HomeMy Public PortalAbout13-8591 Accept the Proposal from Earth Tech Drilling Sponsored by: City Manager RESOLUTION NO. 13-8591 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, TO AUTHORIZE THE CITY MANAGER TO ACCEPT THE PROPOSAL FROM EARTH TECH DRILLING FOR THE ABANDONMENT OF WELLS AT THE OLD WATER PLANT AS PART OF THE WATER PLANT DEMOLITION PROJECT, IN AN AMOUNT NOT TO EXCEED SIX THOUSAND NINE HUNDRED THIRTY DOLLARS ($6,930.00) PAYABLE FROM ACCOUNT NO. 64-533822, THIS ITEM IS NOT BUDGETED; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, pursuant to Resolution 09-7978, the demolition of the Old Water Plant originally awarded to International Salvage Inc., which did not complete the project, needs to be completed; and WHEREAS, to comply with requirements of the Florida Department of Environmental Protection (FDEP) Agency, the City seeks an alternative contractor to complete the project and to finalize the completion of the well abandonment/capping, and WHEREAS, four proposals were received, and staff recommends Earth Tech Drilling to complete the well abandonment based on their bid, which is the lowest, responsive and responsible proposal; and WHEREAS, since the item is not budgeted, the project will be funded from the $300,000 originally budgeted for FY 2012-2013, (Account number 64-533822) for SSES CCTV & Lining project; and WHEREAS, $93,960 of the $123,000 originally budgeted for demolition of the water plant has been expended, leaving $29,310, that will cover the costs of well abandonment and site clearing; and Resolution No. 13-8591 WHEREAS, the City Commission of the City of Opa-locka approves Earth Tech Drilling for the Abandonment of Wells at the Old Water Plan. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka, authorizes the City Manager to contract with Earth Tech Drill for the completion of the abandonment of wells at the Old Water Plant (a non-budgeted item), in an amount not to exceed $6,930.00, payable from Account 64-533022, With the understating that the contractor shall be required to specify procedures acceptable to the city for identifying the location of all wells to be capped prior to receiving a notice to proceed. Section 3. This resolution shall take effect immediately upon adoption. Description: The demolition of the Old Water Plant was awarded to contractor International Salvage Inc. in January 2010. The agreement involved removal of the structures and clear wells as well as abandoning old supply wells and site clearing. As of August 2010, International Salvage expressed an unwillingness to complete the project as contracted. The City is seeking alternatives to complete the project and is recommending using alternative specialized contractors to complete the process of well abandonment. The wells must be capped in order to comply with Florida Department of Environmental Protection(FDEP)Agency. Account Number: Account #64-533822; the item is not budgeted. We will fund this project using dollars originally budgeted for SSES CCTV & Lining. The FY 2012-2013 budget includes $300,000 for SSES CCTV & Lining which will not be done this year. Financial Impact: The original project budget for demolition of the water plant is $123,000. To date $93,690.00 has been expended resulting in a balance of$29,310. DESCRIPTION The site comprises two parcels of land that total 44, 60sq.ft. The larger parcel of land is west of Codadad Street, folio number 08-2121-007-2090. The second parcel of land is east of Codadad Street folio number 08-2121 -007-2390. SCOPE OF WORK The wells are to be located and uncovered by the Contractor and verified by the Owner's Consultant, Langan Engineering & Environmental such that measurements can be taken and then properly abandoned. For this purpose, the Contractor must prepare a unit cost for well abandonment presuming a depth of 30 ft. South Florida Water Management District has the permit and exact locations of the wells.The permit no. is 23222 dated 27 January 1975. As the well construction is not known, at a minimum the well drilling contractor will have to log the wells (i.e., determine total depth, depth of casing, casing material, casing diameter, casing thickness). After logging, the well drilling contractor will fill the wells from bottom to top with neat grout, according to Chapter 40E-3.531, Florida Administrative Code. After completing the abandonment, the well drilling contractor will submit documentation to the district that the abandonment was done according to the regulation. The Contractor is required to seek the necessary permit approval and follow all procedures as required by all regulatory authorities and South Florida Management District throughout this process. I feel the drawings on this project were not sufficient at the time of bidding. The plans provided towards the capping phase of the job should have been submitted with the bid packages. In the bid package,on page 31"Scope of Services"paragraph A,line 3 reads:Disconnecting,capping or sealing and abandoning all site utilities in place. Nowhere does the bid package imply or state that line stops may have to be used to cap all utilities. I have contacted and spoken to three other colleagues that were also at the pre-bid meeting and it was agreed that the City was going to shut down the water so we could cap the utilities. Line stops were never mentioned or discussed. Normal practice dictates that the water valves should be exercised a certain amount of times per year,however according to your employees they never have. Also,the City was reluctant in the beginning of the process to assist us as needed. Only later did Owen come forward with some type of as bunts to help us move forward with the job. We thank and commend him for his efforts. International Salvage Inc.put in a set price for capping utilities. Given that the City could not control the water,line stops had to be used to cap utilities at a much higher price which should not be incurred by International Salvage Inc. As it is now,International Salvage is over budget on the plumbing aspect of this job,due to exploratory digging due to the lack of detail in the plans provided. In closing,we submitted the invoice for plumbing on this project which was for $41,180.00 and we allowed for$11,000.00 in plumbing work.
