HomeMy Public PortalAbout1982-12-14 MeetingCOUNCIL MINUTES December 14, 1982 The Council of Bal Harbour Village met Tuesday, December 14, 1982 at 9:30 A.M. in the Village Hall. Present: Miss Gray and Messrs. Beatty, Printup, Sherman and Taplin Also present were Fred W. Maley, Village Manager; Mary T. Wetterer, Village Clerk; and Anthony O'Donnell, representing Alan Gold, Village Attorney. Mr. C. B. Schildecker, discussed with the council and Chief Staubesand his review of the police department's operating procedures and personnel turnover. Among his suggestions for improving our selecting process and retention of personnel is to utilize pre -employment psychological testing and a more thorough background investigation. Competitive examinations should be given. Also to be considered is the attitude of management and supervisors regarding constructive criticism and the avoidance of any appearance of favoritism. Chief Staubesand said he is attempting to follow all of the suggestions made by Mr. Schildecker, and that he has spoken at length with Mr. Schildecker, who he said, is willing to work with us to implement his suggestions. It was moved by Mr. Sherman, seconded by Mr. Taplin and voted that an additional $1,000 be approved for any additional work to be done by Mr. Schildecker Mr. Maley reported that the street resurfacing project is now complete at a total cost of $136,912.50, plus approximately $58,000 in non -assessable costs for curbs, gutter and drains. This final cost has considerably re- duced the tentative assessments. It was moved by Mr. Taplin, seconded by Mr. Sherman and voted that the final assessment lien roll be approved and the property owners be billed as soon as possible. Mr. O'Donnell presented the final draft of Ordinance No. 249, amending the Bal Harbour Employees Pension Trust to conform with technical pro- visions of Chapter 185, Police Department Pensions, of the Florida Statutes. The Village Clerk read Ordinance No. 249 in full. On motion of Mr. Taplin, seconded by Miss Gray and voted the ordinance was adopted as an emergency measure. Mayor Printup excused Mr. Maley from the meeting as the council dis- cussed a Christmas bonus for the Manager. After discussion it was moved by Mr. Taplin, seconded by Mr. Sherman, and voted, that Mr. Maley receive a $2,000 Christmas bonus. On motion of Mr. Beatty, seconded by Mr. Taplin, and voted the meeting was adjourned at 10:25 A.M. , Mayor Attest: Village Clerk December 14, 1982
