RE,SOLiJTION OF'THE LYNWOOD CITY COUNCIL ~.
A*'PROVING'THE APPLICATION FOR GRANT FUNDS UNDER THE
RODFRTI-Z'}3ERG.URBAN OPEN-SPACE. AND RECREATION PROGRAM
WHEREAS, the legislature of the State of California has enacted
the Roberti-Z'berg [lrban Open-Space and Recreation Program, which pro-
wides funds to ,certain political subdivisions of the State of Cali=
fornia for acquiring lands and for developing facilities to meet
urban recreation needs and
WHEREAS, the State Department of Parks and Recreation has been
_ delegated the responsibility for the administration of .the program,
setting up necessary Procedures governing application by local ac7encies
under the program and
W$IEREAS, said procedures Pstablished by the State Department of
Parks and Recreation require the applicant to certify by resolution
the. .approval of application prior to submission of said applications
to the ~stateand.
WHEREAS, said applications. contain a certification tYiat the
applicant will comply with all federal, state, and locah environ-
mental, public health, relocation, affirmative action, and clearirig-
house requirements and all other appropriate codes, laws and regulations
prior to the expenditure of the grant funds;and
WHEREAS, the project(s) applied for under this program must be
of a~high priority and satisfy the most urgent park•and recreation
needs with emphasis on unmet needs. in the most heavily .populated
areas-t
NOW,. THEREFORE, BE IT RESOLVED that the City Council hereby=
~. 1.- Approves -the fi-ping- of an:- application --for funding under the:
Roberti-Z'berg~Urban Open-Space and Recreation Program; and
2." Certifies that said agency undetstands.the.general provisions
of the agreement and. .
3. Certifies that said agency has or will have sufficient funds to
- °operate and maintain the project(s) funds to operate and main-
fain the pro:ject(s) funded under this program;anc~
4. Certifies that said agency-has or will have available prior to
commencement Qf any work. on the groject(s).incluc?ed in this
application matching money-,from a nonstate.source;and
5. Certifies that the project(s) included in this application con-
form to the recreation element of the applicable city ~r county
general plan;and
6. Appoints the Director of the Recrea~:ion and Parks nepartment
as agent of the City to conduct all negotiata_ons, execute
` and submit all documents including but not .limited to appli-
cations, agreements, amendments, payment rec~un_sts, and so._on
which may be necessary for~the completion of th? a~'orementoned
