Please pull the Accessory Dwelling Unit Ordinance from the Consent Calendar and
reschedule it after staff or PTC review of the effects of the Wolbach-Fine changes. Both
of my neighbors have already remodeled their garages - one on the property line! - and
are renting them out. I have lost all privacy. Thank you!

Subject:Sensible Regulation of Second Dwelling Units
City Council of Palo Alto,
We are requesting that the ADU Ordinance be pulled from the Consent Calendar and be rescheduled to be heard at a
Council meeting only after staff or Planning and Transportation Commission has had an opportunity to analyze these changes.
Already, we have neighbors who built a 2-story second unit and who then planted bamboo to maintain privacy. That
bamboo has completely destroyed the light and views of the blue sky that we receive from our modest backyard. The plants have pushed against and ruined a portion of the shared fence, the roots have grown into our yard, and we can no
longer grow anything in one corner of the yard due to the lack of light. The bamboo is now in the yard behind us and growing wildly, and we are helpless to do anything about.
Thoughtful consideration MUST be given to the impact of the ordinance on other homeowners.

As a homeowner in Palo Alto, I would like the ADU Ordinance pulled and rescheduled until staff and the
Planning and Transportation Commission has had a chance to analyze the Wolbach-Fine changes to the
ordinance.
I am disturbed that the motion was passed at a meeting without opportunity for comments.
One of my immediate neighbors is in the midst of completing an addition to their home (bed, bath, family room) and it is so close to the lot line that I feel it is in my own backyard. The city is already too dense and
traffic too heavy, detracting from the peaceful enjoyment and quality of life that attracted us to this town in the
first place.

I would like to write in support of the ADU Ordinance motion as voted on and approved on Mar 6, 2017. Please do not pull this
from the consent calendar on Monday April 17, 2017. Housing is a basic need. Finding ways to expand housing options (like
ADUs and JADUs) for our community members is an economic, environmental, social justice and humanitarian issue. ADU's/granny units/secondary dwellings are something that can help our entire community. Through this ordinance, we can help homeowners, our aging community, young millenials starting out, and even families who rent, to find a feasible and timely housing solution that can make a meaningful difference in our community, all with one small policy/ordinance change. Above all, it enables us to continue nurturing the vibrant and diverse community already here in the city we call home, Palo Alto.
In particular, I support the following motions made on March 6, 2017: a. Require no more than 6-ft side and rear setback for ADUs;
b. Allow ADUs on all residential lot sizes;
c. Allow an additional 175 sq-ft of FAR for an ADU, but not for a two-story ADU;
d. Allow an additional 50 sq-ft of FAR for a JADU;
e. Increase the maximum size of attached ADUs to 600 sq-ft;
f. Remove Lot Coverage requirements for ADUs on properties that are no smaller than 10% smaller than standard lotsizes;g. Limit ADUs to 17-ft high and single-story in Single Story Overlay (SSO) neighborhoods, even if the main house is agrandfathered 2-story house;h. Remove design review and requirements;i. Remove door orientation requirements for ADUs;j. ADUs to have the same parking requirements as JADUs; andk. Remove requirements for covered parking on properties with an ADU or JADU; and

As a professional working with Seniors, everyday I see the need everyday for adding a second dwelling to allow my clients to stay in their home with support from his family & hired professionals. More and more we need to
accommodation for multi-generational family home. Due to cost of living and lack of affordable housing
development in Palo Alto and surrounds. A second dwelling could support this. It would also reduce the needs
for multiple cars if living working locally, families could share cars or walk to work.

As a young professional struggling with rent in this area I think this is a good step in helping with the housing unbalance. I would add that this will not solve the problem and further steps need to be taken to address this
issue. If we do not address this housing crisis the city will lose all of its workers and will not be able to function.
The help wanted signs at every restaurant and store are proof of this. Please take this step to help ease the issue.

