FUNDS UNDER THE STATE.. LITTER..CONTROL.,.RECYCLING
AND RESOURCE RECOVERY FUND."
WHEREAS., the Legislature of. the State of California
has enacted the. State Litter Control, Recycling and Resource
Recovery Act which provides funds to certain entities for litter
cleanup, litter law enforcement, litter education, and purchase
of litter .receptacles; and -~~~
WHEREAS.,. the .State Solid Waste Management Board has.
been delegated. the responsibility for the administration of
the program:, setting.: up .necessary procedures governing applica-
tion by local agencies under .the program; and
WHEREAS.,. said .procedures established by. the State
Solid Waste Nfanage.ment Board require the applicant to certify
the approval of applications prior to submission of said applica-
tions to the. state; and-
. NOW., THEREF.O.RE,.BE.:._IT .RESOLVED.. that ..the: City of Lynwood
approves the 'filing of an application for funding .under the Litter
Control, Recycling..and.Resource Recovery Fund; and-
WHEREAS.,. certifies that said agency understands the
general provisions of the grant..agreement; and .
Authorizes the Associate City Engineer as. agent of the
City of .Lynwood to conduct all negotiations, execute and submit

sary for the completion of the aforementioned program.

Gentlemen:
The California State Solid Waste Management Board
is accepting application from local go.vernmerits to imple-
ment litter control projects under SB 650,. the Litter
Control, Recycling, and Resource Recovery F~znda
Funds are available under several categories
for specific uses. Two of these categories, Litter
Clean-up and Litter Law. Enforcement, contain specified
allocations for the City of Lynwood in the amount of
$5,906 and .$647 respectively. Considering the relatively
small amount of these funds, staff has determined that
the most appropriate use would be to use the' Litter Clean-
up funds to purchase a small ride-on mechanical sweeper,
which would be used to remove litter from City parking
lots, sidewalks, and other areas not accessible to our
large sweepers. The Litter Law Enforcement funds would
be used to purchase signs. describing,_penalties for litter-
ing, which would be placed in strategic places around the
City.
We would also like to apply for competitive funds
.available under the Litter Receptacle category, and would
request approximately $3,000 in State funds to purchase
twenty (20) new litter receptacles. Five would be to re-
place existing. receptacles that are in poor condition, and
the remaining..fifteen (15) would be placed at selected
locations.
RECOMMENDATION
City Council adopt a resolution entitled:
"A RESOLUTION OF THE. CITY COUNCIL OF THE CITY
OF LYNWOOD APPROVING THE APPLICATION FOR GRANT
FUNDS UNDER THE STATE LITTER CONTROL, RECYCLING
AND RESOURCE RECOVERY FUND."
