REGULAR MEETING
April 12, 2016
The Moab City Council held its Regular Meeting on the above date in the
Council Chambers at the Moab City Center, located at 217 East Center
Street, Moab, Utah.
Mayor David Sakrison called the Pre -Council Workshop to order at 5:00
PM. In attendance were Councilmembers Heila Ershadi, Rani Derasary,
Kyle Bailey, Tawny Knuteson-Boyd and Kalen Jones. Also in attendance
were City Manager Rebecca Davidson, City Recorder/Assistant City
Manager Rachel Stenta, Community Services Director Amy Weiser, City
Treasurer Jennie Ross, Planning Director Jeff Reinhart, City Engineer
Phillip Bowman, City Recreation, Parks and Trails Director Tif Miller and
Police Chief Mike Navarre.
A Budget Workshop for the 2016-2017 Fiscal Year Proposed Budget was
held.
Mayor Sakrison called the Regular City Council Meeting to order at 7:00
PM and the Nichol's Family led the Pledge of Allegiance. Twenty-six (26)
members of the audience and media were present.
Councilmember Derasary moved to approve the Minutes of the
February 29, 2016, March 8, 2016, March 17, 2016 and March18, 2016
Council Meetings, with corrections. Councilmember Ershadi seconded
the motion. The motion carried 5-0 aye, with Councilmembers Bailey,
Ershadi, Jones, Knuteson-Boyd and Derasary voting aye.
There were no Citizens to Be Heard.
Dr. Steve Hawks of Utah State University (USU) presented an update on
the USU-Moab Campus project.
Councilmember Jones moved to approve a Request for Amplified Music
at Old City Park by the Moab Valley Humane Society on June 18, 2016.
Councilmember Knuteson-Boyd seconded the motion. The motion
carried 5-0 aye, with Councilmembers Bailey, Ershadi, Jones, Knuteson-
Boyd and Derasary voting aye.

Councilmember Jones moved to approve a Request for Amplified Music
at Old City Park by Rick Leech on May 28, 2016. Councilmember
Knuteson-Boyd seconded the motion. The motion carried 5-0 aye, with
Councilmembers Bailey, Ershadi, Jones, Knuteson-Boyd and Derasary
voting aye.
Councilmember Jones moved to approve a Class I Beer License for
Angela Hicks, d.b.a. Crooked Strokes LLC to Conduct a Sip and Paint
Business Located at 137 North Main Street. Councilmember Knuteson-
Boyd seconded the motion. The motion carried 5-0 aye, with
Councilmembers Bailey, Ershadi, Jones, Knuteson-Boyd and Derasary
voting aye.
Councilmember Jones moved to approve Granting of Local Consent for a
Scientific and Educational Special Use Alcohol Permit for Crooked
Strokes, LLC Located at 137 North Main Street. Councilmember
Knuteson-Boyd seconded the motion. The motion carried 5-0 aye, with
Councilmembers Bailey, Ershadi, Jones, Knuteson-Boyd and Derasary
voting aye.
Councilmember Jones moved to approve Proposed Resolution #09-2016
— A Resolution conditionally approving a Minor Subdivision of Lots 2A
and 3A of the Peaches Subdivision Located at 635 and
645 South 400 East in the R-2, One and Two Family Residential Zone
with the condition that an Improvements Agreement be executed.
Councilmember Bailey seconded the motion. The motion carried 5-0
aye, with Councilmembers Bailey, Ershadi, Jones, Knuteson-Boyd and
Derasary voting aye.
Councilmember Ershadi moved to approve Proposed Resolution #10-
2016 — A Resolution Approving a Petition for a Two -Lot Minor
Subdivision of a .53-Acre Lot Located in the R-2 Zone and Accepting
Right -of -Way to Correct an Encroachment of Constructed City Sidewalk
on Private Property. Councilmember Derasary seconded the motion.
The motion carried 5-0 aye, with Councilmembers Bailey, Ershadi, Jones,
Knuteson-Boyd and Derasary voting aye.
Councilmember Ershadi moved to approve Proposed Ordinance #2016-
01 — An Application for a Code Text Amendment to Moab Municipal

