Information for Homeowners Working at Home If you are a homeowner performing renovation, repair, or painting work in your own home, EPA's RRP rule does not cover your project. However, you have the ultimate responsibility for the safety of your family or children in your care. If you are living in a pre -1978 home and planning to do painting or repairs, please read a copy of EPA's Renovate Right: Important Lead Hazard Information for Families, Child Care Providers, and Schools lead hazard information pamphlet. You may also want to call the National Lead Information Center at 1- 800 -424- LEAD (5323) and ask for more information on how to work safely in a home with lead -based paint. Information for Tenants and Families of Children under Age 6 in Child Care Facilities and Schools As a tenant or a parent or guardian of children in a child care facility or school, you should know your rights when a renovation job is performed in your home, or in the child care facility or school that your child attends. • Before starting a renovation in residential buildings built before 1978, the contractor or property owner is required to have tenants sign a pre- renovation disclosure form, which indicates that the tenant received the Renovate Right lead hazard information pamphlet. • Beginning in December 2008, the contractor must also make renovation information available to the parents or guardians of children under age six that attend child care facilities and schools, and to provide to owners and administrators of pre -1978 child care facilities and schools to be renovated a copy of EPA's Renovate Right: Important Lead Hazard Information for Families, Child Care Providers, and Schools lead hazard information pamphlet. Information for Contractors As a contractor, you play an important role in helping to prevent lead exposure. Ordinary renovation and maintenance activities can create dust that contains lead. By following the lead -safe work practices, you can prevent lead hazards. Contractors who perform renovation, repairs, and painting jobs in pre -1978 housing and child- occupied facilities must, before beginning work, provide owners, tenants, and child- care facilities with a copy of EPA's lead hazard information pamphlet Renovate Right: Important Lead Hazard Information for Families, Child Care Providers, and Schools. Contractors must document compliance with this requirement. EPA's pre- renovation disclosure form may be used for this purpose. Understand that after April 22, 2010, federal law will require you to be certified and to use lead -safe work practices. To become certified, renovation contractors must submit an application and fee payment to EPA. See: Application for firm certification. The Agency has up to 90 days after receiving a complete request for certification to approve or disapprove the application. Contractors who perform renovation, repairs, and painting jobs should also: • Take training to learn how to perform lead -safe work practices. • Find a training provider that has been accredited by EPA to provide training for renovators under EPA's Renovation, Repair, and Painting (RRP) Program. Please note that if you previously completed an eligible renovation training course you may take the 4 -hour refresher course instead of the 8 -hour initial course from an accredited training provider to become a certified renovator. Click here for a list of eligible courses. • Provide a copy of your EPA or state lead training certificate to your client. • Tell your client what lead -safe methods you will use to perform the job. • Learn the lead laws that apply to you regarding certification and lead -safe work practices beginning in April 2010. • Ask your client to share the results of any previously conducted lead tests. • Provide your client with references from at least three recent jobs involving homes built before 1978. • Keep records to demonstrate that you and your workers have been trained in lead -safe work practices and that you followed lead - safe work practices on the job. Of go-E14‘ R180URCU \ GEORGIA�,,,,� Permit Acknowledgement of Asbestos /Environmental Notification to Georgia EPD for Projects Involving Demolition, Wrecking, or Renovation The undersigned hereby acknowledges that the issuance of this permit does not in any way grant permission to the owner, owner's representative, or permit holder to proceed with demolition, wrecking, or renovation of a structure prior to the filing of any required ten (10) day "Project Notification for Asbestos Renovation Encapsulation or Demolition" form in accordance with the Georgia Asbestos Rules. The Georgia Environmental Protection Division administers the rules. In most cases, the rules require both the owner and the involved contractors to assure the portion of the building involved in the project is thoroughly inspected by an Accredited Asbestos Inspector for materials that contain asbestos; and the removal of the asbestos before renovation, wrecking, or demolition begins almost without exemption. Georgia EPD requires a completed demolition notification from be submitted 10 workings days in advance even if 110 asbestos is present in the building. Further guidance for regulatory compliance and contact telephone numbers are provided by