HomeMy Public PortalAbout01-21-10c A Regular Meeting ofthe Mayor and Council of the Borough of Cmteret was called to order by Mayor Daniel J. Reiman at 6:00 P.M., Thursday, January 21, 2010, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call vote the following were noted present: Councilmembers Vincent Bellino " Jorge Diaz " Delmis DiMascio " Randy Kium " Susan Naples " Joseph W. Sitarz Also noted present was Kathleen M. Barney, Municipal Clerk and Robert Bergen, Borough Attorney. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. The Clerk stated the 2010 Annual Meeting Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on January 4, 2010 and published in The Home News Tribune on Janum'y 6, 2010 and The Star Ledger on January 8,2010. Upon MMS&C by Councilmembers Diaz and Sitarz and unanimous affirmative vote of the full Council present, the Minutes of January 3, 2010 were approved, transcribed and engrossed by the Clerk. JANUARY 21, 2010 REGUlAR MEEI'ING January 21, 2010 ROLL CALL Minute of Silent Prayer/Pledge of Allegiance STATEMENT OF MEEI'ING NOTICE MINUTES FOR APPROVAL I JANUARY 21, 2010 ORDINANCE #10-01 "Authorizing Preparation and Insurance of Bid Documents for the Leasing of a Portion of the Municipal Annex" First Reading Mayor Reiman Council President Krum Mayor Reiman ORDINANCE #10-01 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held on February 4, 2010, upon MMS&C by Councilmembers Diaz and Bellino. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Kl'um, Naples and Sitarz voted in the Affirmative. "AN ORDINANCE OF THE BOROUGH OF CARTERET AUTHORIZING THE PREPARATION AND ISSUE OF BID DOCUMENTS FOR THE LEASING OF A PORTION TO THE MUNICIPAL ANNEX" Mayor Reiman explained that this was something that was discussed over the past year or two and we are close with the discussions with multiple banks. . He went on to say the concept is we would do it with an ordinance authorizing for bid the lease of a portion of the Finance Building, explaining the bank would come in and take over 30% of the building to operate and share the space with Borough employees. He said it would be a one of a kind thing and it could possibly generate thirty to forty thousand dollars a year, or more, in revenue to the city and the long term benetits would allow us to eliminate some of the expense dealing with other tinancial matters down there, giving an example that the Chief Financial Officer would walk a few feet to make a deposit and commenting there would be many other benetits. Council President Kium questioned what would happen to the Borough's persol1llel that work there. Mayor Reiman explained that everyone would stay in the building and we would re-shuffle Persoilllel, Benetits and Payroll to the second story, which has not been utilized since the Business Administrator was there and the municipal tellers would be moved closer to the front of the building and the bank would take over 2 where Benetits and Payroll are now, as well as two (2) or three (3) ofthe teller stations. PUBLIC PORTION ON RESOLUTIONS/AGENDA ITEMS AND NEW BUSINESS: Upon MMS&C Councilmembers Sitarz and Diaz and unanimous aftirmative vote of the full Council present, the public portion on Resolutions/Agenda Items and. New Business was opened to the public. There were no comments from the public. Upon MMS&C by Councilmembers Sitarz and Bellino and unanimous affirmative vote of the full Council present, the public portion was closed. Mayor Reiman read the Resolutions into the record: 1. #10-42 Directing the Issuance of Various Raffle Licenses. 2. #10-43 Professional Services-Potter Architects, Re: Construction Specitications-Cmteret Health and Wellness Center. 3. #10-44 Responsible Bidder Resolutions. 4. # 1 0-45 Appointing Member to the Board of Health. 5. #10-46 Appointing Member to the Recreation Commission. 6. #10-47 Authorizing Purchases from State Contractors for 2010. 7. #10-48 Award of Bid for the Sale of Used Borough Vehicles. JANUARY 21,...2010 Public Portion on Resolutions/Agenda Items and New Business Public Portion Closed RESOLUTIONS 3 JANUARY 21, 2010 Resolutions Cont: Mayor Reiman Councilmember Diaz Councilmember Bellino Mayor Reiman explained in reference to to Resolution #10-48, he is very happy with the bid numbers that came in and he explained that prior to tins they were looking to junking these for scrap metal, winch would of gotten us about forty (40) or tifty (50) dollars per vehicle and now we will generate about six thousand dollars He said they will break it up and explained they were individual bids on specitic vehicles and bid numbers, so they will be sold to the highest bidder. Mayor Reiman asked the Council if they have any questions on any of the resolutions. Councilmember Diaz questioned #3, the Responsible Bid Resolution, asking what the difference is between that and a qualitied lowest bidder. Mayor Reiman explained that a qualitied lowest bidder means that there cmmot be any additional work or problems with (inaudible) entitles of the