Dear Palo Alto Mayor, Vice-Mayor & Honorable Council Members: My point is simple: Please accelerate the passage of the local regulations/legislation regarding more liberal rules allowing the building of ADU's. I am a
homeowner. Even if I were not, I would consider myself a "residentialist" as I have lived in Palo Alto for almost
30 years and I believe that the label should include all people who have an investment, not necessarily real
estate, in our town. I am old (I turned 67 last week), I have lived and worked in this town for 30 years. I have run a business here for over 20 years. I want my daughter to be able to live here in the future. I want this
community to be vibrant and have young people with a positive, forward looking attitude who wish to live her
and can afford to do so. Given the high cost of living, seniors (such as I) need the extra income and extra
flexibility that might eventually come from building an ADU or being able to rent a JADU on our property. To
be able to build such a unit takes time and thought: I need to begin the process NOW. I see no reason for further delay (except perhaps political rationale or fear, i.e. issues that are not in the citizenry's best interest). Like many
in this town, my home is my main asset. I think that those who cry and state that the building of ADU's would
"possibly" (1) impinge on their privacy rights, or (2) the issue has to be "further studied", or (3) we have too
much traffic and building ADU's will somehow aggravate this problem (a pretextual reason for delay given the
more significant causes for too much traffic) are simply trying to maximize their own self interest instead of trying to BALANCE the rights of a large part of our community, including renters, seniors, people with lesser
incomes etc. Building more housing is an URGENT need. Any person who has lived in a city knows that in
Palo Alto we are blessed with an enormous amounts of personal space and that building background rental units
will not significantly impact this. The back yards, for example, are the least utilized parts of houses according to
a USC study that came out about 7 years ago. There are dozens of good reasons to allow a liberalization of the rules regarding ADU's. That is why our Governor has supported such a liberalization. I am astounded by the
resistance to such a simple improvement on rules expanding housing in Palo Alto. Please do not give in to those
who do not like change. Please do not get mired in "process issues" such as those that mired our city council in
the recent past. To Summarize: PLEASE do not allow further delay in the implementation of regulations
liberalizing construction of ADU's and easing the rules regarding JADU's in Palo Alto. Diane Morin

consideration, but I believe having small units available for extended family and others is a trade-off worth

This ongoing debate seems to simply be a tactic to delay permits by those in opposition. Housing stock has been a persistent problem for a long time in Palo Alto. I was born here. My children grew up here, attended Palo Alto
schools, and we want them to have an option to return at some future point to their community. ADUs provide a
most practical way to accommodate them so let's put this issue to bed on Monday. The city council has already
adopted the draft ordinance, correct. I am ready and waiting to submit a permit application under the new rules :)

ADUs are a topic that is personally very important to me. I grew up in Palo Alto and now have a child of my own who I would very much like to raise in the Palo Alto community. The only way I can do this is if my
parents (35 year Palo Alto residents) can build a ADU on their lot so three generations of my family can share
my childhood home. My parents are very much looking forward to being able to expand their home and are
already making plans for beginning construction on a ADU. Furthermore, I am of the opinion that Palo Alto, which has benefitted so much from the disproportionate number of tech jobs that have come to the area in the
last 10-20 years has a moral imperative to continue to demonstrate the inclusive values that I was taught as a
child in Palo Alto public schools. It simply is not fair for Palo Alto to reap the monetary benefits of all these
jobs, particularly the rise in home values, without also participating in solving the regional housing crisis. I'm
tired of watching each small city along the peninsula act as though they can ignore the urbanization of the bay area and the city next door will have to rise to the occasion to solve the problem. ADUs are a meaningful way to
start to address our housing problems. Palo Alto should be a leader in implementing solutions. Thank you.

Please re-affirm the City Council vote of Mach 6th to support a new ADU ordinance designed to encourage, rather than restrict, ADUs in Palo Alto. Please do not pull this from the consent calendar on Monday April 17, 2017.
As you saw, on March 6th Council meeting, the overwhelming majority of the public – the people who
spoke and those who sent letters, presented a host of good reasons for supporting a major liberalization
of the ordinance. This form of housing should be welcome to all. Unlike other housing solutions that face resistance, ADUs
are low-density, distributed, privately funded, on private property. This form of housing is flexible enough
to meet many kinds of needs and fits into neighborhoods.
As a Palo Alto resident of 45 years, with an adult son with autism, this is a critical issue for me, as for many Palo Altans. I support the following motions made on March 6, 2017:

