REGULAR MEETING
May 24, 2016
The Moab City Council held its Regular Meeting on the above date in the
Council Chambers at the Moab City Center, located at 217 East Center
Street, Moab, Utah.
Mayor Sakrison called the Pre -Council Workshop to order at 6:00 PM.
In attendance were Councilmembers Rani Derasary, Tawny Knuteson-
Boyd, Kyle Bailey, Heila Ershadi and Kalen Jones. Also in attendance
were City Manager Rebecca Davidson, City Recorder/Assistant City
Manager Rachel Stenta, Deputy Recorder Danielle Guerrero, City
Treasurer Jennie Ross, Planning Director Jeff Reinhart, Community
Services Director Amy Weiser, Parks, Recreation and Trails Director Tif
Miller and City Engineer Phillip Bowman.
A Presentation on the Impact Fee Study was given by City Engineer
Bowman. Discussion followed.
Mayor Sakrison called the Regular City Council Meeting to order at 7:00
PM and led the pledge of allegiance. Fourteen (14) members of the
audience and media were present.
Councilmember Derasary moved to approve the Council meeting
minutes of April 26, 2016 with corrections, April 29, and May 12, 2016.
Councilmember Knuteson-Boyd seconded the motion. The motion
carried 5-0 aye, with Councilmembers Bailey, Jones, Knuteson-Boyd,
Ershadi and Derasary voting aye.
There were no Citizens to Be Heard.
The Mayor presented the Student Citizenship of the Month Award for
May 2016 for Helen M. Knight School to Mackenzie Johnston.
The Mayor proclaimed the First Wednesday of April each year to be
Start by Believing Day throughout the City of Moab.
The Mayor proclaimed the month of May as Mental Health Month
throughout the City of Moab.

Mayor Sakrison opened a Public Hearing at 7:10 PM on the following
items:
Solicitation of Public Input on Community Development Block Grant
(CDBG) Small Cities Program Year 2016 Proposed Project - Acquisition of
Property on Kane Creek Blvd by the Housing Authority of Southeastern
Utah.
Ben Riley of the Housing Authority of Southeastern Utah was present to
answer any questions.
Solicitation of Public Input on Proposed Resolution #16-2016 — A
Resolution Adopting the Fiscal Year 2016-2017 Budget.
Sarah Shea of Moab Regional Hospital and Tiffany Van Sickle of Four
Corners Community Behavioral Health, presented information about the
Communities that Care Program and requested a $10,000.00 allocation
from the 2016-2017 City Budget to go towards a matching grant.
Mayor Sakrison closed the Public Hearing at 7:49 PM.
Councilmember Jones moved to approve a Special Business Event
License for Canyonlands Rodeo Parade on June 4, 2016 with the
condition of final permit approval from Utah Department of
Transportation. Councilmember Bailey seconded the motion. The
motion carried 5-0 aye, with Councilmembers Bailey, Jones, Ershadi,
Knuteson-Boyd and Derasary voting aye.
Councilmember Bailey moved to approve a Fee Waiver for Canyonlands
Rodeo Parade not to exceed $285.00. Councilmember Derasary
seconded the motion. The motion carried 4-1 aye, with
Councilmembers Bailey, Ershadi, Knuteson-Boyd and Derasary voting
aye. Councilmember Jones voting nay.
Councilmember Bailey moved to approve a Special Business Event
License for Travis Packard to hold the Canyonlands Fast Pitch
Tournament at the Center Street Ballpark on June 17 and 18, 2016.
Councilmember Knuteson-Boyd seconded the motion. The motion
carried 5-0 aye, with Councilmembers Bailey, Jones, Ershadi, Knuteson-
Boyd and Derasary voting aye.