state. A responsible bidder specitically will require that they have a training program put in place, which is approved by the New Jersey Department of Labor. Councihnember Diaz asked if this would also include the awarding of bid to someone who may have the lowest bid but may not have a good track record doing business with the Borough. Mayor Reiman explained that would again be the Responsible Bidder verses the Qualitied Lowest Bidder, which the Responsible Bidder requires a celtitied approved apprenticeship and training program by The Department of Labor. Councilmember Bellino then referred to #7, asking for a copy of the vehicles. The Clerk told him there was a copy in all their mail bins. Mayor Reiman then asked for a motion on the Consent Agenda. 4 Resolutions #10-42 tlU'u #10-48 were introduced by the Mayor and refen'ed to the Council for action. Upon individual roll call vote Councilmembers Bellino, Diaz, DiMascio, Kium, Naples and Sitarz voted in the Affirmative. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Krum, Naples and Sitarz voted in the Affirmative. Board of Health/OOA-December 2009. Upon MMS&C by Councilmembers Diaz and Naples and unanimous affirmative vote of the full Council present, this RepOlt was ordered to be received and placed on tile. COMMITTEES: BUILDINGS & GROUNDS: Committee Chairperson Naples repOlted that the Buildings and Grounds Department is in the process of wiring the new Teen Center in the Library for computers, printers, etc., and they also did a total cleaning of the Fire House Hall next to the Fire Depmtment, which gets a lot of use, bringing in twelve to fourteen thousand dollars a year. She went on to say that the exterior lighting in the Borough Hall has been upgraded using the photocell lights, which are from dawn to dusk for safety and security and esthetics. FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported the Finance Department has completed its smooth rollover from year end to the new year, including preparation of all repOlts for our auditors and the issuance of W 2' s to all Borough employees. He said the tax collection period will begin on February 1st, with a grace period until February 10th and they are hoping to have the budget ready by the statutory deadline. Progress. 6 FIRE & DOMESTIC PREPAREDNESS: Connnittee Chairperson Kmm reported the Fire Depmtment sent Captain Richard BOllller, Firetighter Sam Goddess and EMT, Jason Kurdyla, to attend a flammable liquid tiretighter class in the University of Texas and Sam Goddess was naJlled the outstanding student of a class of over one hundred (100) students around the country and was recognized for Ins leadership. He went on to repOlt that the two (2) new tiretighters Steven Green and George Carpenter have completed their physicals and their training has been scheduled for this Monday consisting of in-house training of tire apparatus and tiretighter school at Middlesex Fire Academy. PARKS, RECREATION & PUBLIC PROPERTY: Committee Chairperson Ki1un reported Progress in the Parks Department and he thanked the Parks Department for their help with an accident on Jackson Avenue and he said offering SUPPOlt in this way makes for good connnunity relations. POLICE: Committee Chairperson Sitarz repOlted all four (4) police cars are in now and they are waiting on painting and radios to be put in and said he will check with Captain Tarrant tomorrow. Mayor Reiman said the vehicles are hybrid vehicles, the tirst ones for the Police Department, commenting that they have two (2) hybrids in the municipal fleet and they run well and have been a substantial savings. PUBLIC WORKS: Connnittee Chairperson DiMascio reported he had been to the Borough Garage and was talking to the workers and Ted Surick and he said he has been talking to Piscataway VoTech about getting body work done on our vehicles. He explained there would be no charge, but we would have to get the materials. He reported the workers have been tilling the potholes in the road. Progress. BOARD OF EDUCATION: Connnittee Chairperson Naples congratulated the Cmteret School Teachers of the Year in our Carteret Schools, Jose Fernandez in Carteret High School, Judith O'Cara, Cmteret Middle School, Miss Carissa Costa, Columbus 7 JANUARY 21, 2010 COMMITTEES Cont: JANUARY 21, 2010 Committees Cont: ADJOURNED School, Miss Joalllle Widford, Minue School and Miss Erin Bernstein , Nathan Hale School, who will go on to the County competition and then the State competition and she wished them the best . She then spoke of the First in Math Program, which was originally introduced to parents in our public library and is now accessible to all our students on line. She said they get an LD. and a password from their teachers and it is a supplemental program where they can practice from home with different games and activities. At approximately 6:15 P.M., after no further discussion, upon MMS&C by Councilmembers Sitarz and Ki'um and unanimous affirmative vote of the full Council present, this meeting was Adjourned.