We respectfully request that the "Accessory Dwelling Unit Ordinance" be removed from the
April 17, 2017 Consent Calendar. The potential negative impact of this ordinance on the
nature and quality of life in Palo Alto is enormous. This new regulation is extreme and is
being pushed through quickly and deliberately and bypasses the established method of
creating major new regulations regarding housing in Palo Alto. There has been NO proper
public notice.
The building of 2nd units on small lots may be an acceptable and necessary option in some
instances but to allow them to be build without oversight on lots as small as 5,000 square
feet is unacceptable. There has been no public discussion of this ordinance language
which eliminates all design reviews, changes the 20 foot rear setback to 6 foot setbacks,
offers no privacy protection for adjacent homeowners and has no parking requirements. In
addition there will be no enforceable regulations for short or long term rentals.
We strongly urge the council members to use their common sense and integrity and pull
this outrageous proposal from the consent calendar. Current residents and homeowners in
Palo Alto deserve better from their elected officials.

The ADU regulations on the consent calendar tonight are necessary to comply with state law. On some areas,
such as allowed unit size and the owner occupancy requirement, I believe you were too restrictive. None the
less, I am not asking you to review the issue again. In compliance with the Brown Act, you and staff have considered ADU regulations, and the public was able to give its input. Then, as on any issue, Council gave
input, as we elected you to do.
While I wish you had gone further in support of ADU's, the proposed ordinance is a substantial step forward in
compliance with the letter and spirit of state law, and is a meaningful step towards adding needed housing.
Times change, and so must our housing regulations. The proposed ADU changes will benefit our community.

I understand the City Council will be discussing and possibly voting on allowing "granny units" in backyards in Palo Alto, this
evening.
I live in an Eichler house in an Eichler neighborhood where any unit built between the current house behind me and the fence between
my property and that house, will provide a clear view into my living room and bedroom because of the unique configuration and glass walls of an Eichler house. Surely the height requirement in an Eichler neighborhood has to ensure no windows extend above my
fence, in any building added between the current neighbor house and the shared fence.

I recall, that while running for election, Cory Wolbach stated that he moved back to his parents’ house in Palo Alto to
help care for his ailing father. He lamented that while his parents’ lot size was substantial, they were unable to add a
“granny unit” for him to live in due to existing building codes.
I believe that Mr. Wolbach has a vested/conflict of interest in changing the ADU building codes and should not be
allowed to vote on the issue. There may be other council members who also need to recuse themselves if they, or
family members, would directly benefit from the proposed changes to the building code.
At the very least, the council should allow for public comment on this issue before a vote is taken.

Mayor Scharff and City Council Members,
I do think that affordable housing would be great and I would love rules that require that they be designated senior housing, student housing or low-income housing, but we need infrastructure (parking, schools, transit) to support it.
As a concerned citizen who has seen that the City of Palo Alto struggles with so much traffic and parking issues I cannot understand no parking requirements
for ADU's can be thrown into the mix at this time. Allowing them on any size lots plus removing a number of other restrictions set by the state will have major effects on the residents of the City of Palo Alto and needs to have much more stringent review. The impacts of these changes need to be carefully studied. Once we are down this path, it will be very hard to go back! We need to see that the City of Palo Alto can manage their traffic and parking problems, provide a solid infrastructure of parking spaces, space for residents who may live in these ADU's. And the ability to enforce these codes must be addressed
before this ordinance can be considered. I ask the City Council to pull item #4 from the Monday, April 17 consent calendar and be scheduled for a public discussion after there is much more thorough evaluation of the impact and mitigation measures of the ADU ordinance. Please bring this back to the drawing board and evaluate the rules and mitigations to make sure ALL the residents of Palo Alto whose homes will be greatly affected by the City’s decisions can be on board with these changes. I object to the fact that this motion by Wolbach/Fine was passed without public debate or comment,
late at night at the City Council Meeting. As described, the allowances for ADUs and JADUs are excessively lax and do not protect the rights to privacy of existing neighboring single family home dwellers . This will make many
neighborhoods too crowded, excess traffic and parking problems, noise complaints, and if there is no restriction on whom these units are rented or sold to, will be used by absentee landlords selling Air BNB occupancy, or worse. This clearly
violates the spirit of the quiet neighborhoods we all know and love in Palo Alto. Something should be done to repeal this motion forthwith.

