RESOLUTION NO. 13-8628
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, AUTHORIZING THE CITY
MANAGER TO TAKE ALL NECESSARY STEPS AND/OR
ACTIONS TO CREATE A BUSINESS IMPROVEMENT
DISTRICT (BID) IN THE NILES GARDENS AREA;
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, there is a need for a comprehensive approach to address deficiencies in the
Nile Gardens area by the development of a Business Improvement District ("BID"); and
WHEREAS, the BID is a public/private partnership that provides a unique funding tool
to pool financial resources from BID member businesses by way of self-assessed fees; and
WHEREAS, the BID goal is to transform and improve distressed business areas into an
efficient, fiscallyl viable business district; and
WHEREAS, as an organized unit working together, the BID members can contribute to
positive changes to the development of the business district, which may include infrastructure,
streetscape improvement, marketing and advertising efforts; and
WHEREAS, in support of a BID, the City Commission of the City of Opa-locka
authorizes the City Manager to take the necessary steps to create a Business Improvement
District in the Niles Garden Area, that is physically and financially viable over the long-term.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.

Section 2. The City Commission of the City of Opa-locka authorizes the City
Manager to take all of the necessary steps and actions to create a Business Improvement District
for the Nile Gardens area subject to final approval by the City Commission.
Section 3. This resolution shall take effect immediately upon adoption.

Short Title:

Staff Summary
There is a need to provide a comprehensive approach to address deficiencies in the Nile Gardens
area by the development of a Business Improvement District (BID). The goal of a Business
Improvement District is to transform distressed business areas into an economic improvement
area that is fiscally viable over the long term. The BID will provide a means to improve the

infrastructure in the Nile Gardens area, specifically street and sidewalk improvements and lighting
and storm water improvements.
A Business Improvement District is a public/private partnership and a unique funding tool used to
pool financial resources from certain BID member businesses by way of self-assessed fees. In
turn, the annual assessment is used to engage in improvements to the area where the BID is
located. By working together as an organized unit, the BID members are able to contribute to
positive changes to the business district, which may include infrastructure and streetscape
improvements, business development, and/or marketing and advertising efforts for district
businesses.
BIDs offer several advantages, including cleaner and safer business districts, a reliable funding
source for services and programs, potential to increase property values and decrease vacancy
rates, and competitive advantage over other similar businesses in the area. (Source: Carras

Proposed Action:

A financial impact assessment has not been prepared by the Finance Department as
the assessment is based on the size and participation of the impacted businesses.
