A Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor Daniel J. Reiman,6:00 P.M.,
July 23, 2009, Council Chambers, Memorial Municipal Building,
61 Cooke Avenue, Carteret, New Jersey.
Upon individual roll call vote the following were noted present:
Councilmember Vincent Bellino
" Iris Colon
" Susan Naples
" Joseph W. Sitarz
Noted Absent were Council members Jorge Diaz and Randy Krum.
Also noted present were Kathleen M. Barney, Municipal Clerk and
Robert Bergen, Borough Attorney.
The meeting was opened with a minute of silent prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.
The Clerk stated that the 2009 Annual Notice was mailed to The
Home News Tribune, The Star Ledger and posted on the bulletin
board on January 5, 2009. It was published on January 8. 2009.
Upon MMS&C by Councilmembers Sitarz and Naples and
unanimous affirmative vote of the four (4) Councilmembel's
present, the Minutes of July 9, 2009 were approved and transcribed
and engrossed by the Clerk.

Roselle OEM.
Mayor Reiman said they will have this commendation further into
the meeting, when the recipients are present.
Mayor Reiman explained that they had fourteen (14) members of
the Office of Emergency Management from the Borough of
Roselle pm1icipate with us for our July 3,d Festival, of which there
were eight (8) to nine (9) thousand residents at the waterfront. and
commented that it went off without any problems. He went on to
thank our OEM and Roselle's OEM, for ajob well done.
Mayor Reiman said they are having a swearing-in for three (3)
police officers and then he called Keith Cassens to come forward,
the first Police Officers to be sworn in. He said that cadets, Keith
Cassens, Vincent Bellino and Matthew Oomm just graduated from
one of the most academically challenged Police Academy in the
countl'Y and he was velY proud of them. He then swore in Keith
Cassens and Matthew Oomm.
Mayor Reiman then explained that Council member Bellino would
be swearing in his son Vincent Bellino.
Vincent Bellino was sworn in as police officer.
Mayor Reiman then said they would be taking a sixty (60) second
recess.
The meeting was then recessed for one (1) minute.

ORDINANCE #09-11 was introduced on First Reading and the
Clerk authorized and directed to advertise same for Public Hearing
to be held on August 6, 2009, upon MMS&C by Councilll1ell1bers
Sitarz and Naples. Upon individual roll call vote Councilmembers
Bellino, Colon, Naples and Sitarz voted in the Affirmative.
Councilll1ell1bers Diaz and Krum were noted Absent.

Upon MMS&C by Councilmembers Sitarz and Bellino and
unanimous affirll1ative vote of the four (4) Councilmembers
present, the public portion on Resolutions/Agenda Items and New
Business was opened to the public.
There were no comments from the public.

unanimous affirll1ative vote of the four (4) Councilmembers
present, the public portion was closed.
Mayor Reiman said they are introducing a resolution, which will
be listed as number seven (7),09-172, "Resolution of the Borough
of Cm1eret, in the County of Middlesex Designating NY-F
Industrial Fund I, LLC as the Conditional Redeveloper of a P011ion
of the West Cm1eret Minue Street Retail Redevelopment Area,
Phase II", explaining tltis is the Florence Paper Building, w1tich is
under contract by an operation from Chicago to constlUct and
operate a data center there similar to the Goldman Sachs and
Verizon Data Centers in West Carteret.
Mayor Reiman then asked for a motion to All1end the Agenda to
include Resolution #09-172.
Upon MMS&C by Council members Sitarz and Naples and
unanimous affll'lnative vote of the four (4) Councihnembers
present, the Agenda was Amended to include Resolution #09-172.

Mayor Reill1an explained this would allow residents who are year
to date, that have paid all their 2006, 2007 and 2008 taxes, but
have fallen behind in their 2009 taxes because of the economic
times, would allow them to have an installment plan, where they
would make monthly payments, as opposed to having to make
quarterly payments and once we set up the policy they would have
to be approved by the Finance Office as residents who have fallen
under tough economic times and they would not have to worry that
someone would come in and buy their tax liens.

Louis Street Tennis Court and Basketball COUl1 Improvements."
Mayor Reiman explained that this is a Change Order is saving the
Borough approximately ten (10) dollars, but it changes the scope
of the construction from a stone and fabric cover to a mill and
overlay, which should last an additional ten (10) to fifteen (15)
years.
Mayor Reiman then asked the Councilmembers if they had any
questions on any of the resolutions.
Council President Naples asked if the time frame was the same on
the Temtis COUl1s.
Mayor Reiman said it would be the same time frame, weather
permitting, explaining they would hope to be into construction by

the end of July or early August and have the project complete
toward the second or third week in September.