Because the agenda for Monday’s meeting was changed, at the last minute, I cannot participate at the meeting because it conflicts with the regularly scheduled meeting of the Environmental and Water Resources Committee
of the Santa Clara Valley Water District, on which I serve.
Agenda Item 4—the Accessory Dwelling Unit Ordinance—must be pulled and rescheduled for a public hearing
after PTC and/or staff analysis. The public comment period on this item was closed on March 7, 2017 before Councilmembers Wolbach and Fine made their far reaching changes to the draft ordinance. The public could
not comment on the motion once it was made. The staff report for the April 17, 2017 meeting codifies the
ordinance, but makes no analysis of its implications. Without an analysis of the implications and impacts of this
ordinance, the public cannot effectively comment on the Wolbach-Fine changes. So the process by which this
occurred disenfranchises the public.
I appreciate that Councilmember Tanaka held office hours on Easter Sunday to meet with his constituents to
talk about the ADU ordinance. There were about a half dozen members of the public there. Each of us
expressed concerns about the ordinance with the Wolbach-Fine changes. Councilmember Tanaka indicated he
wasn’t aware that the Wolbach-Fine motion meant that no covered parking was required on properties with an ADU or JADU until I pointed out that item K says just that. Since Councilmember Tanaka wasn’t aware of the
implications of the motion when he voted, such as that a garage can be converted to an ADU, this clearly means
that additional analysis by staff and/or the PTC is required for understanding the impacts of the motion.
While ADUs are touted as being for low or moderate income tenants, there is no limit on the rents that can be charged. A two-bedroom one bath 900 sq ft ADU could rent for $3000 or more, considering the rents of
comparable apartments and duplexes. And although the ordinance does not allow ADUs to be rented for fewer
than 30 days, there is no enforcement mechanism for this rule.
There is no analysis of the impact of the Wolbach-Fine changes on Palo Alto Schools, as required by the current Comprehensive Plan Program C-7.
Finally, there is a problem in the agenda notice. The title of the item reads,
"FIRST READING: Adoption of an Ordinance Amending Chapter 18 (Zoning) to Implement New State Law Related to Accessory Dwelling Units and Junior Dwelling Units and to Reorganize and Update the City’s
Existing Regulations. The Ordinance is Exempt from the California Environmental Quality Act per Public
Resource Code Section 21080.17 and CEQA Guideline Sections 15061(b), 15301, 15303 and 15305 and was
Recommended for Approval by the Planning & Transportation Commission on November 30, 2016. (FIRST
READING: March 6, 2017 PASSED: : 6-2-1 (DuBois, Holman no, Kou abstain)"

A reasonable alternative if you absolutely have to pass an ordinance tonight is to pass the Staff
Recommendation from the March 7, 2017 staff report, with 1/2 mile walking distance from transit stops with
service at least every 15 minutes during rush hours, which is what state law requires, and to have items A through L referred to the PTC for further analysis and public comment.

Dear Council Members,
It is severely disappointing the way this measure to allow mother-in-law units to be built just
anywhere and the encouragement for doing so.
No way would I want the intrusion of a third party residence as part of my property, whether I
could get rent for it or not. The fact that there has been no public discussion of this fantasy is
a sign that the Council is out of touch with the people they serve.
Please get this issue out in the open with details of enforcement against VRBOs and random
fluctuation boarders. And specify what would be done about parking. I'm afraid I would not
be able to support this new housing recommendation.

