AN ORDINANCE, making a supplemental appropriation of One Hundred Seventy-
One Million Dollars ($171,000,000.00) from the Sanitary Replacement Fund to be used for
wastewater treatment plant construction in Bissell & Lemay WWTF Fluidized Bed Incinerators
(12565) in the City of St. Louis and Unincorporated St. Louis County, Missouri; and to appropriate
additional funds.
WHEREAS, Ordinance No., 16090, adopted July 13, 2023, appropriated the initial
funding for and authorized Contract No. 22167; and
WHEREAS, supplemental appropriation requests are planned for Fiscal Years
2025 (FY25), 2026 (FY26), 2027 (FY27), and 2028 (FY28) for a total appropriation amount of
Nine Hundred Million Dollars ($900,000,000.00); and
WHEREAS, the Director of Finance has certified that there is an unencumbered
balance in the above-named fund sufficient to pay the obligation authorized herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of One Hundred Seventy-One Million Dollars
($171,000,000.00) is hereby appropriated from the Sanitary Replacement Fund to be used for
wastewater treatment plant construction in Bissell & Lemay WWTF Fluidized Bed Incinerators
(12565) in the City of St. Louis and Unincorporated St. Louis County, Missouri.
The Foregoing Ordinance was adopted December 14, 2023.