REPORTS:
BUILDINGS & GROUNDS: Committee Chairperson Naples
rep011ed this department completed the project of putting the air
conditioning in the information/technology room and they are
overseeing the painting of the Deverin Center/Library and on July
3'd they set up electricity for all the vendors for the waterfront
festival. They are also supervising the workforce investment

FINANCE & ADMINISTRATION: In the absence of Committee
Chairperson Diaz, Council President; Naples reported Progl'ess.
FIRE & DOMESTIC PREPAREDNESS: In the absence of
Committee Chairperson Krum, Councilmembel' Bellino reported
Progress.
PARKS, RECREATION & PUBLIC PROPERTY: Committee
Chairpel'son Bellino reported normal day to day operations and the
concel1s in the park are stm1ing to grow. He said the Football
Camps, 4th through 8th grade is ongoing, with twenty (20) plus
participants and al'e sponsored by the Recreation Depm1ment who
are teaclting the fundamentals of football and reported the men's
softball is ongoing.
POLICE: COll1ll1ittee Chail'person Sitarz congratulated the three
(3) new rookies, reporting they were needed to help bring the
Police Depm1ment back to full strength. He then commented that
it was good to see the Police Chief at the meeting. Progress.
PUBLIC WORKS: Committee Chairperson Colon rep011ed the
Hermann Avenue reconstlUction is anticipated to start in early
August. She said we have provided Middlesex County Highway
Depm1ment with a list of all the roads and intersections to be
included in this years Mill-Overlay Program and we have the fmal
construction plans and specifications completed and they have
been sent to the County and NJDOT, explaining the NJDOT will
forward the documents to the Federal Highway Administration to
obtain final approval to advertise the project for bid. She went on
to say we have prepared a Grant Application for the reconstruction
of the Hennmm Avenue Phase II and Romanowski Street.

BOARD OF EDUCATION: Committee Chairperson Naples
reported progl'ams up and running in Columbus School. They are
an El1l'ichment Program, Extended School Year Program for
Special Education Students and Title One, which is a Reading
El1l'ichment Program and ESL, English as a second language. She
explained that the Board of Health has coordinated fl'ee lunches for
the pm1icipants of the programs, which was coordinated through a
federal program.
Proclamations -a) Over the Limit Under Arrest 2009 Statewide
Crackdown.
b)National Night Out - August 4, 2009.
Mayor Reiman read the following proclamations into the record:
a) Over the Limit Under Arrest 2009 Statewide Crackdown
"WHEREAS, impaired divers on our nation's roads kill SOll1eone
every 30 minutes, 50 people per day and almost 18,000 each year;
and
WHEREAS, 26% of motor vehicle fatalities in New Jersey are
alcohol-related; and
WHEREAS, an enforcement crackdown is planned to combat
impaired driving; and
WHEREAS, the end of the summer season is typically a time of
social gatherings which often include alcohol consumption; and
WHEREAS, the State of New Jersey, Division of Highway Traffic
Safety, has asked law enforcement agencies throughout the state to
participate in the "Over the Limit Under Arrest 209 Statewide
Crackdown"; and

WHEREAS, the project will involve increased impaired driving
enforcement from August 21 through September 7, 2009; and
WHEREAS, an increase in impaired driving enforcement and a
reduction in impail'ed driving will save lives on our roadways; and
NOW, THEREFORE, I, Daniel J. Reiman, Mayor of the Borough
of Cal'teret, do hereby recognize and supp011 the
Over the Limit, Under Arrest
2009 Statewide Crackdown
August 21 - September 7, 2009
FURTHER, LET IT BE RESOLVED THAT, WE the Mayor and
Council. do hereby pledge to increase awareness of the dangers of
drinking and driving in the Borough of Cm1eret. "
b)National Night Out - August 4,2009.
"WHEREAS, the National Association of Town Watch (NATW)
is sponsoring a unique, nationwide crime, drug and violence
prevention progl'am on August 4th, 2009 called "National Night
Out"; and
WHEREAS, the 26th Ammal National Night Out" provides a
unique oPP011unity for the Borough of Carteret to join forces with
thousands of other communities across the country in promoting
cooperative, police-conununity crime prevention eff011s; and
WHEREAS, the Crime Prevention Unit plays a vital role in
assisting the Cm1eret Police Department tlu'ough joint crime, dlUg
and violence prevention efforts in the Borough of Carteret; and

WHEREAS, it is essential that all citizens of the Borough of
Carteret be aware of the importance of crime prevention programs
and the ill1pact that their pm1icipation can have on reducing crime,
drugs and violence in the Borough of Cm1eret; and
WHEREAS, police cOl1ll1lunity partnersItips, neighborhood safety,
awareness and cooperation al'e imp011ant themes of the "National
Night Out" program.
NOW, THEREFORE, WE the Mayor and Council do hereby call
upon the citizens of the Borough of Carteret Police Depm1ment's
Crime Prevention Unit and the National Association of Town
Watch in supporting the
26th ANNUAL
NATIONAL NIGHT OUT
FURTHER, LET IT BE RESOLVED THAT, WE the Mayor and
Council, do hereby proclaim Tuesday, August 4th, 2009, as the
date on wltich this important event is to be held."

Mayor Reiman explained that this is a meritorious award which
read as follows: "In recognition of selfless commitment to the
commUluty oriented progrmlls in service provided that contribute
to the success of Cal'teret's 2003 Independent State Festival on
July 3, 2009."
Mayor Reiman asked the Chief to accept these on behalf of the
OEM.
C1uef Beasley said beside their personnel they also brought in three
(3) light towers and two (2) fully equipped trucks.
Mayor Reiman said they will be sending a letter to the Roselle
Mayor and Council thanking them for the support of the OEM
11'O111 Roselle.
After no fUl1her discussion, upon MMS&C by Councilmell1bers
Sitarz and Naples and unmumous affirmative vote of the full
Council present, the meeting was Adjourned at approximately 6:20
P.M.