Please support staff’s recommendation regarding VTA’s Next Network Final
Plan & City Shuttle Vision:
¥ Please direct staff to pursue VTA funding to backfill planned reductions in
bus service with City Shuttle service.
¥ Please direct staff to develop a finance and implementation plan for possible
future extension of the existing Shuttle routes.
Gunn PTSA will advocate to VTA in support of staff’s effort to pursue VTA
funding. Cuts to the VTA88, 88L and 88M will affect approximately 100 Gunn
students per day who use this service for their school commutes. A majority of
Gunn students walk or bike to school. PAUSD buses carry 600 students to school
each day with 45 of those going to Gunn. The VTA88 lines are an important part
of Gunn’s alternative school commute mix. The current 88 schedule works fairly
well—though some students have stated a preference for more frequent headways
and an extension of service by at least one hour in the evening to cover after-school
activities.
The VTA88 lines will be replaced by lines 288, 288L and 288M which will each
run only once in the morning and once in the afternoon (with one extra afternoon
run of one line). A recent student survey made it clear that this limited service will
have a devastating impact on the ability of students to commute to school by bus.
67% of respondents indicated they would be less likely to ride the bus if the
288 proposal were implemented. High school students need flexibility to come
and go throughout the day for jobs and extra-curricular activities. Their ability to
ride the bus in the morning depends on its ability to get them home later in the day.
¥ The proposed South Palo Alto shuttle will satisfy this need, preferably at a
frequency of at least 30 minute service times.
¥ VTA’s offer of one bus on one route at a later time of day will be inadequate
to meet this need.
Palo Alto and VTA must be careful to ensure that the free shuttle does not
cannibalize the paid VTA 288 school tripper service. One thing that can be
considered is for Palo Alto, Gunn High School (using existing VTA pass subsidies
from parking revenues), and the VTA to collaborate in making this service free.
The combination of a frequent South Palo Alto shuttle and the VTA school tripper
service would allow VTA not to add a fourth afternoon school tripper run, and the
savings for this extra run could be reallocated to subsidizing the fare.
VTA88 is not only a school bus. VTA88 also serves hundreds of affordable and
senior apartments and services for the disabled at Abilities United, Cubberley, and
the VA Hospital. A school-bell-time bus schedule alone will not serve the
residents and users of these facilities well at all, and reduction of VTA fixed route
bus service will impact paratransit availability. If VTA provides funding for a
supplemental Shuttle, will the Shuttle count as a VTA fixed bus route qualifying
the route area for paratransit service?
The VTA88 is an important connector of students and residents to many important
south Palo Alto facilities, including Gunn High School. Please support staff’s
recommendation. We appreciate the city’s efforts to maintain the bus service to
Gunn.

Dear City Council,
Happy Earth Day! Here we are once again getting an update on our sustainability plan. While Palo Alto has
made a lot of progress and maybe ahead of many other cities, we think the Council has lost its way and focus on
this, the most important issue of our time – Climate Change.
Here are some recent examples: The greatest reduction in GHG has been the switch to a carbon neutral electricity supply. This is a great achievement and was driven by Carbon Free Palo Alto, a concerned group of
citizens trying to do the best we can to address climate change. As a follow on to this, the fuel switching effort,
was started by a colleagues’ memo written and proposed by CFPA wanting to see the next steps to address
climate change come about in a timely fashion. The next big reduction is the “green gas” program where Palo Alto buys RECs for our natural gas use. Again largely driven by a concerned group of citizens worried that Palo Alto is not moving fast enough to really address climate change. The city has been very supportive of
these programs and now calls them their own. Great, Palo Alto is moving forward; but not because this was
council driven, they were followers.
What is council doing? Recently you approved a 339-space parking garage for 23 million. This parking garage will make it easier for people to drive instead of using other means to get downtown. For each pound of cement produced, a pound of CO2 is generated and for each pound of steel produced there are four pounds of CO2
produced. So just the building of the garage will produce a lot of GHG. But the greater GHG emissions will
come from the induced car trips, most of them in SOV that this garage will generate. All of this is in direct
conflict with the goals stated in the SIP under the Mobility section – a section that is addressing the largest piece
of the GHG pie for Palo Alto (66%).
In other actions, or non-actions, the council has put on hold indefinitely a bike share program that would have
cost 1 million and has not adequately funded the TMA program to address parking, congestion and GHG
emissions. These are the types of programs along with more housing that can really make a difference. This is
a sign of a council that has lost its way to addressing the most important issue of our time – climate change.
Sustainability must be addressed every day with every action, not revisited once or a few times a year. This daily vigilance will payback with solutions to most all other issues. We would like to see the council re-
prioritize sustainability so that we are not building parking garages that will induce more SOV and traffic and
instead spend that money on real lasting solutions that carry us in a more sustainable way, in to the future we all
want.
For instance, if the TMA effort were fully funded at the required level, the parking garage would not be needed
and could then be turned into affordable housing. Now this is really moving us in the right directions on many
fronts and would be probably more profitable in the long run. In these changing times it is conceivable that the
parking garage will be obsolete in 10 years or less.

