HomeMy Public PortalAbout10-22-09c A Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at 6:00 P.M., Thursday, October 22, 2009, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call vote the following were noted present: Councilmember Vincent Bellino " Iris Colon " Jorge Diaz " Randy Krum " Susan Naples " Joseph W. Sitarz Also noted present were Municipal Clerk, Kathleen M. Barney and Borough Attorney, Robert Bergen. . The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. The Clerk stated that on January 5, 2009, the 2009 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the Bulletin Board. It was published on January 8, 2009. Upon MMS&C by Councihnembers Diaz and Sitarz and unanimous affirmative vote of the full Council present, the Minutes of October 8, 2009 were approved and transcribed and engrossed by the Clerk. Pledge of Allegiance STATEMENT OF MEEIING NOTICE MINUTES FOR APPROVAL 1 OcroBER 22, 2009 Public Portions on Resolutions Agenda Items and New Business Public Portion Closed RESOLUTIONS Resolution #09-216 Upon MMS&C by Councilmembers Diaz and Sitarz and unanimous affirmative vote of the full Council present, the public portion was opened on Resolutions/Agenda Items and New Business. There were no comments from the public. There being no further comments or objections to the Ordinance the Mayor declared the Public Hearing to be closed upon MMS&C by Councilmembers Diaz and Sitarz and unanimous affirmative vote of the full Council present. Mayor Reiman read the Resolutions into the record: #09-215 Property Tax Cancellation. #09-216 Authorizing an Extension of Time for Payment of Taxes. #09-217 Authorizing Bids for Industrial Wastewater Discharge Monitoring. #09-218 Review of Annual Audit. #09-219 Approving Final Payment Estimate #10 and Close-Out Change Order #3 for Cornell Estates Drainage Improvements-Star ofthe Sea. #09-220 Professional Services-CME Associates, Re: Professional Land Surveying Services for Tax Map Maintenance. #09-221 Designating Two-Hour Residential Parking Along Certain Streets. #09-222 Accepting 2009 Budget Allocations of the Carteret Business Partnership, Inc. -SID II Awards. Mayor Reiman explained, in reference to Resolution #09-216,the residents will have until November 16, 2009, to pay for their fourth quarter taxes. 2 Mayor Reiman explained in reference to Resolution #09-222 it is a grant, which we are accepting, that SID is giving us and we have to provide a match for from our municipal budget, which had already been budgeted for. He said OEM is a $10,000.00 grant, Police is a $20,000.00 grant, for Mobile Data Terminals for the First Aid Squad is a $10,000.00 grant, a $10,000.00 grant for the Volunteer Fire Department and a $50,000.00 grant for the Police Department to cover the costs of the Interlocal Transfers that were done towards the end of the year. He then asked the Council if they had any questions on the resolutions. Councilmember Bellino asked about Resolution #09-221 questioning if this was a continuation of what was processed behind Walgreens. Mayor Reiman told him yes explaining it would add Sunnyside Drive and a portion of Holmes Street and they would be given residential parking passes for the windows and that signs will go up for limited two (2) hour parking without the pass. Resolutions #09-215 thru #09-222 were introduced by the Mayor and referred to the Council for action. RESOLUTION #09-220 "Professional Services- CME Associates, Re: Professional Land Surveying Services for Tax Map Maintenance" ADOPTED PAYMENT OF BILLS REPORTS RESOLUTION #09-220 "PROFESSIONAL SERVICES-CME ASSOCIATES, RE: PROFESSIONAL LAND SURVEYING SERVICES FOR TAX MAP MAINTENANCE" RESOLUTION #09-221 "DESIGNATING TWO-HOUR RESIDENTIAL PARKING ALONG CERTAIN STREETS" RESOLUTION #09-222 "ACCEPTING 2009 BUDGET ALLOCATIONS OF THE CERTAIN BUSINESS PARTNERSHIP, INC. - SID II AWARDS" Upon MMS&C by Councilmembers Diaz and Sitarz, all bills appearing on the prepared list, properly audited and signed, were ordered to be paid. Upon individual roll call vote, Councilmembers Bellino, Colon, Diaz, Krum, Naples and Sitarz voted in the Affirmative. Treasurer/CFO-Certificate of Determination and Award. Upon MMS&C by Councilmembers Diaz and Naples and unanimous affirmative vote of the full Council present, all Reports were ordered to be received and placed on file. 4 COMMITTEES- BUILDINGS & GROUNDS - COlfunittee Chairperson Naples reported that aside from the usual tasks, Buildings & Grounds will be assisting in preparation of the Halloween festivities on Washington Avenue and the Halloween Parade. She also reported that the Energy Audit began this week, explaining it is a BPU Grant for $36,000.00 and we will have results and a report within six (6) months. FINANCE & ADMINISTRATION - Connnittee Chairperson Diaz reported that yesterday the Borough held its annual tax sale and sold 253 tax liens. He also reported the fourth quarter tax bills were sent out last week and the resolution that was just approved extended the due date until November 16'h without interest for the residents. He said the BTR Property Tax Reimbursement Forms have been coming in steadily and the filing due date has been extended to November 2nd and last week over a thousand sewer rebate checks were mailed out to our eligible residents. Mayor Reiman told Councihnember Diaz that he would like to add something to be put publicly on the record, because it was announced earlier in the year. He said in partnering with our Economic Development Agency, the Borough purchased all of the single family owner occupied tax liens to insure that our residents, for the tax sales only, will not be going toward eviction. He explained that the agency spent about $40,000.00 on acquiring those liens and they will receive the money back, plus interest, at the point in time it is paid off and the interest will far exceed the interest they would have made in the bank. FIRE & DOMESTIC PREPAREDNESS - Committee Chairperson Krum reported that he wanted to welcome and congratulate three (3) new volunteer firefighters that have completed their Firefighting Training I at Middlesex County Fire Academy and have also passed their Firefighter I Certification Test. He went on to say, in recognition of Fire Prevention Week, the Fire Department is cUlTently conducting Fire Prevention Education OcroBER 22, 2009 COMMITTEES 5 OcroBER 22, 2009 COMMITTEES Cont: Classes in all of the elementary schools and our members have been attending training classes. Progress. PARKS, RECREATION & PUBLIC PROPERTY - Committee Chairperson Bellino reported the annual Halloween Parade will be on October 31 st and at the end of the parade there will be a street fair on Washington Avenue and it will also serve as an open-house for the businesses there. Progress. POLICE - Committee Chairperson Sitarz reported that we hired our second police officer from South Amboy this week and Captain McFadden will be going Green on the new police cars. Progress. Mayor Reiman explained that we have ordered four (4) new police vehicles, which should come in the 2010 calendar year. They are the Ford Hybrid Escape, which have about thirty (30) to thirty-five (35) miles per gallon and if the vehicle stays below twenty-five (25) miles per hour it operates off of the battery. PUBLIC WORKS - Connnittee Chairperson Colon reported Progress. BOARD OF EDUCATION - Committee Chairperson Naples reported Carteret High School Class of 2010 is sponsoring a Haunted High, Wednesday and Thursday, October 28 and 29th, with a $5.00 admission fee. It will run from 6:00 to 9:00 P.M. She also reported that Carteret Middle School is sponsoring their fOUlih annual Veterans Breakfast on Election Day, November 3rd. from 9:00 to 11 :00 A.M., explaining this is free breakfast for veterans and current members ofthe armed forces. Mayor Reiman asked Council President Naples to make sure the High School gets the approval of the Fire Department.
