RESOLUTION NO. 13-8616
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA TO FREEZE ALL
HIRING AND ALL SALARY INCREASES, WITH THE
EXCEPTION OF THE OPA-LOCKA POLICE
DEPARTMENT'S SWORN PERSONNEL AND THE
FINANCE DIRECTOR THROUGH SEPTEMBER 30, 2013,
EXCEPT WITH APPROVAL OF THE CITY
COMMISSION; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City Commission desires to freeze all hiring and salary increases due to
ongoing budget issues; and
WHEREAS, the hiring freeze and salary increase shall affect all departments, except
sworn personnel in the Police Department will be exempted from the hiring and salary freeze;
and
WHEREAS, the City Manager may hire other personnel, or give raises, provided he
gets approval from the City Commission; and
WHEREAS, it is the desire of the City Commission to freeze further hiring and salary
increases until September 30, 2013.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka, Florida, authorizes a
freeze on all hiring and salary increases, except sworn personnel in the police department and the
Finance Director, effective immediately, through September 30, 2013, except with approval of
the City Commission.

Section 3. This resolution shall take effect immediately upon adoption.