We were very hopeful that the new sustainability office would be able to help keep the council on track with
these kinds of daily decisions, weighing in on these important issues to help guide the council to a more
sustainable future, but this has only happened in a few cases and it has been left up to concerned citizens to address these issues when they have the time and energy to do so. Again, to us, this is a sign of a council that
has lost its way and has not prioritized the most important issues facing Palo Alto.
Why is this so important? Climate change is a zero sum game (not really a game!) While Palo Alto may be
doing better than our neighbors, we are still far behind what is required to address climate change. Palo Alto is
a leader in this area and we have the means to really set the goals where they should be. Addressing the solutions to climate change and sustainability in general will pay off in the long run, in almost all areas, and that
is the game we all need to win.
So this is our request to council and staff: re-prioritize your efforts and make sure you view every decision
through the lens of sustainability and GHG reductions. Seek the assistance of the office of sustainability in this
goal, and never miss a chance to move the needle in the right direction. This will serve you and all Palo Altons very well, now and into the future. And remember, as cliché as it is, Earth Day is everyday!

Dear City Council,
As you consider the Draft 2017-2020 Sustainability Implementation Plan (SIP) and its impact on the energy expended on housing in Palo Alto, please consider the energy expended when a functional or better dwelling in Palo Alto is destroyed because the property owner likes the 'location' but has no
use for the building currently on it.
There was energy expended when the building was built, in creating the materials used, in transporting them to the construction site, in transporting workers to the site, and in the assembly of the dwelling.
Energy will be expended in destroying it. All of the above-mentioned factors apply to this process.
This may be somewhat mitigated if some of the materials are recycled. My observations suggest that there are recycling claims made for houses that are scraped and dumped, perhaps because some of the copper and other metals are recycled.
Energy will be expended when a new dwelling is built. Again, all of the above-mentioned factors
apply to this process. Some of this may be mitigated if the new dwelling has a 'greener' ongoing energy footprint, but the
new house starts life with a 'debt to society' for the wanton destruction of functional housing stock to
allow its construction.
To me this suggests that there ought to be a 'carbon tax' applied to this process.

*Note: I know you are tired of this issue but I appreciate you taking the time to read this. It's the
details that matter.
Dear Palo Alto City Council,
I would be so grateful if you would reconsider the 5000 sf minimum lot size, and instead require what
was agreed upon March 7th -- that the ADU is allowed on any lot as long as it is within the allowable
square footage.
Why?
1. We wanted to, and now cannot have an ADU (with a lot size of 4750 sf). Having an ADU
would have alleviated some financial stress living here while increasing the housing stock
right where lots of jobs are here near Cal Ave.
DETAILS: Our home at 2090 Cornell is 4750 sf. The difference (250 sf smaller) is virtually indistinguishable from the street (it’s 2 feet narrower). I've described our situation before when I
testified before you in March. We have a 3 year old daughter and would love to share our modest
space with post-docs and others near Stanford, and help supplement the high expense we face in
living here (neither my husband or I are in the tech sector - he teaches at Foothill and I am in
hospitality/nonprofit).
2. 5000 Sf is an arbitrary and discriminatory limit. In fact, smaller homes/lots may be in
greater need of ADUs than larger ones. Note that of the nearly 2500 homes who could build
ADUs now, only a few do each year (partly because they don’t need ADU income or space). It
may be illegal to set this arbitrary limit in fact.
DETAILS:
· Law prohibits arbitrary: “(b) It is the intent of the Legislature that an accessory dwelling
unit ordinance adopted by a local agency has the effect of providing for the creation of
accessory dwelling units and that provisions in this ordinance relating to matters including unit
size, parking, fees, and other requirements, are not so arbitrary, excessive, or burdensome so