PROPOSED ORIDINANCE
Code Sections 17.45.060, R-2, One -family and Two-family Residential
Zone, and 17.15.050, Residential Area Regulations Reducing the
Minimum Size of Dwellings in the R-2 Zone. Councilmember Bailey
seconded the motion. The motion failed 1-4 with Councilmember
Ershadi voting aye and Councilmembers Bailey, Jones, Derasary and
Knuteson-Boyd voting nay.
Councilmember Bailey moved to approve Change Order # 1 for the
existing Task Order with Hansen, Allen & Luce for the Storm Water
Master Plan project with an increased fee amount not to exceed
$11,355. Councilmember Derasary seconded the motion. The motion
carried 5-0 aye, with Councilmembers Bailey, Ershadi, Jones, Knuteson-
Boyd and Derasary voting aye.
Councilmember Knuteson-Boyd moved to approve Change Order # 2 for
the existing Task Order with Hansen, Allen & Luce for the Storm Water
Master Plan project with an increased fee amount not to exceed
$15,613. Councilmember Ershadi seconded the motion. The motion
carried 5-0 aye, with Councilmembers Bailey, Ershadi, Jones, Knuteson-
Boyd and Derasary voting aye.
Councilmember Jones made a motion to approve An Agreement
between the Utah Department of Transportation (UDOT) and the City of
Moab for access management and long-term planning on US-191,
Milepost 112.0 to 123.4. Councilmember Ershadi seconded the motion.
The motion carried 5-0 aye, with Councilmembers Bailey, Ershadi, Jones,
Knuteson-Boyd and Derasary voting aye.
Councilmember Bailey made a motion to approve the Federal Aid
Agreement between the City of Moab and Utah Department of
Transportation for the Safe Routes to School project. Councilmember
Derasary seconded the motion. The motion carried 5-0 aye, with
Councilmembers Bailey, Ershadi, Jones, Knuteson-Boyd and Derasary
voting aye.
Councilmember Knuteson-Boyd moved to approve a Purchasing
Exemption to Aqua Aerobic Systems, Inc., for equipment design for the
new Wastewater Treatment Plant in an amount not to exceed $30,000.
Councilmember Ershadi seconded the motion. The motion carried 5-0
aye, with Councilmembers Bailey, Ershadi, Jones, Knuteson-Boyd and
Derasary voting aye.

Councilmember Bailey moved to approve the Donation of Unclaimed
Property (Bicycles) to the Grand County School District. Councilmember
Ershadi seconded the motion. The motion carried 5-0 aye, with
Councilmembers Bailey, Ershadi, Jones, Knuteson-Boyd and Derasary
voting aye.
Councilmember Jones moved to approve Resolution #11-2016
Amending the Moab Personnel Policies and Procedures Manual.
Councilmember Derasary seconded the motion. The motion carried 5-0
aye, with Councilmembers Bailey, Ershadi, Jones, Knuteson-Boyd and
Derasary voting aye.
Councilmember Derasary mentioned that she attended the Utah League

of Cities and Towns' Mid -Year Conference in St. George. REPORTS
Councilmember Derasary reported that she was interviewed by the
Moab Area Land Trust to be on their board.
Councilmember Derasary recently attended the Grand County Housing
Workshop, the Interlocal Housing Task Force and the Trail Mix meetings.
Councilmember Ershadi reported that she attended the Moab Area
Watershed Partnership meeting as well as the Chamber of Commerce
meeting and the Communities that Care meeting.
Councilmember Ershadi mentioned the SHARPS Survey results.
Councilmember Knuteson-Boyd reported that she had attended the
Airport Ribbon Cutting.
Councilmember Knuteson-Boyd also attended the Grand County Health
Coalition meeting where it was announced that the hospital received a
$124,000 grant to train for Recognition of at Risk Youth Mental Health
Care needs.
Mayor Sakrison reported that he had received a call from Don Metzler of
the Department of Energy informing him that thirty-five (35) positions
would be eliminated from the tailings site, as well as cutting back from
four (4) train shipments to two (2) train shipments.

Mayor Sakrison attended an Airport Board Meeting and reported the
airport board will be going to the Utah Permanent Impact Funding Board
(CIB) to request funds for the expansion of runways at the community
airport.
Mayor Sakrison announced that there will be an Inter -generational
Poverty Workshop held at Seekhaven on June 1, 2016, Lieutenant
Governor Cox will be attending. Mayor Sakrison stated that Grand
County is a critical county.
Councilmember Bailey reported that he attended the Communities that
Care meeting and that they are proposing a full-time position for their
group.
There was no correspondence to be read.
Under Administrative Report, City Manager Davidson gave a written
report.
A Report on City/County Cooperation was not given.
There were no bills to approve.
Councilmember Bailey moved to enter an Executive Session at 8:40 PM
for the purpose of the Character, Professional Competence or Physical
or Mental Health of an Individual. Councilmember Jones seconded the
motion. The motion carried 5-0 aye, with Councilmembers Bailey,
Ershadi, Jones, Knuteson-Boyd and Derasary voting aye.
Councilmember Bailey made a motion to close the Executive Session at
9:40 PM. Councilmember Jones seconded the motion. The motion
carried 5-0 aye, with Councilmembers Bailey, Ershadi, Jones, Knuteson-
Boyd and Derasary voting aye.
Mayor Sakrison adjourned the meeting at 9:43 PM.
