HomeMy Public PortalAbout02-18-10c A Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at 6:00 P.M., Thursday, February, 18,2010, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call vote the following were noted present: Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Randy KlUm " Susan Naples " Joseph W. Sitarz Also noted present was Kathleen M. Barney, Municipal Clerk and Robert Bergen, Borough Attorney. The meeting was opened with a minute of silent prayer and Pledge of Allegiance led by Mayor Daniel J. Reiman. The Clerk stated that on January 4,2010 the 2010 Atmual Notice was mailed to the Home News Tribune, The Star Ledger and posted on the Bulletin Board. It was published in The Home News Tribune on January 6, 2010 and in The Star Ledger on January 8, 2010. Upon MMS&C by Council members Diaz and Bellino and unanimous affirmative vote of the full Council present, the I FEBRUARY 18, 2010 REGUlAR MEETING ROLL CALL Minute of Silent Prayer/Pledge of Allegiance STATEMENT OF MEETING NOTICE MINUTES FOR APPROVAL FEBRUARY 18, 2010 PRESENTATION Edward "Zeke" IVawrzynski Public Portions on Resolutions/ Agenda Items and New Business Public Portion Closed Minutes of February 4, 2010 were approved, transcribed and engrossed by the Clerk. PRESENTATION: Edward "Zeke" Wawrzynski. Mayor Reiman asked Chief O'COImor and Fire Commissioner to come forward. They all commended and congratulated Mr Wawrzynski and wished him luck and presented him with a plaque. Mayor Reiman recognized the Volunteer Firemen in the audience. Mayor Reiman said they would take a one (I) minute recess for anyone who would like to leave before the meeting was reconvened. Upon MMS&C by Council members Diaz and Krum and unanimous affirmative vote of the full Council present, the public portion on Resolutions/Agenda Items and New Business was opened to the public. There were no questions or comments from the public. Upon MMS&C by Councilmembers Diaz and Sitarz and unanimous affirmative vote of the full Council present, the public portion was closed. 2 Mayor Reiman then referred to Resolutions #10-59 thm #10-64; #10-59 Directing the Issuance of Various Raffle Licenses. #10-60 Accepting a Grant from the Hazardous Discharge Site Remediation Fund Public Entity Program. #10-61 Amendment to the 2010 Temporary Budget. #10-62 Refund of Tax and/or Sewer Fee Overpayment. #10-63 Directing the Issuance of a Taxicab Owner's License to Riaz Janjua, Safeway Taxi. #10-64 Authorizing Execution of an Inter-local Agreement with the Township of Woodbridge for Animal Control Services. Mayor Reiman then asked for the Agenda to be Amended to include Resolutions #10-65 and #10-66: Resolution #:10-65; Authorizing the Borough to Enter into $500,000 CDBG Allocation Agreement with the County of Middlesex for the Carteret Health and Wellness Center. Resolution #10-66; Authorizing A Professional Services Contract for T &M Associates-2009 Green Acres Multi-Park Improvements Little Park and Carteret Park Soldiers and Sailors Monument Walkway Survey and Engineering Services. Upon MMS&C by Councilmembers Sitatz and Naples and unanimous affilmative vote of the full Council present the Agenda was Amended to include Resolutions #10-65 and #10-66. Mayor Reiman than asked for a motion on the Consent Agenda. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Kl1lm, Naples and Sitarz voted in the Affirmative. Upon MMS&C by Councilmembers Diaz and SitatZ , all bills appearing on the prepared list, properly audited and signed, were ordered to be paid. Treasurer - Certificate of Determination and Award, Bond Ordinance #04-25. Upon MMS&C by Councilmembers Diaz and Naples and unanimous affirmative vote of the full Council present, all RepOlls were ordered to be received and placed on file. COMMITTEES: BUILDINGS & GROUNDS - Committee Chairperson Naples reported that the staff has been busy with snow removal and they are re-tiling and re-furbishing the bathroom in the Catleret Historical Building, formerly the Carteret Libraty and will shortly stml to transform some office space in the upstairs of the Municipal Atmex for some of our staff that will eventually be moving up. Progress. FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported that the tax collection period had just ended on FeblUary 10th and the office is preparing notices for any outstanding balances. He then conllilended the Streets and Roads Depmlment on their wonderful job on snow removal