the brochures entitled Asbestos & Renovation and Asbestos and Demolition. Other environmental issues such as asbestos removal techniques, lead abatement, ground contamination, or unusual site conditions may have EPD regulations that could affect the project. According to your request, the existing timber pile & timber wale retention wall is failing and is in need of repair. The existing 110'(L) x 4' (H) X 18" (W) retention wall is to be replaced with an 110'(L) x 4' (H) X 18" (W) wooden timber & wale wall. The Department authorizes the replacement of the existing retention wall as depicted in the attached drawings and description and has no objection to the action provided Best Management Practices (BMP's) are used. No equipment, materials or debris may be placed, disposed of, or stored in jurisdictional areas. All demolition material must be removed and disposed of in an appropriate upland disposal site. Any deviations from the current footprint or configuration of the structure may require further review Staff of the Coastal Management Program has reviewed the above referenced application pursuant to Section 404 of the Clean Water Act and/or Section 10 of the River and Harbors Act of 1899 for consistency with the Georgia Coastal Management Program (GCMP). Program concurs with the applicant's consistency certification. This ensures that the proposed project has been designed to comply with the applicable enforceable policies of the GCMP and that all applicable state permissions have been obtained prior to issuance of this federal permit. This permit is not needed if a relocation permit or building permit has already been issued on the structure. (1) Tree removal . A tree removal permit is required if a person intends to remove either a significant tree or any number of trees that will result in a tree density of less, than required. This permit is required regardless of any other permits obtained. (J) Reserved. (K) Prohibit placing materials in the marshlands . Notwithstanding any other provision of any ordinance or regulation to the contrary, no permit for building, land clearing, land filling or for the addition of materials to any area of "marsh," "marshlands," "coastal marshlands," "vegetated marshlands," or isolated freshwater wetlands as such terms are now or hereafter defined by the Coastal Marshlands Protection Act of 1970 (O.C.G.A. § 12 -5 -280 et seq.) or to any area of isolated freshwater wetlands shall be issued in the absence of a variance granted by the mayor and council subject to the strict application hereof pursuant to section 5 -090. In addition to those provisions of article V, chapter 22 of the City Code which may be applicable, it shall be unlawful for any person or entity to place in marsh, marshland, or coastal marshlands as so defined any material whatsoever, in the absence of a permit issued pursuant to a variance properly granted. (L) Construction of docks, walkways, etc.; liability insurance. This subsection is intended to supplement and expressly not repeal existing provisions of Tybee's Code of Ordinances relating to permits required for construction, relating to building permits, regarding wetlands protection, regarding beach dune or vegetation disturbance. All those individuals engaged in the construction or repairs of docks, walkways, marinas or marine facilities, or any other structure on or over coastal marshlands as defined in O.C.G.A. § 12 -5- 282(3) shall, prior to the commencement of any such construction, preparation or work provide to the City of Tybee Island evidence of liability insurance and /or bonds and /or letters of credit specifically covering environmental and other damages. Such applicant shall also provide for coverage and /or bonds and /or letters of credit in the nature of a performance bond requiring the completion of the work if it is not performed in accordance with the anticipated completion schedule filed with the city and shall further include the cost of removal of any equipment, debris or materials of any nature not removed by the dockbuilder. When a bond or letter of credit is used for the purposes described herein such bond or letter of credit shall be issued to the benefit of either the City of Tybee Island or the owner of the property depending upon the circumstances and the building official of the city shall be authorized to determine to whom the bond or letter of credit should be payable. The amount of insurance, bond, or letter of credit shall be based on the nature, scope and cost of the anticipated work and shall take into consideration the potential consequences of spills, removal of equipment, debris or materials and other risk and shall be in such amount as is set by the building official of the city or his designee. Including but not limited to fuel spills, fires, submersions of equipment and building supplies, etc., all dockbuilders shall be required to report any accidents, casualties or events which occur in connection with activities provided for in this subsection and which are likely to cause damage or which may cause damage to property, persons, the environment or coastal marshlands and in no event shall the responsible party wait more than two hours after the occurrence of such event, casualty or occurrence.
