HomeMy Public PortalAboutTBM 2018-10-10 FRASER BOARD OF TRUSTEES MINUTES DATE: October 10, 2018 MEETING: Board of Trustees Regular Meeting PLACE: Fraser Town Hall Board Room PRESENT Board: Mayor Philip Vandernail; Mayor Pro-Tem Eileen Waldow; Trustees; Andy Miller, Katie Soles and Parnell Quinn (via phone) Staff: Town Manager Jeff Durbin; Town Clerk, Antoinette McVeigh; Town Planner, Catherine Trotter; Police Chief, Glen Trainor; Water Attorney Chris Thorne Others: See attached list Mayor Vandernail called the meeting to order at 6:00 p.m. 1. Rollcall: 2. Approval of Agenda: Trustee Miller moved, and Trustee Waldow seconded the motion to approve the agenda removing discussion item, Amending Retail Marijuana Businesses Chapter 6 Article 7 Motion carried: 5-0. 3. Executive Session For the purpose to discuss the purchase, acquisition, lease, transfer, or sale of real, personal, or other property interest under C.R.S. Section 24-6-402(4)(a) and for the purpose of determining positions relative to matters that may be subject to negotiations, developing strategy for negotiations, and/or instructing negotiators, under C.R.S. Section 24-6-402(4)(e), to include TM Durbin and Water Attorney Thorne. Trustee Soles moved, and Trustee Miller seconded the motion to open the Executive Session at 6:02 p.m. Motion carried: 5-0 Trustee Miller moved, and Trustee Soles seconded the motion to close the Executive Session at 6:50 p.m. Motion carried: 5-0 WA Thorne was excused after the executive session. 4. Public Hearing: a) Fraser Tap Room Trustee Soles moved, and Trustee Waldow seconded the motion to open the Public Hearing for the Fraser Tap Room. Motion carried: 5-0. Page 2 of 2 TC McVeigh presented to the Board. McVeigh submitted the Liquor findings facts, petition to the TB showing the desires and necessary for the reasonable requirements of the neighborhood, and proof of publication. Trustee Soles moved, and Trustee Miller seconded the motion to close the Public Hearing. Motion carried: 4-0-1, Quinn no vote. 5. Discussion and Possible Action Regarding a) Resolution 2018-10-02 Fraser Tap Room Trustee Soles moved, and Trustee Miller seconded the motion to approve Fraser Tap Room for a Beer and Wine Liquor License with the conditions listed in Resolution 2018- 10-02 Fraser Tap Room. Motion carried: 5-0 b) Fraser Metropolitan Recreation District Purchase of The Foundry Scott Ledin, Director from Fraser Metropolitan Recreation District presented to the Board. c) Grand Beginnings Annual Update Megan Lokteff, Executive Director from Grand Beginnings presented to the Board. d) Proposition 110 Trustee Miller moved, and Trustee Waldow seconded the motion to approve Resolution 2018-10-03 to support Proposition 110. Motion carried: 4-1, Nay Soles e) Amendment 74 Trustee Soles moved, and Trustee Miller seconded the motion to approve Resolution 2018-10-04 Opposing Amendment 74. Motion carried: 5-0 6. Open Forum a) Fraser Town Hall will not be a drop off location for the November 6, 2018 election. b) Waldow- CML policy meeting October 19, Health and Human Resources meeting October 19 c) Miller attended the Colorado Railroad Meeting d) Miller- Whistle less railroad crossing study in 2019 e) Single Use Bag fee in Maui is $.99 7.
