Roll Call The City of Tiffin City Council held a work session Tuesday, March 2, 2021 at the City Hall Council Chambers. This was a meeting open to the public through the Iowa Open Meeting Law but due to the current public health emergency (Covid-19) most councilpersons were participating in the meeting electronically as allow by the Iowa Code, Chapter 21. Mayor Berner called the meeting to order at 6:15 PM. Upon roll being called the following members were present: Al Havens present via Microsoft Teams, Jim Bartels via telephone, Eric Schnedler, Chris Olney, Skylar Limkemann. Others present City Administrator Doug Boldt, City Clerk Abigail Hora and Building Official Brian Shay. B. Agenda Additions/Agenda Approval Motion to approve agenda by Schnedler. Second by Limkemann. All ayes, agenda approved. C. Discussion and Review of Fire Department Transition Agreement and Fire Department Ordinance Discussion: Mayor Steve Berner reviews the Fire Department Transition Agreement and Ordinance with council. The following changes will be made: amend chapter 35.06 paragraph three the city council shall consider the appointment and the removal of the members of the fire department members. The Fire Chief shall submit a recommendation for the appointment or removal of a member of the fire department. Adding language to the end of chapter 35.04, existing members of the fire department have until June 30, 2026. D. Discussion and Review of FY 2021-2022 Budget Discussion: City Administrator Doug Boldt will discuss this more during his report. E. Questions from Council Members regarding items on the Regular City Council Agenda F. Other Business G. Adjournment Motion to adjourn by Schnedler. Second by Limkemann. Consent Agenda Note: These are routine items and will be enacted by one motion without separate discussion unless a Council Member requests separate consideration. 1. Close Public Hearing and Proceed to H-1 Motion to open Public Hearing on Ordinance No. 2021-477 An Ordinance to Amend the Municipal Code of Tiffin, Iowa, Chapter 35, Fire Protection, to Create a City of Tiffin Fire Department by Limkemann. Second by Schnedler. Roll Call: Olney, Bartels, Schnedler, Havens, Limkemann. Discussion: Nothing Received at City Hall. Motion to close Public Hearing on Ordinance No. 2021-477 An Ordinance to Amend the Municipal Code of Tiffin, Iowa, Chapter 35, Fire Protection, to Create a City of Tiffin Fire Department by Olney. Second by Bartels. Roll Call: Bartels, Schnedler, Havens, Limkemann, Olney. H. Ordinance Approval/Amendment 1. Ordinance No. 2021-477 An Ordinance to Amend the Municipal Code of Tiffin, Iowa, Chapter 35, Fire Protection, to Create a City of Tiffin Fire Department a. Motion to Approve First Reading City Council Agenda Page 2 of 5 Motion to amend chapter 35.06 paragraph three, the city council shall consider the appointment andtheremoval of the members of the fire department members. Motion to Suspend the Requirement to Pass Ordinance on One Consideration before Final Passage as stated in Iowa Code Section 380.3 by Bartels. Second by Havens. All ayes, motion carried. c. City Council Reports Discussion: Council Person Olney discussed the slippery roundabout on cold mornings due to the thaw and refreeze, public works has taken care of this due to the DOT only making a round. Council Person Limkemann is working on the SAFER grant. We will be receiving money from local businesses for the Fire Department as donations. He also spoke to Johnson County Sheriff Department about local burglaries on job sites. Would like to look into options to resolve the drainage issues in the alley behind the fire department. 3. Director of Public Work Report Discussion: Public Works Director Brian Detert gives an update on the trucks that needed repaired, three are back in service. Public Works has received complaints from residents stating their right-of-way has been torn up from the winter and they are working through those complaints. 4. Building Official Report Discussion: Building Official Brian Shay reports final inspections on Aster Village will be performed this week. The building department has received the second permit for 36-plex and 4-5 single family permits. 5. Recreation Directors Report Discussion: Recreation Director Frank Haege discussed that baseball and softball sign up are going through the end of March and youth basketball is completed. 6. ort Discussion: Trail phase 7 is going well, trail phase 6 will bid in April. Roundabout gateway signage and Original town phase 2 starting in the next couple weeks. 7. City Attorneyrt Nothing to Report 8. City Administrators Report Discussion: City Administrator Doug Boldt spoke to Johnson County Sheriff Department about placing a speed trailer on North Park Road from Oakdale to Hwy 6.