Councilmember Bailey moved to approve the Special Use of the Center
Street Ballpark for Travis Packard to hold the Canyonlands Fast Pitch
Tournament on June 17 and 18, 2016, with conditions.
Councilmember Knuteson-Boyd seconded the motion. The motion
carried 5-0 aye, with Councilmembers Bailey, Jones, Ershadi, Knuteson-
Boyd and Derasary voting aye.
Councilmember Bailey moved to approve Proposed Ordinance #2016-04
— An Ordinance to Rezone a Property with Split Zoning of 1-1 Industrial
and R-4 Manufactured Housing Residential Zone to R-4 Manufactured
Housing Residential Zone and Amending the Official Zoning Map of the
City of Moab. Councilmember Ershadi seconded the motion. The
motion carried 5-0 aye, with Councilmembers Bailey, Jones, Ershadi,
Knuteson-Boyd and Derasary voting aye.
Councilmember Bailey moved to Proposed Resolution #17-2016 — A
Resolution Approving the Real Estate Purchase and Sales Agreement
with Stewart Lane, LLC, The Enactment of Covenant Declarations and
the Termination of an Option Agreement. Councilmember Knuteson-
Boyd seconded the motion. The motion carried 5-0 aye, with
Councilmembers Bailey, Jones, Ershadi, Knuteson-Boyd and Derasary
voting aye.
Councilmember Jones moved to approve Proposed Resolution #15-2016
— A Resolution Adding the Jr. Lifeguard Program and Fee to the Fee
Schedule for the Moab Recreation and Aquatic Center. Councilmember
Ershadi seconded the motion. The motion carried 5-0 aye, with
Councilmembers Bailey, Jones, Ershadi, Knuteson-Boyd and Derasary
voting aye.
Councilmember Derasary moved to approve a Central Federal Lands
Highway Division Project Application for Federal Lands Access Program
(FLAP) grant funding in Fiscal Year 2019 or later with an amount not to
exceed $6,000,000. Councilmember Jones seconded the motion.
Councilmember Knuteson-Boyd stated that she works for the Grand
County Road Department. The motion carried 5-0 aye, with
Councilmembers Bailey, Jones, Ershadi, Knuteson-Boyd and Derasary
voting aye.

Contribution Rates for Fiscal Year 2016-2017. Councilmember Derasary
seconded the motion. The motion carried 5-0 aye, with
Councilmembers Bailey, Jones, Ershadi, Knuteson-Boyd and Derasary
voting aye.
Councilmember Derasary moved to approve sending Proposed
Ordinance #2016-07 — An Ordinance Amending the City of Moab
Classified Hourly Pay Rate Schedule and Exempt and Elected Officials'
Salaries to a Public Hearing on June 14, 2016 at 7:15 PM.
Councilmember Knuteson-Boyd seconded the motion. The motion
carried 5-0 aye, with Councilmembers Bailey, Jones, Ershadi, Knuteson-
Boyd and Derasary voting aye.
In Mayor and Council Reports, Mayor Sakrison stated that Senator Hatch
would be visiting the community on June 4, 2016, and that he would
bring up the tailings issue with Senator Hatch. Mayor Sakrison stated
that he had attended a tailings meeting exploring alternate funding and
other sources.
Mayor Sakrison stated that he received an e-mail from Tom Adams,
Recreation Coordinator for the state of Utah expressing gratitude from a
group that visited the community and who really enjoyed their trip to
Moab.
Councilmember Bailey hosted a group of International Business people
last Friday, May 20, 2016 at City Hall.
Councilmember Jones mentioned that he attended the last Planning
Commission Meeting and that the home inspection requirement for
home occupations was being repealed.
Councilmember Jones reported that at the Solid Waste District meeting
it was mentioned that the Electronic Waste Drive was held and was
successful.
Councilmember Jones stated that he and Councilmember Derasary
attended the Grand County Housing Workshop.
Councilmember Jones commented that he had a discussion with Mayor
Sakrison regarding concerns about staffing and positions not being filled.

REPORTS
Councilmember Knuteson-Boyd stated that she attended the Housing
Authority of Southeastern Utah meeting.
Councilmember Ershadi commented that she has read a lot of comments
concerning traffic congestion on Highway 191 and specifically around
Arches National Park. She suggested writing a letter to UDOT from the
City.
Councilmember Derasary attended the final Area Sector Analysis Process
(ASAP) Meeting as well as the Moab Community Coalition Meeting.
Councilmember Derasary reported that she also attended the Grand
Opening of the Boulder Park at Lions Park and the Canyonlands
Watershed Council Meeting.
Councilmember Derasary reported that the Interlocal Housing Taskforce
will be doing business surveys for those who employ seasonal workers.
There was no correspondence to be read.
In Administrative Report City Manager Davidson distributed a written
report.
A Report on City/County Cooperation was not given.
Councilmember Derasary moved to pay the bills against the City of
Moab in the amount of $256,555.72. Councilmember Bailey seconded
the motion. The motion carried 5-0 aye, with Councilmembers Bailey,
Jones, Ershadi, Knuteson-Boyd and Derasary voting aye.
Councilmember Bailey moved to enter An Executive Session to Discuss
the Character, Professional Competence, or Physical or Mental Health of
an Individual at 8:50 PM. Councilmember Jones seconded the motion.
The motion carried 5-0 aye, with Councilmembers Bailey, Jones, Ershadi,
Knuteson-Boyd and Derasary voting aye.
Councilmember Bailey moved to close the Executive Session.

carried 5-0 aye, with Councilmembers Bailey, Jones, Knuteson-Boyd and
Derasary voting aye.
