a limited time and i.t is not feasible to install another form of control for t-his temporary period. 3. The warrants-for the installation of a traffic signal are not met. II. WARRANTS FOR ASSIGNING ADULT CROSSING GUARDS Adult crossing guards normally are •assigned where official supervision of elementary school children is desirable while they cross'a p.ubli.c street- or highway, and at least 20 elementary school age pedestrians per hour for each of two hours utilize the crossing on the ~vay to or from school. ~ihenever the critical approach speed exceeds 40 miles per hour, the warrants for rural conditions should be•applied. Adult crossing guard protection shall be warranted under the following conditions: A. UNCO\TROLLED CROSSINGS ON THE SUGGESTED'SAFEST ROUTE TO SCHOOL: _ _ _ _ ., 1. IPhere there is no controlled intersection within 600 feet of the location where a request for an adult -- crossi.ng guard is made. STOP SIGN CONTROLLED CROSSINGS Where the vehicular traffic volume on undivided roadways of four or more lanes exceeds 500 per hour during any peri-od when the children are normally going to or from school, C.
