REGULAR MEETING
May 10, 2016
The Moab City Council held its Regular Meeting on the above date in the
Council Chambers at the Moab City Center, located at 217 East Center
Street, Moab, Utah.
Mayor Pro-tem Kyle Bailey called the Pre -Council Workshop to order at
5:41 PM. In attendance were Councilmembers Rani Derasary, Tawny
Knuteson-Boyd and Kalen Jones. Also in attendance were City Manager
Rebecca Davidson, City Recorder/Assistant City Manager Rachel Stenta,
City Treasurer Jennie Ross, Planning Director Jeff Reinhart, Community
Services Director Amy Weiser and City Engineer Phillip Bowman.
A Budget Workshop for the 2016-2017 Fiscal Year was held.
Mayor Sakrison called the Regular City Council Meeting to order at 7:00
PM and led the pledge of allegiance. Thirteen (13) members of the
audience and media were present.
Councilmember Jones moved to approve the minutes of April 12, 2016
Council Meeting and April 19, 2016 minutes as they are. Councilmember
Derasary seconded the motion. The motion carried 4-0 aye, with
Councilmembers Bailey, Jones, Knuteson-Boyd and Derasary voting aye.
There were no Citizens to Be Heard.
Jen Sadoff of Moab Regional Hospital and Tiffany Van Sickle of Four
Corners Community Behavioral Health, presented information about the
Communities that Care Program.
Councilmember Jones moved to approve Ordinance #2016-03- an
ordinance approving a City Initiated Rezoning of Property Located at
110 South and 200 East in the C-1 Zone to C-2 and Amending the Official
Zoning Map. Councilmember Knuteson-Boyd seconded the motion. The
motion carried 3-2 aye, with Councilmembers Jones and Knuteson-Boyd
voting aye and Councilmembers Bailey and Derasary voting nay. Mayor
Sakrison voting aye, breaking the tie vote.

Councilmember Derasary moved to approve Resolution #12-2016-A
Resolution Amending the Conditions for Approval for the Development
of Lots 2A and 3A of the Peaches Subdivision Located in the R-2, Single -
and Two -Family Residential Zone at 635 and 645 South 400 East.
Councilmember Jones seconded the motion. The motion carried 4-0
aye, with Councilmembers Bailey, Jones, Knuteson-Boyd and Derasary
voting aye.
Councilmember Jones moved to approve A Resolution Approving an
Amended Plat for a Boundary Line Adjustment for Lots 1 and 2 of the
Riversands Subdivision (612 and 608 Riversands Road) . Councilmember
Bailey seconded the motion. The motion carried 4-0 aye, with
Councilmembers Bailey, Jones, Knuteson-Boyd and Derasary voting aye.
Councilmember Jones moved to send Proposed Ordinance #2016-04 —
an Ordinance to Rezone a Property with Split Zoning of 1-1,
Industrial, and R-4, Manufactured Housing Residential Zone, to R-4,
Manufactured Housing Residential Zone, and Amending the Official
Zoning Map, to Second Reading. Councilmember Derasary seconded the
motion. The motion carried 4-0 aye, with Councilmembers Bailey, Jones,
Knuteson-Boyd and Derasary voting aye.
Councilmember Bailey moved to approve a Resolution by the Moab City
Council to Adopt the City of Moab Tentative Budget For Fiscal
Year 2016-2017 and Setting a Public Hearing for Review of the Final
Budget on May 24, 2016 at 7:15 PM. Councilmember Derasary seconded
the motion. The motion carried 4-0 aye, with Councilmembers Bailey,
Jones, Knuteson-Boyd and Derasary voting aye.
Councilmember Knuteson-Boyd moved to send to Public Hearing the
Community Development Block Grant (CDBG) Small Cities Program Year
2016 Proposed Project - Acquisition of Property on Kane Creek Blvd by
the Housing Authority of Southeastern Utah. Councilmember Jones
seconded the motion. The motion carried 4-0 aye, with Councilmembers
Bailey, Jones, Knuteson-Boyd and Derasary voting aye.
Councilmember Jones moved to approve an equipment lease with Xerox
Corporation. Councilmember Knuteson-Boyd seconded the motion. The
motion carried 4-0 aye, with Councilmembers Bailey, Jones, Knuteson-
Boyd and Derasary voting aye.

In Mayor and Council Reports, Councilmember Bailey reported that he
met with the Grand Water and Sewer Special Agency when City Manager
Davidson and City Engineer Bowman presented the Impact Fees report.
Councilmember Bailey also mentioned that the Agency reported that
Ken's Lake is full and a lot of water is being sent down Millcreek.
Councilmember Jones mentioned that he and Grand County
Councilmember Mary McGann presented UTV information at Rotary
Club and that the meeting went well.
Councilmember Jones attended the Grand County Affordable Housing
meeting last week along with Councilmembers Derasary and Ershadi.
Councilmember Jones also stated that he attended the Solid Waste
District's meeting.
Councilmember Derasary attended the Arbor Day Festivities at Rotary
and Dixie Parks.
Councilmember Derasary reported that she attended her first Moab
Area Community Land Trust meeting.
Councilmember Derasary reported that she attended the Utah League of
Cities and Towns training given by David Church.
Mayor Sakrison stated that he attended a workshop given by the Utah
league of Cities and Towns, concerning Short-term Rentals. Twenty-four
(24) cities attended and the consensus was it may be a struggle.
Mayor Sakrison reported that he attended the Governor's Rural
Partnership Board meeting today.
Mayor Sakrison reported that the Governor's Office of Economic
Development (GOED), has a new program that ties in with ASAP (Area
Sector Analysis Process).
Mayor Sakrison reminded council that the Utah Rural Summit will be
held in Cedar City on August 5 & 6, 2016.

A Report on City/County Cooperation was not given. COOPERATION
Councilmember Derasary moved to pay the bills against the City of Moab
in the amount of $328,550.26. Councilmember Jones seconded the
motion. The motion carried 4-0 aye, with Councilmembers Bailey, Jones,
Knuteson-Boyd and Derasary voting aye.
The Executive Session was cancelled.
Councilmember Bailey moved to adjourn the meeting. Councilmember
Knuteson-Boyd seconded the motion. The motion carried 4-0 aye, with
Councilmembers Bailey, Jones, Knuteson-Boyd and Derasary voting aye.
The meeting was adjourned at 8:10 PM.
