WHEREAS.., it 3.s the policy of the C~.ty Council of the City of Lynwood to.foster and promote the conservation of energy within the City of Lynwood;~and WHEREAS.:,., the,:..C:ity., as pant.. o~~. its... conservation program, intends to provide for the conversion of'incandescent~and mercury vapor streetlights to the more energy efficient sodium.vapo.r street. lights as. rapidly as pass3b,le; and WHEREAS, .the magnitude of the. savings, in. the Los Angeles County area by this conversion is illustrated by the fact that Los Angeles County,. alone, administers approx~mately.65,000 low intensity lights of 1I,000 lumens or less, mainly on local streets; and WHEREAS..,. Edison .rates for.- high, pressure sodium lighting as approved b.y th.e. Public.. Utilities Commission appear-to be dispropor- tionately high.. when compared to mercury vapor aighti.ng, especially in the low. intensity categories, the present Edison base cost for a 7,000.lu.rnens mercury vapor ,light being $5..72 per month fo.r all night service verses $7.00 for the same service for the smaller 5,800 .lumens high,.. pressure sodium_light; NOW..,. THEREFORE., BE IT RESOLVED, that the City Council of the City of Lynwood .requests the Public Utilities Commission to rem evaluate high. pressure sodium street lighting rates anal establish such rates at the lowest. amount possible 'to encourage anal enable the use of sodium lights to conserve energy; a'nd' . Southern California •• Edison. Company,.. will.. realize...a. cons.i.derab.le. savings. in property tax expenditures as a result. of Proposition 13, .they currently have a 15%•rate..increase proposal. before the Public Utilities Commission. (PUC,)... Tf .this rate in- crease is approved, it would result in higher energy cost for our lighting district... Staff recommends the City. Council to request the PUC to deny the rate.~increase pro- posed by the Edison .Company .and. to assign to local.govern- ment., portions of the savings in property, taxes to be realized by the Edison Company in .relation to the. passage of Proposition. l3, b.y reducing. rate below the current level. ,. Furthermore, the current rate structure requires . approximately 25% more for a 5,800 lumen high-pressure sodium light than a 7,000 lumen mercury vapor light. This " does not lend itself towards the replacement of mercury vapor light with the energy saving high-pressure sodiums.