commenting there were many compliments from residents including pictures taken a few 5 FEBRUARY 18, 2010 Consent Agenda Adopted PAYMENT OF BILLS REPORTS COMMITIEES FEBRUARY 18, 2010 COMMITIEES CONT: days after the snow and he shared the pictures with the Council. He also thanked Councilmember Sitarz for his many hours of help plowing the streets. Continued Progress. FIRE & DOMESTIC PREPAREDNESS - Committee Chairperson Ktum again thanked Zeke Wawl'zynski for his forty (40 years of service as a Volunteer Firefighter and also as Chief. He then reported that our two (2) new in-house fll'efighters have started their in-house training and will attend Middlesex Fire Academy on March 8th for Firefighter I and II training and said last month four (4) of our Volunteer Firefighters completed their Incident Command Level II Class at the Fire Academy. He went on to repOll , on February 7'h. there was a house fire on Carteret A venue, with no one home and there were no injuries and commended the Firefighters on a job well done. He also commended the Streets and Roads and Parks Departments on a job well done with the snow. removal, commenting that many people complimented them. PARKS, RECREATION & PUBLIC PROPERTY - Committee Chairperson Bellino reported the inter-depmlment work done with the snow removal was fantastic, commenting that many people called complimenting it. He then repOlled day to day operations with the Parks Depmlment and continued Progress. POLICE - Committee Chairperson Sitarz. He congratulated Zeke Wawrzynski on his retirement. He then reported three (3) new police cars are out getting lettered and having the cages put in and we should have them back in a week or two. He then congratulated Councilmember DiMascio on his baptismal on snow removal, commenting he was out all night with him. He commended the workers on a job well done. PUBLIC WORKS: Committee Chairperson DiMascio commended the workers from the Department of Public Works and the Parks Department on a terrific job with the snow removal. He said he and Councilmember Sitarz were out all night with them. He commented on the people complaining about the plow putting snow back in their driveways after they shoveled, but, he explained they must keep plowing and said it was not easy. He then asked for 6 a round of applause for the men and one was given. He then spoke about, when coming over the bridge from West Carteret, it turns into four (4) lanes at CVS and explained that the third lane over from the sidewalk turns into the Turnpike and many people complained that you don't see that lane until you reach the light and then if you don't want to go into the Turnpike you have to cut people off to get over. Mayor Reiman said to touch base with John DuPont of Engineering and ask him to reach out to the Turnpike Authority to see if they could change something to make people more aware. Councilmember DiMascio also told the Mayor that on Washington Avenue the New York Transit buses are doing fifty, Mayor Reiman told him to contact the Police Department and directed Councilmember Sitarz to make sure he speaks to the Patrol Division Commander. BOARD OF EDUCATION: Committee Chairperson Naples reported that the first week in March High School Juniors will be testing and she wished them luck explaining they are working hard and preparing, taking remedial courses and extra courses. She said they are hoping for the same results or better than last year when Catleret High School received recognition from U.S . News and World Report as a Bronze Medal School District. She said secondly there will be a presentation in Carteret High School on February 24, 2010, 7:00 P.M. in Carteret High School Cafeteria, for parents of students with disabilities, from the Division of Vocational Rehabilitation Services, which provides transition services for youth into employment upon High School graduation. She then went on to say that she is also on the Board of Health and repOlled after the last meeting she was pleased that they executed an Inter-local Agreement with Woodbridge Animal Control Services. Mayor Reiman said Woodbridge has been providing this service to Cmleret since January 1st and although it has not cost or saved any dollars it should open up better services to the community and 7 FEBRUARY 18, 2010 COMMITIEES CONT: FEBRUARY 18, 2010 ADJOURNED provide a closer location for Catleret residents and allows them to participate in the Adoption Program.