as to….unreasonably restrict the ability of homeowners to create accessory dwelling units in
zones in which they are authorized by local ordinance.”
· Discriminatory financial benefit to larger lots: 5000 SF gives a financial benefit to those over 5000 SF (whose lots are already more valuable) compared to those of us with under 5000 SF, both in terms of rental income and resale value in having additional rooms and being
able to convert a garage into housing.
· Discriminates against certain neighborhoods: 5000 SF discriminates against all of us
who tend to have smaller homes on smaller lots. We are probably even more likely to rent out ADUs and offer housing and could also much more likely benefit from a garage conversion since we are in limited space and may have fewer financial resources. It also discriminates
against many of us in College Terrace and downtown North who for historical reasons have
different sized lots.
· Smaller lots even more likely to build ADUs: Smaller lots may be more likely to build and need ADUs. Right now there are almost 2500 homes who could build ADUs, and yet only a few do every year. It is partly because it is onerous, but it is also because larger homes and
larger lots are in less NEED of ADUs financially and space-wise. Smaller lots also really need
access to the garage space.
* Allows some to convert garages and not others.
* Allowable lot coverage can still restrict what can be built so it doesn't overwhelm the lot size.
3. Allowing any lot size can still be monitored and is unlikely to overwhelm the community
given what we have seen.
Currently, there are 2466 properties that could build ADUs (35% over minimum lot size) and still we
have very few a year.
You are only doubling the number of properties who can build ADUs. Allowing all R-1 would triple instead of double what is allowed now (approximately), and so it’s still unlikely we will have that many
more.
CURRENT ELIGIBLE HOMES WHO CAN BUILD ADUs CURRENTLY: 2466
PROPOSED if 5000 SF MINIMUM: 5992 (approx, or +300)
NUMBER OF ELIGIBLE IF ANY LOT SIZE COULD BUILD: 8680
If we really want to make ADUs a benefit to Palo Alto, every Palo Altan should have the opportunity,
not just those with bigger properties.
Closing: What is motivating you to support ADUs? If it is to help people stay in their homes, increase
housing stock, offer more small housing, then I implore you to eliminate the minimum lot size.

I think you have made several big mistakes with this ordinance (no design review, insufficient height restrictions), not
least in ignoring pleas for further review. You have turned this supporter of ADUs into a skeptic, including about the
good judgement of several council members for whom I voted.
A typical Palo Alto resident can ill afford both the expense of building the largest allowable, 2‐story ADU and the
increased property tax that would result. So who will reap the benefits? And how many of us may see reduced property
values because of something regrettable built over the back fence? I am unsympathetic when you say that you can’t find
ways to spend money to create affordable housing. Perhaps the next bright idea will offer incentives to developers to
build ADUS when they tear down houses. If you want to rezone neighborhoods R‐2 and invite developers to change the
landscape of certain parts of town, at least try to do it honestly and with a plan. I am more likely to support that, even if
it’s my part of town.
The only recourse is for vigilant citizens to spot the inevitable abuses and hold you accountable for changes. Cold
comfort for the citizen/victims. Good news for the lawyers. Dreadful all around.

Dear Mayor Scharff and Palo Alto City Council Members,
Thank you very much for your deliberate and thoughtful work on the ADU ordinance. I support your work and recognize
some minor adjustments may be needed if not in conformance with State law or not feasible in any way.
I wanted to add: The cities where ADU ordinances have been in place for a while, such as Portland and Seattle, the
results have been about 1% of eligible property owners have taken this opportunity. Over a decade in Seattle, for
example, about 150 units have emerged— averaging about 15 per year.
I foresee that a very modest number of units (rather than a cascade) will emerge on an annual basis, I believe this will be
largely due to the significant costs of permitting, design, and construction and the willingness and desire of primary
home owners to undertake such a project. Nonetheless, providing flexibility provides choices and increasing housing
capacity is critical.

Subject:ADU ordinance needs to be pulled for analysis -
Dear Sirs,
I am very disturbed by the city council wanting to pass an ADU unit with little notice to the
residents. As far as I can tell no study by city staff on the ramifications of increased housing units on all of the quality of life issues have been carried out. I understand the city might be interested in
passing this ordinance to increase available housing. However, there doesn't appear to be any
requirements on where the ADU residents park their cars on the premise. If there is no
requirement, clearly they will park on the street. In addition, by practically doubling the family
density (god forbid every house owner in Palo Alto does not opt to build an ADU structure)
propspects the question of quality of life, from increased population seems to be trown out of the
window. On an ordinance of this magnitude and scope the city council needs to go through a much
more deliberate and thoughtful process, after getting inputs from city staff on all relevant issues as
well as listening to concerned residnets. In fact this ordinance is so sweeping in its scope that we
need the residents of Palo Alto to be voting on it.
It is imperative that at the very least passing of this ordinance this eveing must be put aside and
rescheduled for a later date to allow all the interested parties to research the optic and come back
with questions and concerns to the city council. If I were more cynical I would be tempted to
suggest the urgency being shown, feels like as though like Airbnb were pushing this move to apss
the ADU with such short notice and no proper analysis.
